The Trump-Xi summit scheduled for mid-May will produce handshakes, communiqués, and the usual theatre of great-power civility. Beneath it, the structural signals point in a different direction. The South China Morning Post reported on 7 May that beneath the surface of the summit, major trade conflict is building, and that Beijing has “quietly and methodically amassed increasingly effective tools” to counter what it sees as Washington’s heavy-handedness. In March, the US Trade Representative launched two new Section 301 investigations into Chinese excess capacity and forced labour, to which China retaliated with investigations of its own targeting US measures on green products and supply chains. The tariff truce — extended in November 2025 to run through November 2026, with bilateral tariffs reduced to 10 per cent from the April 2025 peak of 125 per cent — holds on paper. The investigatory machinery being assembled beneath it is designed to produce the legal basis for reimposing tariffs the moment the truce expires or the political calculus shifts.

Can the US and China coexist? The question is wrong. They already coexist. The question is whether the coexistence is stable or whether it is a truce in which both sides are building the instruments to escalate. The signals from the past thirty days say the latter. The Section 301 probes are not diplomatic noise. They are the statutory mechanism through which new tariffs become legally available after the Supreme Court struck down one of Trump’s key tariff tools in February. China’s counter-probes mirror the structure exactly. The symmetry is not accidental. It is the architecture of managed escalation: each side builds the legal basis for the next round while maintaining the fiction of negotiation.

The Chaos Map places this interface in the lower-left quadrant — relational order. Summits, truces, diplomatic protocols. But the probes and counter-probes sit above it in relational chaos, pulling the system upward. The month-ahead signal: watch whether the summit produces a concrete extension of the truce beyond November 2026 or merely a restatement of existing terms. The former is stabilisation. The latter is a countdown.

The debt that builds nothing

The second China — the one the summit will not discuss — sits on the right side of the map in conceptual chaos. The IMF’s 2026 Article IV report identifies LGFV debt as the primary source of financial vulnerability, noting that nearly one-third of local government financing vehicles are technically insolvent and survive only through constant refinancing. The estimated scale of hidden local debt ranges from $7 trillion to $11 trillion, against a total non-financial sector debt-to-GDP ratio that reached 290.6 per cent by the end of 2024.

Guizhou became the first Chinese province to seek central government assistance after revelations of local debt totalling trillions of yuan. In 2025, Guiyang, the provincial capital, allocated 12.19 per cent of its land-sale revenues to interest payments alone — nearly $545.7 million per year, up 9.35 per cent from 2024. Among the highest-risk provinces are Guizhou, Inner Mongolia, Ningxia, Liaoning, and Qinghai. Beijing’s response — a ¥10 trillion restructuring programme that refinances hidden LGFV bonds into lower-interest provincial bonds — has been characterised by the Atlantic Council as “extend and pretend”: the central government has chosen to put off its day of reckoning.

Can provinces this indebted really compete with the world? The honest answer is: some can, some cannot, and the divergence is the signal. Beijing, Shanghai, and Guangdong have LGFV bond yields around 2–3 per cent and access to state-backed financing. Guizhou’s LGFV yields run at 7.5 per cent. The gap is not incremental. It is structural. China’s technology-sovereignty build — SMIC, DeepSeek, Huawei — is concentrated in the coastal provinces with clean balance sheets. The inland provinces that built infrastructure on debt during the boom years are now paying interest on assets that produce no return: empty parks, rural highways, unfinished museums that do not generate the cash needed to service high-interest bank loans.

Reading the Chaos Map

The tech-sovereignty cluster — DeepSeek, SMIC, Antelope Reef — sits in conceptual order with arrow motion: goal-directed, self-reinforcing, building toward endpoints. Each node makes the next one cheaper to build. The provincial debt cluster sits in conceptual chaos with spiral motion: unresolved, consuming resources, producing no stable architecture. The ¥10 trillion restructuring attempts to convert spiral into arrow — to impose order on the debt through institutional intervention — but the underlying problem (assets that produce no revenue, land sales at decade lows, 18,000 LGFVs that exist only to roll over debt) remains unaddressed.

The GDP forecast (consensus 4.1 per cent for 2026) sits at the exact centre of the map. That is not a metaphor. It is a structural description. China’s growth is the resultant of two opposing forces: the tech build pulling toward conceptual order and the debt spiral pulling toward conceptual chaos. The two Chinas share a GDP number but not a trajectory. Whether the number holds depends on which force is stronger — the arrow or the spiral.

The two Chinas are real. One builds chips and reefs and frontier AI models. The other pays interest on empty roads in Guizhou. The question is not whether they can coexist with America. It is whether they can coexist with each other.

Beijing Sentences Two Former Defence Ministers in Corruption Crackdown

Two former Chinese defence ministers, Wei Fenghe and Li Shangfu, have received suspended death sentences after being convicted of corruption, according to China’s state news agency Xinhua. A military court found Wei guilty of accepting bribes, while Li was convicted of both taking and offering bribes. Both were sentenced to death with a two-year reprieve, after which the punishment will be commuted to life imprisonment without parole. They were also stripped of political rights for life and had all personal property confiscated.

Since Chinese President Xi Jinping began his extensive anti-corruption campaign in 2012, the decision represents one of the heaviest penalties meted out to senior military officers. Wei held the position from 2018 until 2023, while Li temporarily served as defense minister in 2023 before being ousted following an unexplained two-month departure.

Chinese authorities accused both men of causing significant damage to the military’s political environment. Wei was uniquely portrayed as having “lost his chastity” to the Communist Party, a word that frequently implies betrayal or hostility to the government. Meanwhile, Li has been accused of fraudulent actions in the military equipment sector.

Their downfall is part of a broader purge within China’s military leadership, with several top generals and Central Military Commission officials investigated in recent years as Xi tightens control over the People’s Liberation Army.

Bangladesh Signals It Won’t Wait for India on Teesta

Bangladesh Tries to Say It Won’t Wait on Teesta to India. Bangladesh has already indicated that it cannot stand for waiting indefinitely for a Teesta River water-sharing agreement with India and that it is ready to strengthen its cooperation with China on river restoration and infrastructure projects. Dhaka “cannot just sit idle” while India is still grappling inside with deep-seated political disagreements over this issue,” said Bangladesh Foreign Minister Khalilur Rahman ahead of visit to Beijing.

The Teesta dispute has been unresolved for more than 40 years after several negotiations. A temporary settlement was given in 1983, but a formal treaty was repeatedly unsuccessful. In 2011, former Indian prime minister Manmohan Singh was set to seal an interim deal with Bangladesh, leading to an unsuccessful deal that was put on hold by the then chief minister, Mamata Banerjee, who believed the river was too small to keep a share. China’s role in the Teesta region has continually expanded since 2016.

Beijing sponsored technical studies and ultimately submitted a $1 billion or so restoration and management scheme, which included embankments, dredging, flood protection and water storage systems. Bangladesh has made a new deal with Beijing, and the government said it will fast-track the Chinese initiative because its government, described as “an extremely important friend” (Zhang, China). Major strategic implications flow from the dispute. Bangladesh charges India with diverting the dry-season stream through Gazaldoba Barrage, which could affect irrigation in northern districts relying heavily on Teesta. And both India and Bangladesh continue to be wary of China’s increasing upstream hydropower ambitions in Tibet, creating a broader geopolitical dimension to the river dispute.

Every major power in Asia knows how to respect ASEAN. They attend its summits, sit through its forums, endorse its centrality, and fold Southeast Asia into their preferred Indo-Pacific lexicon. Washington does it. Beijing does it. Tokyo, Delhi, Canberra, Seoul and Brussels do it too. ASEAN remains the region’s diplomatic common room: a place where rival powers can appear together without conceding too much to one another, and where smaller states are not forced to face giants alone. The difficulty begins after the communiqués. China continues to press maritime claims in the South China Sea. The United States and China are reorganising technology, trade and supply chains around strategic competition. Myanmar’s civil war continues despite years of ASEAN statements and consensus language. Critical minerals, semiconductors, data governance, port infrastructure, energy corridors and maritime security are increasingly shaped by smaller coalitions, bilateral pressure and great-power industrial policy rather than by ASEAN acting as a bloc.

ASEAN is still relevant. Asia cannot do without it, but its leverage is declining. The real question is why this scale does not become leverage. Why does a region with such economic weight, such strategic geography and such diplomatic visibility still struggle to bargain collectively with superpowers? Why is ASEAN everywhere in Asia’s diplomatic architecture, yet less present where hard decisions are made?

Relevance and leverage are not the same thing. ASEAN remains relevant because it gives Southeast Asia a diplomatic floor. It allows politically different states to sit together. It gives smaller countries cover against facing superpowers alone. It provides external powers with a common regional platform. Without ASEAN, Southeast Asia would not have become more unified. It would become more exposed. Leverage means something harder: the ability to impose costs, coordinate pressure, and shape the choices of others. On that measure, ASEAN is failing. Its economic scale is real, but its political command is thin. Its centrality is still invoked, but increasingly as ritual. The danger is not that ASEAN disappears. The danger is that it becomes ceremonial: respected in statements, honoured at summits, and bypassed when decisions matter.

The scale makes this more striking. ASEAN’s total goods trade reached about $3.8 trillion in 2024, with exports of $1.95 trillion and imports of $1.89 trillion. China alone accounted for $772.4 billion in two-way merchandise trade with ASEAN in 2024, around a fifth of the bloc’s total goods trade. Foreign direct investment remains large too: the ASEAN Investment Report 2025 recorded $226 billion in FDI inflows to ASEAN in 2024, even as global flows declined. Southeast Asia is not peripheral. It is embedded in the operating system of global capitalism.

Yet economic size has not become bargaining power. ASEAN attracts investment, hosts summits and issues statements. It does not reliably force superpowers to adjust course. The reason is not simply timidity. It is structured. ASEAN’s scale is aggregated; its sovereignty is not. The bloc has a large collective economy, but it lacks a single external tariff, a unified sanctions mechanism, a supranational regulator, or a central executive capable of imposing a common position. ASEAN has size. It does not have enough organised authority. That weakness is built into the bargain that made ASEAN possible. The organisation was not designed to be a regional superpower. It was designed to prevent Southeast Asia from being broken by superpowers. Its founding logic was restraint: keep fragile, postcolonial and politically diverse states in conversation; reduce the risk of interstate conflict; protect sovereignty; and create a diplomatic habit strong enough to survive external pressure. That bargain worked. Southeast Asia did not collapse into permanent interstate conflict. Rival governments learned to sit together. External powers learned that they had to engage ASEAN-led spaces if they wanted regional legitimacy.

ASEAN’s relevance lies in what Asia would look like without it. If ASEAN is not seen as part of the regional architecture, then Southeast Asia becomes easier to divide. Smaller states would face China and the United States more bilaterally, without the diplomatic cover of a regional platform. Middle powers would compete through narrower coalitions without a common Southeast Asian floor. Great powers would find it easier to split the region through infrastructure, defence access, technology standards and trade incentives. ASEAN matters because it makes fragmentation harder. Its value is defensive rather than coercive. ASEAN does not command Asia, but it slows the speed at which Asia fractures. It gives Southeast Asian states a shared vocabulary- centrality, neutrality, consensus, non-alignment, openness- through which they can resist being forced into someone else’s bloc. That vocabulary is not always enough, but it is not meaningless. In a region where almost every country wants Chinese markets, American technology, Japanese capital, Indian engagement and European access in different proportions, ASEAN creates political space for not choosing too quickly.

ASEAN-led forums still matter for that reason. The East Asia Summit, the ASEAN Regional Forum and the ASEAN Defence Ministers’ Meeting Plus do not settle the region’s hardest disputes. But they keep rivals inside a common diplomatic theatre. The ASEAN Outlook on the Indo-Pacific makes this logic explicit: ASEAN-led mechanisms are meant to preserve dialogue, cooperation and inclusivity in a region increasingly pulled toward competition. That is not empty symbolism. In a period of hardening great-power rivalry, even the existence of a shared room matters.

The cost of this model is now unavoidable. The same principles that hold ASEAN together also prevent it from acting with force. The ASEAN Charter commits the organisation to sovereignty, equality, territorial integrity, non-interference, consultation, consensus and unity in diversity. These principles allow monarchies, one-party states, electoral democracies, military-dominated systems, city-states, archipelagic giants, poorer mainland economies and advanced trading hubs to sit under one roof without fearing domination by one another. They are ASEAN’s operating system. ASEAN’s great virtue is that it is non-threatening to its own members. Its great failure is that it is rarely threatening to anyone else.

The European Union comparison enters here for a reason. The EU shows how economic scale can become external leverage when backed by pooled sovereignty. Brussels can turn market access into regulatory power because it has common rules, legal authority and institutions that can enforce them. ASEAN deliberately avoided that path. Its members wanted cooperation without surrendering autonomy. For postcolonial states shaped by intervention, insurgency, regime insecurity and suspicion of neighbours, sovereignty is not an inconvenience. It is the prize. The comparison, therefore, clarifies the problem without offering a model ASEAN can simply copy. Europe’s postwar project was built around binding former continental rivals into a shared legal-economic order. ASEAN was built to keep newly independent and vulnerable states from being overwhelmed by one another or by external powers. The EU’s answer was legal integration. ASEAN’s answer was diplomatic restraint. One produces regulatory power. The other produces survival. Survival matters. But survival is no longer enough.

The world around ASEAN has changed faster than ASEAN’s operating system. The older regional model worked when Southeast Asian states could take Chinese trade, American security, Japanese investment, Indian engagement and European markets without choosing too sharply among them. That space is narrowing. U.S.-China rivalry now runs through semiconductors, critical minerals, export controls, data governance, green technology, artificial intelligence, ports, undersea cables and industrial policy. Economics itself has become security. Ambiguity is harder to sustain when pressure enters infrastructure. A country may say it does not want to choose, but supply chains choose through regulation. Ports choose through financing. Telecom networks choose through standards. Militaries choose through interoperability. Energy systems are chosen through infrastructure. ASEAN’s language of neutrality still matters, but neutrality without capacity becomes passivity.

The bloc’s weakness is not only institutional. It is distributive. ASEAN members are not exposed to superpowers in the same way. Vietnam and the Philippines face China through maritime pressure in ways Laos and Cambodia do not. Singapore’s role as a financial and logistics hub produces a different calculation from Indonesia’s archipelagic scale. Thailand’s constraints are not Malaysia’s. Myanmar’s isolation creates its own incentives. Some states fear Chinese coercion. Others fear losing Chinese capital. Some want a stronger U.S. security presence. Others fear being dragged into containment. Most want Chinese markets, American technology, Japanese capital, Indian engagement and European access at once.

That is not sophisticated neutrality. It is an asymmetric dependence.

A real bargaining bloc can say: if you move against one of us, we will respond together. ASEAN cannot say that with credibility. A Chinese manoeuvre near Philippine waters is not felt in Vientiane the way it is felt in Manila. A U.S. technology restriction may hurt one ASEAN member and help another attract diverted investment. A tariff shock does not land evenly across the region. Without shared exposure, there is no shared threat. Without shared threat, there is no shared leverage.

The South China Sea makes the external limit visible. ASEAN has spent years keeping alive a diplomatic process with China around a Code of Conduct, while repeatedly calling for restraint and respect for international law. It calls for restraint, international law and peaceful resolution. The language is correct. The pressure is weak. Beijing benefits from dealing bilaterally with claimants, where its power advantage is greater. ASEAN members disagree over how far to push. When leaders again called for an early South China Sea code in accordance with international law, the statement showed the bloc’s strength and weakness at once: it kept the issue on the table, but it did not change the balance at sea. The process survives. The behaviour continues.

Myanmar is the internal version of the same failure. After the 2021 coup, ASEAN produced the Five-Point Consensus, calling for an end to violence, dialogue among all parties, humanitarian assistance and a special envoy. The framework gave ASEAN a language of response. It did not give ASEAN the power to make the junta comply. Years later, ASEAN is still reviewing the implementation of the same consensus. The 2025 leaders’ review kept the Five-Point Consensus at the centre of the bloc’s approach, which only underlined the problem: ASEAN remains engaged, but engagement has not become control.

These are not abstract institutional failures. They have human consequences. In Myanmar, civilians live in a war that ASEAN cannot stop. In the South China Sea, fishers and coastal communities live with contested waters and coercive patrols while diplomacy moves slowly above them. Across the region, workers depend on supply chains increasingly shaped by U.S.-China rivalry, export controls and industrial policy far beyond their control. When regional architecture fails, failure becomes ordinary life: unsafe seas, unstable prices, closed factories, displaced families and the quiet knowledge that the institution meant to manage the region can only urge, reaffirm and review.

ASEAN is strongest when the task is to keep everyone talking. It is weakest when the task is to make someone stop. That sentence settles the relevance debate. ASEAN still matters because talking matters. In a region this diverse, keeping all states inside one diplomatic frame is valuable. Without ASEAN, Southeast Asia would face superpower pressure more nakedly and more bilaterally. Smaller states would lose coverage. Middle powers would build harder coalitions without a common regional floor. China and the United States would find it easier to divide the region into clients, partners and holdouts.

Asia now needs instruments, not just forums. It needs supply-chain coordination, common digital rules, energy resilience, maritime awareness, food security mechanisms, infrastructure standards and a collective position on economic coercion. ASEAN centrality gives Southeast Asia a diplomatic language. It does not yet provide enough strategic capacity. Asia is already responding. It is building around ASEAN. The future regional order is becoming layered. ASEAN remains the broad diplomatic floor: inclusive, legitimate, region-wide. Above that floor, narrower and faster arrangements are multiplying: the Quad, AUKUS, U.S.-Japan-Philippines cooperation, supply-chain initiatives, semiconductor partnerships, critical-mineral arrangements, digital economy agreements, maritime-domain awareness networks and energy-security partnerships. These arrangements do not have ASEAN’s region-wide legitimacy, but they move because they do not require consensus among all Southeast Asian states.

It does not abolish ASEAN. It stops pretending ASEAN can do everything. ASEAN provides legitimacy and inclusivity. Other coalitions provide speed and capability. Bilateral alliances provide deterrence. Issue-based groups provide standards, financing, technology cooperation and supply-chain resilience. Middle powers provide connective tissue. The question is whether this layered order strengthens ASEAN or sidelines it. If this grows around ASEAN while respecting its regional role, Asia can gain both stability and capability. If it grows over ASEAN, bypassing it entirely, ASEAN becomes ceremonial: honoured at summits, invoked in statements, but absent from the places where consequential decisions are made. That is the real danger. ASEAN will not disappear. It will be politely sidelined.

ASEAN’s leaders know the danger. The ASEAN Community Vision 2045 calls for stronger institutional capacity, more decisive and timely mechanisms and a strengthened ASEAN Secretariat. The 2025 economic integration agenda aims to harmonise trade standards, deepen financial integration, improve mobility, strengthen supply chains, support energy security and enhance transport connectivity. These goals matter because they recognise the central truth: scale must be organised before it becomes power.

Neutrality also needs a harder edge. Active hedging is not waiting. A passive hedge waits for superpowers to define choices. An active hedge builds internal capacity, so choices remain open. If ASEAN wants to avoid choosing between Washington and Beijing, it must become harder for either to divide. That means deeper intra-ASEAN trade, compatible digital rules, stronger regional infrastructure, energy coordination and a clearer collective stance against economic coercion. Economic scale can become leverage, but not by declaration. ASEAN will not become a sanctions machine or a military bloc. It will not bargain like a superpower next year. But it can become harder to bypass. Superpowers listen not only to size. They listen to coherence. ASEAN has size. It lacks enough coherence.

Timor-Leste’s accession reinforces ASEAN’s relevance while also sharpening the question of capacity. States do not struggle for years to join institutions that no longer matter. But a larger ASEAN also makes coordination harder. More inclusion does not automatically mean more power.

It is relevant because Asia still needs a diplomatic floor that includes all of Southeast Asia. Smaller states need coverage. Great powers need a place to meet. The region needs a mechanism for ambiguity. Without ASEAN, Southeast Asia would be more exposed, more divided and more vulnerable to bilateral pressure. It is failing because it cannot convert economic scale into strategic leverage. Its limitations are not accidental. They are built into the same sovereignty-preserving design that keeps it alive. ASEAN was made to manage pressure, not impose it. That was enough for an earlier Asia. It is not for the Asia emerging now.

The Himalayan Knowledge Gap

Ni Feng is not a household name outside Chinese academic circles, and his latest paper in the Journal of the University of the Chinese Academy of Social Sciences will not be excerpted on cable news. That is part of his point. China’s America experts, he argues, are not producing work that matters. They follow research agendas set in Washington. They describe rather than diagnose. They cannot translate what they know into policy. They do not understand the internal fractures — racial, fiscal, populist, institutional — that are remaking the United States from the inside. And the system that produces them (siloed departments, no movement between academia and government, no mechanism for converting research into strategic advice) ensures the failures reproduce themselves.

The argument is unusual not because it is harsh but because of where it is published. CASS is not a dissident institution. It is the party-state’s premier research body. A paper in its house journal calling the national America-knowledge infrastructure inadequate has been cleared at a level that makes it more than one professor’s frustration. It is a signal that Beijing considers its own analytical capacity insufficient for the competition it is in. That self-diagnosis deserves attention — not because China’s problems are our problems, but because India’s version of the same failure is worse, less diagnosed, and further from correction.

Start with what Ni actually identifies. His complaint is not that Chinese scholars lack data on the United States. It is that they lack an autonomous framework for interpreting it. Since the reform era, Chinese America-watchers have operated as translators: they read American sources, attend American conferences, publish in formats legible to American peer review, and report back to Beijing what Washington thinks about itself. That was useful when the relationship was cooperative. It is useless when the relationship is adversarial. You cannot understand a competitor’s structural vulnerabilities using the competitor’s own analytical categories, because those categories are designed to make the vulnerabilities invisible. (No American political scientist publishes a paper titled “The Structural Unsustainability of the American Fiscal Model.” They publish papers about “debt sustainability challenges” — the same content, stripped of strategic implication.) Ni is calling for a framework that starts with Chinese questions, not American ones.

Now transpose the diagnosis to India.

Indian China studies is in a worse position than Chinese America studies, and for deeper reasons. China has at least built the volume: 450 regional studies centres, 20,000 faculty, CASS, Peking University’s School of International Studies, Fudan, Tsinghua’s Institute of International Relations. The analytical output may be derivative — that is Ni’s complaint — but the institutional infrastructure exists. India has almost nothing comparable. There is no major Indian university with a dedicated China studies department that combines language training, political economy, strategic analysis, and field research into a single programme. The handful of scholars who do serious China work are scattered across JNU, ICS Delhi, and a few think tanks, operating without the institutional mass to sustain a research agenda across decades. Most of what passes for China analysis in Indian policy circles is produced by retired military officers, former diplomats, and journalists — people with experience but without the analytical infrastructure to convert experience into structural insight.

The result is that India’s China knowledge is almost entirely borrowed. Indian analysts read American China-watchers (Brookings, CSIS, RAND, the Council on Foreign Relations) and apply their frameworks to Indian strategic questions. The problem is that American frameworks for understanding China are designed to answer American questions: Can China challenge US primacy? Will China invade Taiwan? Is the Chinese economy slowing? These are legitimate questions. They are not India’s questions. India’s questions are different: What does China’s infrastructure build in the Indian Ocean mean for Indian maritime strategy? How does the BRI reshape the political economy of India’s neighbours in ways that constrain Indian influence? What are the structural vulnerabilities of the Chinese economic model that Indian trade policy could exploit? How does China’s party-state make decisions about the LAC, and what does the decision-making architecture tell us about escalation risk?

No American think tank is optimised to answer these questions. They are not paid to. India needs its own China-knowledge infrastructure — original frameworks, original data, original analytical categories — built from Indian strategic questions and staffed by scholars who read Chinese, do fieldwork, and move between academia and government. Ni’s revolving-door proposal for China applies with even greater force to India, where the gap between the academy and the policy establishment is not a crack but a canyon. Indian diplomats who have served in Beijing retire with deep practical knowledge that never enters the academic literature. Indian scholars who study China publish in journals that no policymaker reads. The two populations do not meet, do not exchange methods, and do not build on each other’s work.

This is the problem ASIA was built to address — not for China studies alone, but for the broader project of Indian strategic knowledge production. The Chaos Map framework, the annual foreign policy audit, the work on Pakistan’s fiscal architecture, the VC Discipline Index — all of these are attempts to build original analytical instruments from Indian (and Asian) questions rather than importing frameworks designed for different purposes by different powers. The principle is the same one Ni articulates for Chinese America studies: know who you are, know why you are studying the subject, and let your research agenda be driven by your own strategic requirements rather than by the topics set by someone else’s academy.

But principles are cheap. Institutions are expensive. What would an Indian China studies infrastructure actually require?

First, language. There is no serious China analysis without Mandarin, and India produces almost no Mandarin-competent strategic analysts. The handful who exist are products of individual initiative, not institutional design. A national programme to train fifty Mandarin-proficient China analysts per year — embedded in strategic studies programmes, not language departments — would cost less than a single defence procurement deal and would produce more bang for the buck.

Second, fieldwork. Indian scholars do not go to China. (Chinese scholars, for that matter, rarely come to India for research purposes.) The result is that both sides study each other through texts, satellite imagery, and American intermediaries. A bilateral academic exchange programme — even a modest one, even one that operates under the political constraints of the current relationship — would produce more structural insight in five years than the current system produces in twenty.

Third, the revolving door. Ni’s proposal should be stolen wholesale. Indian Foreign Service officers who have served in Beijing should spend two years at a research institution after their posting, converting operational knowledge into publishable analysis. Scholars who produce policy-relevant China research should spend time inside MEA’s East Asia division or the NSCS. The rotation need not be permanent. It needs to exist.

Fourth, frameworks. India does not need more papers describing what China is doing. It needs analytical instruments that explain why China does what it does, predict what it will do next, and identify the structural pressure points where Indian policy can be effective. The Chaos Map is one such instrument. There should be others — a Chinese decision-making model for LAC escalation, an Indian Ocean infrastructure index tracking BRI port capacity against Indian naval reach, a technology-dependence matrix mapping where Indian supply chains run through Chinese chokepoints. These are the equivalents of what American China-watchers have built over decades. India has not built them because it has not built the institutions that would produce the people who would build them.

Ni Feng’s paper is addressed to Chinese scholars. Its real audience is anyone running a strategic knowledge system that depends on borrowed frameworks to understand an adversary it cannot afford to misread. India is in that category. The gap is not one of talent. Indian analysts are as intelligent as any in the world. The gap is institutional: no language pipeline, no fieldwork infrastructure, no revolving door, no original frameworks, no sustained funding for the kind of deep structural work that converts information into strategic advantage.

China has diagnosed its own knowledge failure and is mobilising resources to fix it. India has not yet diagnosed the equivalent failure. This editorial is the diagnosis. What follows from it depends on whether anyone with institutional authority reads it and decides that understanding China through American intermediaries is a luxury India can no longer afford. The intermediary’s interests are not India’s interests. The intermediary’s questions are not India’s questions. And the intermediary, as the Iran war and the Pacific carrier gap have demonstrated, has its own problems to attend to.

The Hormuz Blockade Is a China Problem. Here's Why.

The current conflict involving Iran and the blockade of the Strait of Hormuz has transcended a mere regional issue; it poses a significant shock to the global economic framework, with China being a key player.

At the core lies energy dependence. Approximately 38% of China’s crude oil (1.38-1.55 million barrels per day) imports pass through Hormuz, rendering it the most vulnerable major economy to any disruptions in this shipping route. However, since 2022 Beijing has not disclosed its oil imports from Iran, the data is from the third-party sources. Also, 90 percent of Iran’s crude oil exports ends up in China. When hostilities compromised shipping safety and the United States enforced a blockade, oil supply significantly contracted, resulting in prices surging above $120 per barrel and instigating inflationary pressures across the globe.

Escalating energy expenses directly impact China’s industrial sector & manufacturing sector by raising production costs and diminishing its export competitiveness. As the largest manufacturing nation worldwide, disruptions within China reverberate throughout international supply chains, exacerbating inflation and decelerating growth well beyond Asia. On the other hand, the 14th 5-year plan of China claim country’s energy self-sufficiency is as high as 80 percent. Also, it produces 30 percent of crude oil which China consumes at domestic level. To note, the China also rapidly moving towards reducing its reliance on imported oil and expanding its use of renewable and electrification.

However, the war crisis highlights an underlying structural weakness: China’s dependence on foreign maritime security. Despite its economic supremacy, China lacks sufficient naval capability to ensure critical shipping routes during high-intensity conflicts independently. The blockade illustrates that control over trade routes is fundamentally a geopolitical issue rather than solely an economic one.

Moreover, there exists a strategic paradox. China heavily relies on Iranian oil often obtained through indirect or less transparent methods like reflagged ships, disguised cargos, ship to ship sea transfers (shadow networks) even as U.S. pressure mounts and these supplies grow riskier. This creates dual vulnerabilities involving exposure to geopolitical instability and sanctions.

Ultimately, this crisis reflects a broader transformation. The global economy, previously thought to be robust due to interdependence, is revealing its fragility when crucial chokepoints are threatened. With nearly 87% of oil from Hormuz heading towards Asia, such disruptions have an outsized effect on Asian economies, particularly affecting China questioning its open and predictable global trade.

The Stockpile That Started a War

From the Treaty of Non-Proliferation of Nuclear Weapons (NPT) in 1968 to the Joint Comprehensive Plan of Action (JCPOA) deal, Trump’s exit, Soleimani’s killing, and the February 2026 attack.

Pakistan’s current diplomatic moment is built on a contradiction. Even as Islamabad tried to make itself the venue for renewed U.S.-Iran engagement, the country was experiencing a power shortfall severe enough to leave cities in the middle of a punishing summer without power. The figures were not abstract: a 4,500-megawatt gap during peak hours, emergency reliance on spot LNG purchases, and a system in which hydropower was underperforming because reservoir releases had been calibrated around irrigation rather than electricity demand. Pakistan was not brokering peace from strategic comfort. It was trying to do so while struggling to keep the lights on.

Pakistan is trying to act as a pivot power while still living like a vulnerable one. Its diplomacy is not proof that it has overcome its old economic and infrastructural weaknesses; it is proof that it is trying to turn those weaknesses into leverage. A state exposed to Gulf energy shocks, dependent on maritime stability, and vulnerable to price spikes has every reason to shorten the war and every incentive to make itself useful in the process. The mediation push is therefore not separate from Pakistan’s fragility. It is produced by it.

For a brief moment, that strategy looked plausible. Pakistan had already emerged as one of the more visible intermediaries in the crisis, alongside Turkey and Egypt, because it had channels to Tehran and improving access to Washington at the same time. The effort was tied closely to Field Marshal Asim Munir, whose diplomatic visibility helped recast Pakistan from a recent outlier into a state others were willing to use. That shift mattered because it fed an old Pakistani aspiration: to be more than a frontline state or a supplicant, to matter. After all, it can connect South Asia, the Gulf, Iran, and the West. In a region suddenly short of trusted go-betweens, Islamabad briefly looked as though it might make that aspiration real.

Munir moved through Tehran, where his visit was described in public as reflecting a “deep and great bilateral relationship”. Shehbaz Sharif was in Doha and Riyadh. Pakistani officials spoke of “sincere efforts” to keep diplomacy alive. Islamabad itself was repeatedly put on standby for another round of talks. All of this created the impression of a state suddenly central to the management of a regional war. But leverage built on crisis always has a ceiling, because the very actors who make the mediator useful can also decide, without warning, that they no longer need the mediator in the same way.

This is exactly what makes Pakistan’s leverage fragile rather than transformative. It depends on being useful to others, and usefulness is never sovereign. This vulnerability becomes unmistakable after Iranian Foreign Minister Abbas Araghchi left Pakistan without meeting U.S. representatives, Donald Trump cancelled the expected visit by Steve Witkoff and Jared Kushner. He said his envoys would not make “any more 18-hour flights” and suggested that Tehran could reach Washington directly if it wanted to negotiate. Islamabad may have helped open a channel, but it could not guarantee that the channel would remain central once Washington recalculated the costs and optics of using it. Pakistan can make itself useful. It cannot make itself indispensable.

This is the structural condition of Pakistan’s diplomacy. It can offer access, venue, military credibility, and political flexibility. It cannot own the process. The U.S. and Iran can downgrade, bypass, or reroute the Islamabad track for reasons of their own, and Pakistan is left with the consequences of a crisis it did not create but cannot escape. That is why the country’s relevance rises with the war and becomes most precarious at the same moment. The more valuable Pakistan becomes as a middle power intermediary, the more exposed it is to being reminded that middle powers mediate on sufferance, not on entitlement.

The domestic side of this matters just as much. Mediation offers the state a way to perform competence and significance at a time when ordinary Pakistanis are living through the visible signs of institutional fragility. Blackouts tell one story: an exposed state, improvising around shortages and administrative missteps. High diplomacy tells another: a connected state, trusted enough to carry messages between enemies. The effort to hold those two stories together explains much of Islamabad’s current posture. Pakistan is not simply seeking peace between two adversaries. It is trying to show that geography can still be translated into political value even when the economy underneath that geography remains shaky.

It is better understood as crisis diplomacy in its most compressed form: an attempt to turn vulnerability into leverage before vulnerability becomes unmanageable. That is a rational strategy. It may even be the only strategy available to a state whose geography ensures that it is always near the fire, but rarely in control of it. Yet the setback over the Islamabad talks revealed the ceiling as clearly as the opportunity. Pakistan can open doors, but it cannot decide who walks through them. It can briefly look central, but it cannot stabilise that centrality on its own. The country is not emerging here as a confident pivot power. It is manoeuvring, but precariously, as a fragile one.

Japan Is No Longer a Pacifist State

For eighty years Japan made the same bargain. It would host American bases, buy American weapons, and keep its own defence industry on a short lead. In return, the United States would guarantee the security of the western Pacific. The arrangement suited everyone. Japan got to spend its money on semiconductors and cars rather than aircraft carriers. America got an unsinkable platform off the Asian mainland. The constitution, which renounced war, was less a constraint than a convenience: it gave Tokyo a permanent excuse not to do what it did not wish to do anyway.

Sanae Takaichi’s cabinet will this week announce that the convenience has expired. Japan is lifting its postwar ban on the export of lethal weapons. Destroyers, missiles, and advanced frigates will be offered to seventeen countries with which Tokyo already has defence-cooperation agreements. The first deal is already done: eleven Mogami-class stealth frigates to Australia for $6 billion, the largest Japanese defence contract since 1945. The Philippines, which faces Chinese coastguard vessels in the South China Sea with a navy built for a smaller era, is next in line. Indonesia and Vietnam are said to be interested. Mitsubishi Electric, whose defence division has until now relied on the domestic budget, reports that “offers are coming from everywhere” and is hiring staff in London and Singapore to handle the traffic.

The proximate cause is China. Beijing’s island-building in the South China Sea, its military pressure on Taiwan, and its grey-zone operations against the Philippines have concentrated minds in Tokyo as no amount of American encouragement could. But the deeper cause is the growing suspicion that American security guarantees are subject to a prior claim. The Iran war consumed two carrier strike groups, 50,000 troops, the largest air deployment since Iraq, and the full political bandwidth of the administration. While the Strait of Hormuz was closed and American marines were sailing toward Kharg Island, no American carrier was present in the western Pacific. It was the fifth such gap in two years. China built an island during it. Japan noticed.

The phrase that best describes what Japan is doing comes not from a diplomat but from a defence-industry adviser in Tokyo. Andrew Koch observed that Japan “has stopped being a consumer of security and is poised to become a producer of it.” The distinction matters. A consumer depends on the supplier’s capacity and attention. A producer shapes the market. Japan is positioning itself as the second production node in the allied defence-industrial network — the one that does not depend on the Pentagon’s backlog or the American Congress’s mood. For European states whose own arsenals are drawn down by Ukraine, and for Southeast Asian navies that cannot wait three years for an American frigate, Japan offers something Washington currently cannot: availability.

Ms Takaichi is known in the Japanese press as the country’s Iron Lady, a comparison she does not discourage. Her mentor was Shinzo Abe, who began the slow work of loosening the export restrictions before his assassination in 2022. Abe understood that the constitution’s pacifist clause, Article 9, was a political artefact of 1947 that had hardened into national identity. He chipped at it carefully. The first postwar lethal export — Patriot missiles sent back to the United States — took place in December 2023, a transaction so circular it barely registered. Each step looked incremental. Taken together, they amount to a reversal.

Ms Takaichi intends to go further. At her party’s annual conference she suggested that proposals for constitutional amendment could be put forward in 2027. She has the parliamentary votes: a three-quarters majority in the lower house, secured through her landslide in February. What she does not yet have is the social consensus. The Japanese public’s attachment to pacifism is not a policy preference. It is a post-traumatic settlement. Hiroshima, Nagasaki, the fire-bombings, the imperial catastrophe — these are not abstractions in Japanese public memory. They are the reason the constitution says what it says. Ms Takaichi is shrewd enough to know that the export ban can be sold as industrial policy (Mitsubishi expects defence revenues to triple by 2031) whereas constitutional revision can only be sold as what it is.

The harder question is whether Japan’s defence sector can scale to meet the demand it is about to invite. Eighty years of domestic-only procurement have produced an industrial base that is technically advanced but operationally narrow. Mitsubishi, Kawasaki, and IHI build excellent systems in small quantities for a single customer. Building them in volume for a dozen customers across Southeast Asia and the Pacific requires factory expansion, supply-chain diversification, and a workforce pipeline that does not yet exist. The political will has arrived. The production capacity has not. Whether the second follows the first in time to matter is the variable on which the whole enterprise depends.

There is a final irony worth noting. The system Japan is building — a network of defence partnerships radiating outward from Tokyo to Manila, Canberra, Jakarta, Hanoi, and London — resembles nothing so much as the alliance architecture the United States built after 1945, when it was the sole power capable of producing and exporting security at scale. Japan is not replacing America. It is doing what America did, for the same reason America did it: because a single guarantor cannot be everywhere, and the states that depend on the guarantee have begun to understand that fact. The sun has not set on Japanese pacifism because of ideology. It has set because the conditions that made pacifism sufficient no longer obtain. When the umbrella develops holes, the sensible response is not to stand in the rain. It is to start making umbrellas.

China Criticises Local Governments for Imprudent Public Spending

The central government of China has publicly criticised several local authorities for spending public money in what it called an “imprudent” and unnecessary manner. This is the first time Beijing has openly criticised local governments as part of a larger drive to ensure authorities prioritise real results over spectacular initiatives.

One of the examples highlighted was Zhaojue county in Sichuan, which was once one of China’s poorest areas. Authorities claim that the county spent 1.49 million yuan (about US$210,000) on three songs to promote tourism using funds from higher levels of government. In another instance, a local arts college and representatives of Hubei’s culture and tourist department allegedly approved 3 million yuan for a promotional song.

The criticism is part of a nationwide campaign that runs from February to July, urging authorities at the county and higher levels to follow normal performance evaluation rules. According to state media, the authorities continued these programs after the campaign began, without fully assessing their usefulness.

Beijing claimed that such spending was unrelated to realistic public requirements and represented a tendency among some authorities to emphasise high-profile projects that provide little genuine value to citizens. The action is also linked to China’s broader push to control local government debt and eliminate wasteful expenditure, particularly when land-sale income are declining and government finances are under strain. With state revenue expected to fall 1.7% in 2025, officials have been urged to spend public monies more wisely and prioritize critical requirements.

How India and China Are Quietly Rewriting the Rules of Engagement

Relations between India and China are being recalibrated slowly from some cautious perspective with both sides trying harder than ever to separate issues of border tension from economic and multilateral relations. Recent consultations in New Delhi at the first ever Shanghai Cooperation Organisation (SCO) on 16-17 April indicate both sides’ common preference to stabilize relations via what some analysts have called the structured compartmentalisation. Through deepening trade, security and regional diplomacy cooperation, the two countries seem like hedging against global uncertainty while protecting their strategic interests and reducing inter-state friction. But this interaction is structurally bound, and very cautious in its facilitation.

The shadow of the 2020 clash in the Galwan Valley continues to haunt mutual distrust, while substantial troop deployments along the Line of Actual Control have showed how tenuous any thaw can be. Though withdrawal at the right friction points has allowed for some diplomatic rapprochement, the fundamental boundary dispute remains unresolved, constraining the depth of rapprochement. That trajectory gets further complicated by economic realities. India’s expanding trade deficit with China — now exceeding $100 billion — reveals both interdependence and asymmetry. Although China regards India as a critical market, New Delhi is concerned about growing economic dependency if it does not make similar progress on security.

The SCO provides in return a pragmatic foundation rather than a transformative one in this sense. It enables both governments to participate without giving in to controversial bilateral disputes. An example is India’s strict stance on the BRI. However, whether the organization can maintain momentum will depend on whether building trust slowly can exceed cycles of geopolitical conflict. Finally, despite the fact that SCO-based engagement reflects efforts to re-establish cooperation, the balance between border tension, economic asymmetry and regional and global strategic orientation will determine whether this phase matures into sustainable cooperation or simply adjustment.

Under baseline assumptions (SSP2-4.5 equivalent), China’s national high-temperature risk index crosses 0.30 — the level currently seen only in provinces like Sichuan and Guangxi — by 2030 with 50% probability. It crosses 0.40 — systemic agricultural disruption territory, currently seen only in Henan (0.746), Zhejiang (0.453), and Guangdong (0.417) — by 2040. The median path reaches 0.486 by 2050. What is now the experience of three or four southeastern provinces becomes the national norm within a generation.

The agricultural transmission. The paper’s regression coefficient (-1.102 on grain production, significant at 99%) converts the heat trajectory into a food security forecast. Baseline: 6.6% grain production loss by 2030, 12.2% by 2040, 16.8% by 2050. Accelerated scenario: 25.5% by 2050. These are not hypothetical. They are mechanical outputs of the relationship the paper already measured in historical data. Cotton and oil crops, which the paper shows are twice as heat-sensitive as grain, would face losses roughly double these figures.

The urbanisation engine. This is the paper’s most structurally interesting finding and the one the MCMC makes visible at scale. The regression shows that rising climate risk increases urban employment (coefficient +0.887, p<0.01) while decreasing rural employment (-1.494, p<0.01). Heat does not just destroy crops. It moves people. The simulation projects 7–10% additional urbanisation pressure by 2050 under baseline — climate-driven migration from rural counties where heat is no longer survivable to cities that can absorb it. Under the accelerated scenario, that figure reaches 15%.

The Chaos Map reading. The paper’s findings map cleanly onto the framework:

The heat risk sits in relational chaos — it is a physical shock that disrupts the lived texture of rural life (crops, employment, habitability). But the paper shows that the response to heat risk sits in conceptual order: it drives industrial production (demand for climate-adaptive equipment), promotes modern agriculture (efficient irrigation, intelligent systems), and accelerates urbanisation. The chaos does not produce only destruction. It produces a forced migration from the relational-chaos quadrant (subsistence agriculture, rural exposure) to the conceptual-order quadrant (urban employment, industrial production, adaptive infrastructure).

The structural danger is that the migration is coerced, not chosen. Rural populations are not moving to cities because cities offer better opportunities. They are moving because the countryside is becoming uninhabitable during peak heat months. The paper’s data on Henan — which already has the highest heat index in China at 0.746 — is the leading indicator. Henan is also one of China’s largest grain-producing provinces. A province that is simultaneously the most heat-stressed and the most agriculturally productive is a system with an internal contradiction the heat trajectory will resolve. The MCMC shows when: by 2040 under baseline, Henan-level heat becomes the norm for most of central and southern China.

What to watch. Three falsification signals. First: if China’s afforestation programme (which the paper credits with reducing wind risk by 80% since 1980) is extended to heat mitigation through urban green infrastructure, the mitigated scenario becomes more probable. Second: if grain imports rise faster than population growth between now and 2030, the agricultural loss channel is already activating. Third: if internal migration statistics show accelerating rural-to-urban flows in Henan, Hunan, and Jiangxi specifically, the climate-urbanisation mechanism is operating at the provincial level the MCMC projects at the national level.

When states collapse, they do not usually get to begin again. They stagger forward through the ruins of legitimacy, trying to make continuity look like recovery. Sri Lanka has attempted something rarer: to convert collapse into a democratic rupture. The old political order was discredited by the 2022 economic meltdown, shortages, and mass protests. In its place emerged Anura Kumara Dissanayake and the National People’s Power, carrying not only an electoral mandate but a moral one: a promise to break with a style of rule associated with dynastic power, elite insulation, and the habits of a state that had finally exhausted public patience. That is what makes Sri Lanka’s moment feel like a hard reset. But hard resets in politics are never clean. A government can change faster than a governing system, and the public can vote out an order without yet escaping the structures that sustained it.

The temptation is to read Sri Lanka’s recent political change as the resolution of a crisis. It is better understood as the opening of a more difficult argument. The Crisis Group’s report is clear on this point: the country has achieved a political reset, but the path ahead remains bumpy because the new leadership must govern through inherited constraints: an IMF-backed recovery framework, debt restructuring, institutional weakness, and unresolved ethnic and constitutional questions. In other words, the reset is real, but it is political before it is structural. What changed decisively was the source of legitimacy. What did not change nearly as quickly was the architecture of power through which legitimacy must now operate.

The distinction matters because the 2024 mandate was not simply a vote for better management. It was a repudiation of an entire political grammar. For years, Sri Lanka’s public life had been shaped by a combination of familial dominance, patronage, corruption, and a deepening distance between rulers and ruled. The economic collapse of 2022 did not create those pathologies, but it stripped them of any remaining protective language. Once the crisis translated into ordinary humiliation, queues, shortages, unaffordable living, and institutional paralysis, the political class could no longer pretend that misrule was survivable. Dissanayake’s rise mattered because he appeared to stand outside that exhausted world. His victory signalled that Sri Lankan voters were not only punishing failure. They were demanding a different basis for the rule.

However, protest legitimacy and governing capacity are not the same thing. It is always easier to mobilise public anger than to turn that anger into administrative coherence. This is the first major test of the hard reset. The new government must demonstrate that anti-elite politics can survive contact with the state. It means maintaining economic credibility while trying not to appear as the latest custodian of pain. It means working inside an IMF-supported recovery process without allowing that process to define the entirety of political imagination. It means governing in a way that convinces people the sacrifices demanded by stabilisation will not once again be distributed downward while protection and opacity travel upward. The problem is not simply that the state is weak. It is that the state has to regain moral intelligibility while still asking for patience.

This is why the language of “reset” has to be handled carefully. In a machine, a hard reset wipes the visible malfunction and restarts the system; in politics, no such purity exists. Debt survives. Bureaucracies survive. Centralised habits of rule survive. So do the expectations of an electorate that wants relief, dignity, and proof that the old culture of impunity has genuinely been broken. Sri Lanka’s new government, therefore, inherits a paradox: it was elected because it seemed different from the old order, yet it must govern through institutions and constraints largely made by that old order. The result is a dangerous compression of time. Public expectations move quickly; institutional change moves slowly. If the gap between the two widens too far, disillusionment can arrive faster than reform.

The economy is the most immediate site of that pressure, but it is not the only one. Much of the international conversation about Sri Lanka now treats the country through the grammar of stabilisation: debt deals, IMF reviews, fiscal discipline, signs of renewed growth, the return of tourism, and the possibility that the worst has passed. Those things matter, and the report does not deny them. But a country can regain macroeconomic footing without yet rebuilding the political trust that makes recovery durable. Sri Lanka’s crisis was never only fiscal. It was also a crisis of representation, of institutional credibility, and of whether the state could still appear to ordinary people as something other than an extraction machine for the connected. A hard reset that ends at macroeconomic repair will therefore remain partial. The old order did not fail only because it mismanaged money. It failed because it hollowed out legitimacy.

The report’s warnings about minority relations become especially important at this juncture. It notes that distrust among Tamils and Muslims toward the new administration remains significant and argues that Dissanayake’s government will need to address long-standing grievances to build a durable new order. This matters because Sri Lanka’s political crisis cannot be separated from the longer afterlives of majoritarianism and postwar centralisation. For decades, Sri Lanka’s democracy has been burdened by a concentration of power at the centre that outlives particular governments and reproduces crises across political cycles. The issue is not only whether Dissanayake governs more honestly than his predecessors. It is whether Sri Lanka can begin to loosen the deeper architecture that made the old order so durable: the overcentralized executive, weak accountability, and the asymmetry between democratic mandate and executive control. A hard reset that leaves that structure substantially intact risks becoming little more than elite replacement under a new moral vocabulary. The personnel change; the grammar of the rule survives. A new ruling coalition can inherit democratic energy and still leave intact the structures through which minorities have historically experienced the state as distant, coercive, or exclusionary. Anti-corruption alone will not solve that problem, nor will administrative efficiency. If the hard reset is to mean more than a turnover of elites, it has to alter not only who governs but the terms on which belonging, representation, and state power are organised.

That is why this moment is so difficult to narrate. Sri Lanka is neither a recovery success story nor a country trapped in permanent crisis. It is something more unstable and therefore more interesting: a society trying to convert democratic anger into durable governance while still living inside the economic and institutional disciplines produced by collapse. That makes the new government’s advantage and vulnerability inseparable. Its advantage lies in its distance from the old political class and the moral force of that distance. Its vulnerability lies in the fact that this very distance raises the bar for what counts as success. The old parties could survive disappointment because they were already understood as compromised. A government elected on the promise of rupture has less room for ordinary failure. The deeper the hope, the quicker the punishment can be.

So the question now is not whether Sri Lanka has changed. It has. The old political order has been electorally repudiated, and that alone is historically significant. The harder question is whether the country can reset the state, not only the government. Can democratic renewal be made compatible with fiscal discipline? Can anti-establishment legitimacy be translated into institutional reform rather than moral theatre? Can a public exhausted by crisis be asked to endure further pain without once again losing faith in politics itself? These are not secondary questions to the reset. They are the reset. Sri Lanka has altered the terms on which power is claimed. The next phase will determine whether it can alter the terms on which power is exercised.

Sri Lanka’s hard reset should not be mistaken for a clean restart. It is better understood as a rare democratic opening produced by crisis: real, consequential, and fragile. The old order has been dislodged. The new one has not yet become settled. Between those two facts lies the country’s present: a political break without a finished settlement, an electoral rupture still trying to become a governing order. Sri Lanka has reset its politics. The harder task is to reset the state.

On the shift of civilisational gravity, the lesson of the Ming withdrawal, and what the Chaos Map tells us about who inherits the order that is ending.

The most important thing about a world map is not what it shows. It is what it assumes. A map drawn with Europe at the centre does not merely place Europe in the middle of the page. It places Europe at the middle of the story. The projection, the naming conventions, the orientation, the zero meridian — all of it is a statement about who the protagonist of history is. For five centuries, the answer has been Europe and its civilisational extension, the United States. The map said so. The institutions said so. The textbooks said so. But maps can lie by omission. And the omission that is now being corrected — not by polemic but by the sheer gravitational weight of economic, technological, and strategic reality — is the absence of Asia from the centre of the story it was always at the centre of.

Sheng-Wei Wang’s research on the Kunyu Wanguo Quantu — the 1602 world map published by Matteo Ricci in Beijing — makes a provocative cartographic claim: that Chinese explorers mapped the world before the European Age of Discovery, and that Ricci’s map was not a European gift to China but an editorial reworking of Chinese source maps with European names layered on top. The mainstream academy has treated this with scepticism, and some of Wang’s evidentiary chains rely on secondary sources and archaeological claims that have not been independently verified. That matters. Analytical honesty requires saying so.

But what also matters — and what the sceptics rarely engage with — is the structural question Wang’s work opens up. Even if one sets aside the strongest versions of her claim, the underlying fact is not in dispute: in the fifteenth century, China possessed the world’s largest navy, roughly a third of global GDP, the most advanced navigational technology, and the institutional capacity to project power across oceans. It chose not to. The Xuande emperor burned the ships, burned the records, and withdrew. Europe, emerging from the Dark Ages with Chinese-origin technology in hand, filled the vacuum. That sequence — withdrawal, vacuum, replacement — is not an argument about maps. It is an argument about the structure of civilisational transition. And it is happening again.

The spiral and the arrow

The framework I have been developing at ASIA — the Chaos Map — distinguishes between two kinds of motion through which actors bring chaos to order. Arrow motion is integrative: it aims at a specific endpoint and builds infrastructure to reach it. Spiral motion is exploratory: it follows what seems timely, hones in on what sparks attention, and moves on without necessarily integrating what it found into a lasting system.

Zheng He’s Treasure Fleet was spiral motion at civilisational scale. It explored, traded, made contact, mapped — and returned home. It left no colonies, no garrisons, no permanent administrative infrastructure. Wang frames this as a virtue: Zheng “emphasised peace, trade and diplomacy.” That is true. But it is also the reason China lost the cartographic and narrative contest that followed. The spiral explorer produces voyages. The arrow coloniser produces order. When the spiral explorer withdraws, the arrow coloniser inherits the map — literally, in Wang’s account — and writes the story.

Europe’s post-Columbian expansion was arrow motion. Vasco da Gama did not arrive in Calicut to look around and go home. He arrived to establish a node in a commercial and military network that would eventually span the globe. The Portuguese in Melaka, the Spanish in Manila, the Dutch in Batavia, the British in Calcutta — each was an arrow aimed at a specific endpoint: permanent extraction, permanent control, permanent narrative authority. The names they gave to places were not labels. They were title deeds. To name a place is to claim the conceptual order over it. Europe did not discover Asia. It overnamed Asia. And for five centuries, the overwriting held.

The spiral explorer produces voyages. The arrow coloniser produces order. When the spiral explorer withdraws, the arrow coloniser inherits the map and writes the story.

The Chaos Map clarifies why. Conceptual order — the lower-right quadrant, where institutions, law, naming systems, and knowledge infrastructure sit — is the quadrant that persists. Relational chaos — the upper-left, where wars, revolutions, and disruptive contact happen — is the quadrant that burns itself out. Europe’s genius, if that is the word, was not exploration. It was the conversion of exploration into conceptual order: maps, treaties, legal doctrines (terra nullius, the Doctrine of Discovery), institutional architectures (the East India Companies, the colonial civil service), and narrative monopolies (the textbooks, the museums, the Mercator projection). China explored in the chaos quadrant and withdrew. Europe built in the order quadrant and stayed. That is why Europe wrote the story.

The pattern repeats

The reason Wang’s interview matters for Decypher’s readership is not antiquarian. It is structural. The pattern she describes — a dominant power withdraws or overextends, a vacuum opens, a rising power fills it with a different motion type — has repeated three times in six centuries. We are inside the third repetition.

The first cycle ran from the fifteenth century to the nineteenth. China withdrew from maritime exploration. Europe filled the vacuum in arrow motion and built the colonial order. That order lasted roughly four centuries. The second cycle ran from the early twentieth century to the early twenty-first. The European colonial order collapsed through two world wars and decolonisation. The United States filled the vacuum — again in arrow motion: NATO, the Bretton Woods system, the hub-and-spoke alliance architecture in Asia, the forward-deployed carrier groups, the institutional grammar of the “rules-based international order.” That order lasted roughly seventy-five years. The third cycle is the one we are living inside. The American order is not collapsing. It is overextending. The distinction matters. Collapse is sudden. Overextension is gradual, and it is compatible with continued strength in individual theatres. The US can still destroy Iran’s military in thirty-eight days. It simply cannot do that and maintain carrier presence in the western Pacific at the same time. The order is intact in its parts. It is failing in its simultaneity. And that failure of simultaneity is the vacuum that the next order is being built inside.

The American order is not collapsing. It is overextending. Collapse is sudden. Overextension is gradual, and it is compatible with continued strength in individual theatres.

The lesson China learned

Here is where the Wang interview becomes genuinely illuminating, rather than merely interesting. She notes that contemporary Chinese interest in Zheng He and the Ming maritime legacy is partly nationalist and partly a “historical awakening.” She frames the Belt and Road Initiative as a modern continuation of Zheng’s peaceful voyages. That framing is politically convenient and analytically incomplete. But it contains a structural truth that is worth extracting.

The structural truth is this: China has changed its motion type. Zheng He was spiral. Xi Jinping is arrow.

The Belt and Road Initiative is not exploration. It is infrastructure. Ports, railways, fibre-optic cables, industrial parks, development finance institutions — each is an arrow aimed at a specific endpoint within an integrative system. Antelope Reef — 1,490 acres of reclaimed land in the Paracels, built in five months while the world watched Tehran burn — is not a voyage. It is a runway, a radar platform, and an area-denial node designed to persist. China’s mediation of the Afghanistan-Pakistan conflict through the Urumqi talks is not disinterested benevolence. It is the construction of a diplomatic architecture in which China is the indispensable broker — a permanent institutional position, not a one-off intervention. The BRICS expansion, the Asian Infrastructure Investment Bank, the internationalisation of the renminbi — all arrow motion, all aimed at endpoints, all building conceptual order.

The lesson China drew from the Ming withdrawal is the lesson the Chaos Map makes legible: spiral motion creates beautiful histories but no lasting authority. The explorer who returns home gets written out of the record by the coloniser who stays. If China wants to avoid a second overwriting, it must not merely explore or trade or mediate. It must build the institutional architecture — the conceptual order — that makes its presence the operational reality rather than a historical footnote. That is what it is doing. Whether it is doing it well, or justly, or sustainably, is a separate question. That it is doing it structurally is not.

The gravity shift

The shift of civilisational gravity from the Atlantic to the Indo-Pacific is not a prediction. It is a measurement. The arithmetic has been visible for two decades: the share of global GDP generated east of the Urals, the share of global manufacturing, the share of global R&D output, the share of global patent filings, the share of global internet users. By every material metric, the centre of gravity has already moved. What has not yet moved is the narrative. The institutions of global discourse — the major wire services, the prestige media, the university ranking systems, the Nobel committees, the Bretton Woods architecture, the UN Security Council’s permanent membership — still reflect the distribution of power as it existed in 1945. The map still has Europe at the centre.

Wang’s argument, stripped of its most speculative claims, is that this has happened before. There was a period when China was the world’s leading maritime, economic, and technological power, and the maps of the world reflected that knowledge. Then China withdrew, Europe took the maps and the narrative, and for five centuries the story was told as though Europe had discovered a world that was already known. The correction of that story is not merely an academic exercise in Asian self-regard. It is a re-reading of the structural pattern by which civilisational orders rise, overextend, withdraw, and get replaced.

The West-centric world is not ending because the West is weak. It is ending because the structural conditions that produced it — European technological monopoly in the sixteenth century, American industrial and military supremacy in the twentieth — no longer hold. What holds instead is a world in which multiple civilisational centres possess advanced technology, significant military capability, large consumer markets, and the institutional ambition to build their own versions of conceptual order. China is the most consequential of these, but India, Indonesia, the Gulf states, and a consolidating ASEAN are all part of the rebalancing. The shift is not from West to East. It is from a unipolar centre to a multipolar field. The map is being redrawn not because the old centre was wrong, but because it was a centre, and centres do not survive the diffusion of the capabilities that created them.

The West-centric world is not ending because the West is weak. It is ending because the structural conditions that produced it no longer hold.

What the map warns

The Chaos Map tells us one thing about transitions between orders that no amount of diplomatic optimism can override: they are dangerous. The transition from Ming maritime supremacy to European colonial order produced centuries of imperial violence, the Atlantic slave trade, and the near-total subjugation of the Global South. The transition from European colonialism to the American order produced two world wars, the Holocaust, and the nuclear threshold. Every transition between dominant orders has been catastrophic for the people caught in the gap between the old arrow and the new one.

The current transition has, so far, been less violent than its predecessors. That is partly because nuclear deterrence constrains the upper end of escalation and partly because the economic interdependence between the declining and rising orders is deeper than in any prior cycle. But it is also true that the Iran war has just demonstrated what American force projection looks like under stress, that Antelope Reef has just demonstrated what Chinese infrastructure-building looks like inside the vacuum, that the Af-Pak border war is killing civilians on an unfinished frontier while China mediates and the world looks elsewhere, and that the European order is fragmenting under the weight of a land war it cannot end. The transition is not hypothetical. It is underway.

Wang ends her interview with a hopeful note about outer space, shared rules, and the possibility of a more cooperative global order. I would like to share that optimism. But the Chaos Map is not an optimistic framework. It is a structural one. And structurally, what it shows is that the period between orders — when the old arrow has lost coherence but the new arrow has not yet established its endpoint — is the period when the world is most fragile. We are in that period now. The maps are being redrawn. The question is not whether the centre of gravity will shift. It already has. The question is whether the shift can complete itself without the catastrophe that has accompanied every prior completion.

The Kunyu Wanguo Quantu, if Wang is right, was a Chinese map that an Italian priest Ricci renamed and published as his own in 1602. Four centuries later, the renaming is being reversed. Not on parchment but in steel, concrete, fibre optics, and institutional architecture. The eastern horizons are not rising. They have been there all along. What is changing is who gets to draw the map.

Behind Walls, Below Potential

Pakistan’s agricultural crisis, the gender question at its centre, and what the Chaos Map reveals about a sector trapped between labour and agency.

Pakistan’s agricultural crisis is usually narrated through weather, water, and weak logistics. Floods destroy crops, input costs rise, cold chains remain thin, exports stay concentrated, and the rural economy struggles to move up the value chain. All of that is true. But it does not get to the centre of the problem. One of the deepest constraints on Pakistan’s agricultural future is that the sector depends heavily on women’s labour while systematically denying women economic agency. Women work, but too often do not own. They produce, but too often do not price, borrow, transport, formalise, or scale. That is not merely a social wrong. It is a structural economic drag. Pakistan cannot seriously talk about agricultural modernisation while keeping much of the sector’s productive base behind social and institutional walls. ADB’s Asian Development Outlook April 2026 chapter on Pakistan lays out the sector’s fragility, while the World Bank’s report on women’s economic empowerment in Pakistan shows how deeply women remain excluded from the institutional side of the economy.

This matters because agriculture is not a residual sector Pakistan can afford to neglect. According to the ADB, agriculture still accounts for about 20 per cent of GDP and 38 per cent of employment. Yet in FY2025 the sector grew by only 1.5 per cent, down sharply from 6.4 per cent in FY2024, as higher input costs, excessive rain, and monsoon flooding cut wheat, sugarcane, and cotton production. Agriculture’s contribution to GDP growth fell from 1.5 percentage points to just 0.4. That is not a small deceleration inside a marginal corner of the economy. It is a weakness in one of Pakistan’s foundational sectors at the very moment the country is trying to stabilise inflation, revive investment, and guard against fresh external shocks.

The broader macroeconomic picture makes that weakness more consequential. The same ADB chapter projects GDP growth of 3.5 per cent in FY2026 and 4.5 per cent in FY2027, but also warns that a prolonged Middle East conflict could slow growth by raising energy and fertiliser costs, disrupting trade, curbing remittances from the Gulf, lifting inflation, and widening the current account deficit. Inflation is projected to rise to 6.4 per cent in FY2026 and 6.5 per cent in FY2027. The point is not that Pakistan is already back in crisis. Its recovery remains narrow and exposed. When a country is trying to consolidate stability under those conditions, agriculture cannot remain weak without wider consequences for prices, exports, household consumption, and rural demand.

The gender question enters here not as an ethical add-on but as a core economic fact. The same ADB chapter says women account for an estimated 65 per cent of the agricultural labour force, while remaining largely excluded from formal agribusiness ownership, access to finance, and market linkages. That single contrast should reorder how the sector is understood. Pakistan does not suffer from a lack of women in agriculture. It suffers from a lack of women’s authorship within agriculture. Women are present as labour but absent as agents. They plant, transplant, harvest, sort, tend livestock, and sustain household food economies, yet too often do so without land title, commercial visibility, bargaining power, or direct control over income. The economy accepts women’s work while rationing women’s power.

The glass wall

That is where the argument about glass walls becomes more useful than the usual language of empowerment. A wall is obvious; you can point to it. A glass wall is harder to name because it often looks like custom, modesty, family authority, or “protection” rather than exclusion. Its force lies precisely in that ambiguity. Women are not always formally barred from economic life; instead, they are allowed to participate in ways that keep them indispensable but subordinate. They may work in fields, manage livestock, process food, and sustain rural households, yet still require male permission to travel, market produce, open accounts, access credit, or convert labour into enterprise. The wall is “glass” because it does not remove women from the economy altogether; it lets them be seen working while stopping them from becoming fully legible as economic actors. It keeps labour visible and agency out of reach.

The effect is not merely social containment. It is a political economy of controlled usefulness: women are permitted to sustain production, but not easily to command value. Once seen that way, the familiar list of agricultural inefficiencies looks different. Pakistan’s value chains are weak not only because of bad storage, low mechanisation, thin certification systems, or poor processing capacity, though all of those matter. They are also weak because those doing a large share of the work are blocked from the institutions that would allow them to upgrade the chain itself. A value chain cannot deepen when much of the labour base remains outside ownership, finance, market access, and formal enterprise. A sector cannot diversify when those doing the work are excluded from the decisions that determine what gets grown, stored, processed, certified, and sold. This is why gender disparity is not one more problem on the list of agricultural inefficiencies. It is one reason the list persists. Pakistan’s post-harvest losses, weak agribusiness scale, and shallow market integration are technical failures, yes. They are also failures of agency.

Field-level accounts make the same point more vividly. An ITC account from rural Pakistan describes women as the driving force behind livestock and farm work while receiving little training, little recognition, and limited access to the formal side of commerce. A 2025 study on the socio-economic problems faced by rural women in agricultural activities in Pakistan similarly portrays women as deeply involved in planting, harvesting, and income support, yet burdened by unpaid work, domestic responsibilities, restricted mobility, and limited authority. These accounts matter not because they are dramatic, but because they show how the rural economy actually functions: women are most indispensable where their labour is least formalised and least rewarded. That is a poor foundation for productivity growth.

The risk is not abstract

This is why the risk of a slowdown is not abstract. Pakistan’s agricultural value chains are already under pressure from climate shocks, rising input costs, weak market integration, and thin private investment. The ADB notes that the 2022 floods destroyed 4.4 million acres of crops, that less than 1 per cent of climate finance in Pakistan is directed to agriculture, and that agribusiness accounts for only 5 per cent of private-sector investment. It also estimates that Pakistan needs an additional $220 million in agriculture-related investment to meet its nationally determined contribution commitments by 2030. A country facing those pressures should be widening the set of people who can adapt, invest, formalise, and sell. Instead, it continues to narrow that set by treating women as labour reserves rather than economic actors. That makes the rural economy less resilient exactly when resilience is most needed.

There is also a macroeconomic irony here. Pakistan’s recent stabilisation story has relied on lower inflation, improved reserves, stronger remittances, and recovering investment. But the lower farm incomes slowed private consumption growth in FY2025 even as the broader economy stabilised. That matters. It suggests agriculture is not simply lagging while the rest of the economy recovers; it is actively constraining how broad-based that recovery can become. If lower farm incomes and weak agricultural performance already weigh on consumption in a year of stabilisation, then continued underperformance under harsher external conditions will matter even more. In that setting, denying women agency is not some cultural cost the economy can absorb. It is a productivity loss that the economy is already paying for.

Pakistan’s agricultural problem, then, is not only that the weather is worsening or infrastructure is inadequate. It is that the country is trying to modernise a sector while preserving a social order that denies economic agency to many of the workers on whom that sector depends. There is no serious path to resilient growth in agriculture that does not pass through women’s mobility, ownership, finance, training, and market access. The walls are not only around women. They are around the economy itself.

Reading the Chaos Map

The essay’s argument becomes spatially visible when plotted on the Chaos Map — the framework for locating actors between order and chaos (vertical axis) and relational and conceptual pattern-making (horizontal axis). The map below plots every major actor in Pakistan’s agricultural system by its gravity point and motion type.

The glass wall runs down the centre of the map. It is the essay’s core structure, and on the Chaos Map it is visible as a barrier that severs the relational left from the conceptual right. Women’s labour (65% of the agricultural workforce) sits deep in relational space: present, productive, indispensable. Women’s agency — ownership, finance, market access, formal enterprise — sits in conceptual order on the other side of the wall. The green blocked-pathway lines trace what should connect them. The wall is what doesn’t let it.

The left side is full. Women’s labour, rural households, farm consumption, the agricultural sector itself — all cluster in relational space. This is a sector sustained by relational energy (people working, households managing, crops planted and harvested) but structurally prevented from converting that energy into conceptual infrastructure (titles, credit, value chain position, enterprise). The labour is visible. The agency is unreachable. That is what a glass wall does on a map: it lets you see across but not move across.

The right side is hollow. Women’s agency sits in conceptual order as the thing that should exist but doesn’t. Agribusiness is there but starved (5% of private investment). Climate finance is there but negligible (less than 1% to agriculture). Macro stabilisation is there but can’t reach the agricultural cluster because the sector’s relational base — households, women, consumption — is trapped on the other side of the wall.

Value chains and post-harvest loss sit in conceptual chaos — the upper right. They should be in conceptual order (functioning systems, certification, processing, cold chains). They are instead chaotic, and the map shows why: the people who do 65% of the work are blocked from the institutions that would let them upgrade the chain. The technical failures are real. But they persist because the agency failures are structural.

The macroeconomic irony is visible in the tension line from farm consumption to macro stabilisation. The ADB projects 3.5% growth in FY2026, but lower farm incomes already dragged private consumption in FY2025. The recovery is narrow precisely because the sector that employs 38% of the population — and where 65% of the workers are women without economic agency — cannot contribute purchasing power to the broader economy. The stabilisation sits in conceptual order. The consumption it needs sits in relational order, behind the wall.

After Orbán, but what does it mean for Russia, and China?

Viktor Orbán did not lose an election on Sunday. He lost a franchise.

Péter Magyar’s Tisza party took 138 of 199 parliamentary seats — a constitutional supermajority — on 53.6 per cent of the popular vote, at a record turnout of nearly 80 per cent. Orbán conceded on election night. Fidesz, which held a two-thirds majority for three consecutive terms, was reduced to 55 seats. The margin was not close enough to contest, not narrow enough to spin. The system Orbán built over sixteen years — the captured judiciary, the oligarchic economy, the rigged electoral map — could not absorb the popular deficit of trust. The machine broke under the weight of its own corruption.

This is consequential well beyond Central Europe. Orbán was not merely a right-wing prime minister. He was the operating system. Budapest was the capital of a transnational illiberal project — the node through which American MAGA networks, European national-conservative parties, and Russian soft-power operations ran their wiring. That node is now offline.

The illiberal international loses its server room

The standard reading of Orbán’s defeat is ideological: illiberalism has been repudiated. This is only partly right. What has actually been dismantled is infrastructure.

Budapest hosted annual CPAC satellite conferences. Fidesz-aligned foundations ran fellowship programmes that brought American and European conservatives to Hungary for ideological formation. Orbán funded think-tanks across the continent. He provided something no other illiberal leader could: a working government inside the European Union that proved you could hollow out democratic institutions, consolidate media, build a patronage economy, and still win elections. Salvini, Le Pen, Wilders, the AfD — none of them were in power long enough or structurally enough to offer that proof. Orbán was the demonstration model.

Magyar has no interest in inheriting this role. He is a centre-right pragmatist running on corruption, healthcare, and EU re-engagement. The institutional scaffolding of the illiberal international — the conferences, the talking points factory, the prestige of a sitting head of government endorsing the programme — will be wound down. The ideas will persist in Paris, Amsterdam, and Berlin. The infrastructure will not.

The American dimension is worth isolating. JD Vance held a rally in Budapest’s MTK Stadium days before the vote. Rubio visited. Trump was beamed in live. This was real political capital, deployed visibly, and it produced nothing. Magyar’s response was elegant and lethal: this election will be decided by Hungarians. The result suggests that American backing cannot rescue a domestic record that voters have turned against. The global right now has data on the limits of external endorsement — and it is not encouraging data.

The Ukraine corridor opens

Orbán’s foreign policy was, at its core, a blocking operation. Hungary vetoed or delayed EU sanctions packages against Russia, obstructed military aid to Ukraine, and ran a campaign premised on the claim that Brussels and Kyiv would drag Hungarian soldiers into war. He maintained a close energy relationship with Moscow, leveraged Hungary’s border with Ukraine to stoke fear, and positioned himself as Europe’s lone voice for peace — while cashing Russian oil cheques.

That obstruction is now removed. A Magyar government will not immediately reverse every Orbán-era position — Hungarian energy infrastructure still runs partly on Russian supply, and unwinding that dependency is a multi-year project. But the veto is gone. EU sanctions packages, military aid frameworks, and Ukraine’s accession process no longer face a guaranteed Hungarian block. The European Commission has already signalled that approximately €17 billion in frozen funds — withheld over rule-of-law concerns — could be released under a cooperative Hungarian government. Von der Leyen’s response was immediate: “Hungary has chosen Europe.”

For Putin, this is the loss of his last institutional ally inside the EU. The significance is not sentimental. Hungary’s veto power gave Russia a structural lever within European decision-making — a single member state that could slow, dilute, or block collective action. That lever is broken. Reports in the final days of the campaign — GRU political technologists operating from the Russian embassy in Budapest, coordinated Telegram bot farms pushing pro-Fidesz narratives — suggest Moscow understood exactly what was at stake and could not prevent it.

The China problem nobody is discussing

The Orbán defeat has a third dimension that most Western commentary has so far missed. Hungary was not only Russia’s door into European institutions. It was China’s.

Orbán was Beijing’s most reliable European partner. Hungary was the first EU member state to sign onto the Belt and Road Initiative. The Budapest–Belgrade railway, a flagship BRI infrastructure project, was designed to give Chinese goods a fast rail corridor from the Greek port of Piraeus into the heart of Central Europe. Orbán welcomed Fudan University’s plan to build a campus in Budapest — a project that drew mass protests in 2021 but which the government pushed forward regardless. He blocked or diluted EU statements critical of China on Hong Kong, Xinjiang, and Taiwan with reliable consistency. When the EU attempted to develop a common China strategy, Hungary was the wedge that prevented consensus.

This was not ideology. Orbán did not share Beijing’s political model in any meaningful sense. It was transactional alignment. China provided investment and infrastructure financing; Orbán provided diplomatic cover inside the European institutional machinery. The relationship was structurally identical to the Russian one — a single member state leveraged as a blocking mechanism against collective European action.

Magyar’s EU pivot dismantles this arrangement. A government seeking to re-enter the European mainstream cannot simultaneously function as Beijing’s institutional proxy. The Fudan campus project, already deeply unpopular domestically, is likely dead. Hungary’s BRI commitments will be reviewed. The reliable veto on China-critical EU positions disappears.

This matters for Beijing’s European strategy at a moment when it can least afford the loss. The EU has moved decisively toward economic de-risking — tariffs on Chinese EVs, investment screening mechanisms, critical raw materials diversification. China’s ability to slow or fragment that process depended partly on maintaining sympathetic voices within member-state governments. Orbán was the loudest and most structurally useful of those voices. His removal forces Beijing to find a new approach to a Europe that is consolidating, not fragmenting, on China policy.

What Asia should read in Budapest

There is a temptation to draw a straight line from Budapest to every illiberal or authoritarian-adjacent government in Asia. Resist it. The Orbánist model was specific: it was ideological, networked, conference-based, and embedded within a democratic institutional framework that it parasitised but did not replace. Asian authoritarianism operates on entirely different structural foundations.

China’s governance model is not exportable as ideology — Beijing does not host CPACs or fund think-tanks promoting “illiberal democracy with Chinese characteristics.” It exports infrastructure, surveillance technology, and debt relationships. The intellectual scaffolding is minimal by design. What China built in Hungary was not ideological alignment but transactional leverage, and that kind of leverage can be rebuilt elsewhere — in Serbia, in parts of the Western Balkans, in Central Asian states that answer to no EU framework.

The more relevant Asian reading is about regime durability. Orbán did everything the playbook demands: captured the judiciary, consolidated media, built an oligarchic support base, rigged the electoral map in his favour, secured external great-power backing from both Washington and Moscow. He still lost — to a candidate who had been in his side of politics and was independent following his wife dismissal as justice minister barely two years ago. The mechanism of failure was prosaic: inflation, crumbling hospitals, visible corruption. The regime’s own supporters switched when material conditions declined enough.

This has direct relevance for governments in the region that rely on similar combinations of institutional capture and economic performance for legitimacy. Populist incumbents across Southeast Asia like Indonesia — and some in South Asia like Pakistan — should note that electoral authoritarianism has a performance threshold. Below it, no amount of media control or foreign endorsement holds. The Hungarian electorate did not vote for liberalism. They voted against a declining standard of living. That is a universal pressure, and it does not require a democratic tradition to be electorally devastating.

The structural question

The mistake now would be to call this the end of right-wing populism. It is not. The conditions that produced Orbánism — economic anxiety, cultural displacement, resentment of distant technocratic governance — are structural features of globalisation, not contingent features of Hungarian politics. Le Pen does not need Budapest to run her next campaign. The AfD’s strength in eastern Germany has domestic roots. Trump’s movement is self-sustaining.

What has ended is the proof of concept. The one government in the democratic world that demonstrated you could build an illiberal state inside a liberal institutional framework and keep winning has been demolished from within — not by the left, not by Brussels, not by civil society, but by a centre-right challenger running on hospitals and potholes. The ideological case for Orbánism survives. The empirical case does not.

Magyar now holds a supermajority capable of rewriting the constitution, dismantling Fidesz’s institutional architecture, and restoring judicial independence. Whether he uses it is the open question. Orbán’s parting shot — “we are not giving up; never, never, never” — was a promise, not a concession. He is sixty-three. He has staged comebacks before. The illiberal international is watching to see whether its capital can be recaptured, or whether the new government will burn the infrastructure to the foundation.

For the global right, for Moscow, for Beijing — and for every government that looked at Budapest and saw a model worth emulating — that question is now the only one that matters.

The Reef That Ate the Order

China is not building an island. It is building a thesis — that the American security architecture in Asia has a structural defect, and the Iran war just proved it.

Five months ago, Antelope Reef was a sandbar. Two buildings and a jetty. One of the smallest features in Beijing’s Paracel portfolio — a footnote on Chinese charts, invisible on everyone else’s. Today it is 1,490 acres of reclaimed land, nearly the size of Mischief Reef, the largest Chinese outpost in the South China Sea. The northwestern edge runs straight for over 11,000 feet. That is not an accident. That is a runway.

The timing should be the lead. Dredging began in October 2025, the same month the US began repositioning assets toward the Gulf. The Abraham Lincoln transited from the South China Sea to the Gulf of Oman in January. Patriot batteries redeployed from South Korea to the Middle East. By late February, when Operation Epic Fury opened with the assassination of Khamenei and the largest US air campaign since 2003, the Pacific had no carrier presence at all. It was the fifth such gap in two years. Each time the gap opened, the construction window widened. This time, China drove a reef through it.

None of this required conspiracy. It required a calendar.

The conventional read — and it is not wrong, just insufficient — is that Beijing exploited a distraction. The US was looking at Tehran; China built an island. There is something to this. The CSIS Asia Maritime Transparency Initiative noted that Antelope Reef represents the first significant artificial island-building China has undertaken in the South China Sea since 2017. The pause lasted seven years. It broke the moment American attention went elsewhere. That is not a coincidence. But it is also not the whole picture.

The deeper bet is structural. What China is testing is not whether the US will notice Antelope Reef. (It has.) It is whether the US can do anything about it while maintaining a credible presence in the Gulf, honouring its commitments in Europe, and sustaining the political will to contest a reef in a sea most Americans cannot locate on a map. The answer, so far, is no. And Beijing now has the evidence in real time.

The Iran war did not create the vulnerability. It measured it. Antelope Reef is the structure built inside the measurement.

This is the part that matters for the next decade of Asian security. Operation Epic Fury gave Beijing something it could not have obtained any other way: a live, high-definition assessment of American force-projection capacity under stress. Not a wargame. Not a think-tank simulation. An actual war, with actual redeployments, actual logistics chains, actual political constraints. The results are legible from satellite imagery alone. The US committed two carrier strike groups, 50,000 troops, the largest air force deployment since Iraq 2003, ground forces from the 82nd Airborne, two Marine Expeditionary Units — and still needed an extension to compel Iran to discuss reopening the Strait of Hormuz. Hegseth confirmed yesterday that American forces will be “hanging around” the Middle East through the ceasefire and beyond.

That phrase — hanging around — is the quiet part. Every day a carrier group hangs around the Gulf is a day it is not in the Philippine Sea. Beijing does not need to defeat INDOPACOM. It needs to exhaust the rotation.

Plot this on the Chaos Map — the framework for locating actors between order and chaos, relational and conceptual pattern-making — and the architecture becomes visible. The Iran war sits deep in relational chaos: kinetic, volatile, consuming. It is a gravity well. Everything near it — US assets, attention, political bandwidth — gets pulled in. China, by contrast, operates in the opposite quadrant: conceptual order. Methodical. Institutional. Arrow-motion. Antelope Reef is not a provocation. It is infrastructure for a thesis about what comes after the American security guarantee in Asia proves itself unable to hold two theatres at once.

The map splits cleanly. On the left: Iran, Hormuz, CENTCOM — relational chaos, spiral motion, consuming everything near them. On the right: China, Antelope Reef, Woody Island, the Taiwan contingency — conceptual order, arrow motion, building toward an endpoint. The siphon lines connecting them are the map’s real finding. They trace the carrier rotations, the Patriot redeployments, the attention hierarchy that makes a reef in the Paracels invisible while a war in the Gulf fills every screen.

There is a third actor on the map that receives too little attention: UNCLOS and the 2016 Permanent Court of Arbitration ruling, which declared China’s nine-dash line invalid. It sits in conceptual order but exerts no gravitational force on the conflict cluster. The legal framework exists. It constrains nothing. That gap between the law on the books and the sand in the water is itself a data point in Beijing’s thesis: the rules-based order is a phrase, not a physics.

What makes this moment different from the 2013–2017 island-building campaign is not scale. It is confidence. The first campaign was a gamble — Beijing pushed and waited to see if anyone would push back. Obama didn’t. The current campaign is not a gamble. It is an execution. Beijing has now watched the US fight (or try to end) a war in real time. It has seen the logistics chains, the carrier rotation timelines, the political dynamics of escalation and de-escalation, the fragility of the Strait of Hormuz chokepoint, the inability to close a theatre quickly. It has watched the 82nd Airborne deploy to a war that may or may not require ground forces, and it has watched the Pentagon simultaneously lose carrier coverage in the Pacific.

This is intelligence you cannot buy. Iran gave it away for free.

The analytical class in Washington is aware of this problem. The CSIS report on Antelope flags the scale. CNN, the Wall Street Journal, Defence News have all covered the construction. But coverage is not the same as response. The structural issue is that the US force posture is built for a world in which major theatre conflicts are sequential. The Middle East first, then pivot to Asia. The 2011 Obama pivot. The 2018 Trump NDS. The logic assumes you can finish one before the other starts. What the Iran war has demonstrated — and what Antelope Reef has capitalised on — is that adversaries do not wait for your pivot. They build during your distraction. The conflicts are simultaneous, and the force structure is not.

Beijing’s thesis is simple: the American order in Asia is a scheduling problem. And scheduling problems, unlike ideological ones, cannot be solved with resolve. They require mass. The US does not have it.

Vietnam is the only regional actor offering a physical counter. Hanoi has dredged 13.4 square kilometres across its 21 Spratly features since 2022 — a significant acceleration. But Vietnam operates in spiral motion: reactive, uncoordinated with any legal or institutional framework, constrained by its own relationship with Beijing. It cannot replace the missing carrier.

The deeper question — the one the Chaos Map framework makes legible but does not answer — is whether Antelope Reef is a local play or a systemic one. If local, it is an enhancement of the Paracel network: another runway, another radar array, another coast guard berth. Significant but containable. If systemic, it is a node in a forward-positioned architecture optimised for a Taiwan contingency, 162 nautical miles from Sanya, capable of hosting the surveillance, electronic warfare, and A2/AD assets that would complicate any US intervention in the Taiwan Strait. AMTI’s analysis leans toward the latter. So does the geometry. A reef shaped with an 11,000-foot straight edge facing the open sea is not a coast guard station. It is a denial platform.

Here is what I think Beijing has concluded from the past six weeks. Three things.

First: the US can destroy a military, but it cannot close a theatre. Iran’s military is “combat ineffective for years to come” (Hegseth’s words). And yet Hormuz remains contested, the ceasefire is two weeks long, and American forces will “hang around” indefinitely. Destruction is not resolution. The US creates power vacuums faster than it fills them. Beijing has noted this.

Second: the US political system cannot sustain two simultaneous confrontations. The Iran war consumed the entire political bandwidth of the administration — State of the Union, ceasefire theatrics, Kharg Island scenarios, the 82nd Airborne deployment drama. There was no bandwidth left for a reef in the Paracels. Not because no one saw it. Because the attention economy of American democracy is zero-sum in a way that China’s decision-making architecture is not.

Third: the force structure confirms the thesis. Two carrier strike groups in the Gulf means zero in the western Pacific. This is not a failure of strategy. It is a mathematical fact about the number of carrier groups the US operates (eleven, of which perhaps six are deployable at any given time) versus the number of theatres in which credible presence is required (at least three: the Gulf, the western Pacific, and European waters). You cannot cover three theatres with six rotational carriers. You can cover one and a half. Beijing has now watched this equation play out in real time, and it has started building accordingly.

The post-American order in Asia will not arrive with a declaration. It will arrive with infrastructure. A runway here, a radar installation there, a lagoon dredged deep enough for submarines, a reef turned into an island turned into a base turned into a fact. The 2016 ruling said China’s claims were invalid. Antelope Reef says the ruling is irrelevant. Both statements are true. Only one of them is made of concrete.

China–Iran Oil Trade: How the System Works

The Big Picture

US sanctions have long aimed to cut off Iran’s oil revenues, yet Tehran continues to generate billions — largely because Beijing has stepped in as its most reliable customer. A decade ago, China accounted for a relatively small share of Iranian crude purchases. That figure has since climbed dramatically, with estimates suggesting China took in over 1.4 million barrels daily in 2025, representing the overwhelming majority of everything Iran managed to sell.

The engine behind this shift is a network of small, privately-run Chinese refineries — known as "teapots" — that mainly serve China's domestic market, buying discounted Iranian and Russian crude that larger state firms avoid due to sanctions risks.

While major state giants like Sinopec quietly withdrew from Iranian purchases to protect their international standing, teapot refineries moved in the opposite direction. Operating with fewer regulatory constraints and settling payments in yuan rather than dollars, they became the backbone of a trade that Washington struggles to disrupt.

How the Network Stays Hidden

Moving sanctioned oil across oceans requires more than just willing buyers. Tankers routinely disable their tracking systems, assume new names, and offload cargo onto different vessels mid-voyage before reaching Chinese ports. By the time a shipment is documented, its listed origin is often a completely different country — Malaysia or Oman rather than Iran.

How China’s Teapot Refineries Bypass Sanctions

Layered on top of this are shell companies, frequently registered in Hong Kong, that handle the paperwork and channel payments. Meanwhile, Beijing’s official trade figures have shown no Iranian crude imports since 2023 — a statistical fiction that serves as a diplomatic buffer with Washington while the oil continues to flow.

How the Money and Strategy Work

With major global banks unwilling to touch Iran-related transactions, payments are funnelled through smaller Chinese financial institutions that have little international exposure to protect. Bank of Kunlun, already cut off from the US financial system since 2012, has served as one such conduit.

Cash, however, isn’t always part of the equation. Chinese firms have constructed roads, bridges, and other public infrastructure inside Iran, receiving oil in return. These barter arrangements — bypassing currency transfers entirely — were valued at roughly $8.4 billion in 2024.

For China, the calculation is straightforward. Below-market oil prices, a secure supply during periods of global instability, and growing leverage in the Middle East all serve Beijing’s interests — while simultaneously blunting Washington’s pressure on Tehran.

The Larger Meaning

The US has not stood idle. Sanctions have been expanded, indictments filed, and specific refineries and intermediaries targeted. But a full confrontation with China remains off the table — the risk of oil price shocks and a deeper breakdown in bilateral relations is simply too high.

What started as a workaround has become a well-oiled machine. Today, a network of private refineries, hidden tanker routes, small banks, and front companies keeps Iranian oil moving and both countries quietly benefiting — despite some of the toughest sanctions in history.

Taiwan Meeting China

Beijing has long declared Taiwan as part of its own territory — not through negotiation, but through the language of carrier groups, missile drills, and airspace incursions. Against this hardening backdrop, a rare diplomatic gesture has emerged from an unlikely quarter.

Cheng Li-wun, Chairwoman of Taiwan's oldest political institution — the Kuomintang (KMT), once the ruling party of the Republic of China itself led by Sun Yat-Sen and later Chiang Kai-shek. Cheng Li-wun mission: to quietly lower the conflict that Taipei's current administration cannot, because Beijing will not speak to it. Cheng is the first sitting leader of KMT to make her visit China in a decade. The leaders of the two parties are meeting in Beijing to safeguard the peace and stability and development of cross-strait relations. Xi claims that those on both sides of strait are Chinese and all they want is peace.

China severed formal dialogue with President Lai Ching-te, branding him a separatist and a trouble maker. Falling ties of Taiwan with China after 2016, after the ruling party of Taiwan DPP gave their refusal to the concept of single Chinese nation. On the contrary, Her words, chosen with the precision of a poet navigating a minefield, were telling: "The skies should be for birds, not missiles." A sentiment elegant in its simplicity, radical in its context.
Yet the peace mission carries a shadow from home.

Taiwan's ruling Democratic Progressive Party (DPP) has questions for the opposition party — interpreting it less as diplomacy and more as political theatre that undermines national resolve. At stake is a proposed $40 billion defence expansion, in terms of missile systems, naval and air capabilities, cheaper and smart defence power, and military reserves stalled in the Legislative Yuan, where cross-party consensus remains elusive. The KMT's hesitation to fast-track military spending has fuelled accusations of softness, even collusion, from DPP quarters. Thus, it will be interesting to see how Taiwan is negotiating with China through two domestic logics and ideas.

The Population Challenge Facing Pakistan

Pakistan's population is growing at 6.2 million per year. The country will be the world's fourth most populous within five years. Those are the health minister's numbers, not an opposition talking point. The question the Dawn editorial raises but does not answer is: what happens if the trajectory holds?

The structural arithmetic is not complicated. Pakistan's public debt stands at 70.7 per cent of GDP, breaching its own statutory ceiling of 56 per cent by fifteen percentage points. Exports have collapsed from 16 per cent of GDP in the 1990s to 10.4 per cent. The economy grows at roughly 3 per cent per year. The population grows faster than the state's capacity to absorb it. Every hospital, school, road, and water system is being asked to do more with less, and the gap is widening.

Run this forward. A Monte Carlo simulation calibrated against Pakistan's Fragile States Index history — which has averaged 98.2 since 2007, peaking at 104.1 in 2009 and briefly touching 89.7 in 2022 — produces a median trajectory that crosses back into the Alert tier (FSI ≥ 100, alongside Nigeria and Zimbabwe) by 2033 under baseline assumptions. That is not a catastrophe scenario. That is structural pressures continuing as they are, with no major shock and no major reform. By 2040, the median baseline FSI reaches 105. By 2050, 109 — the edge of state failure as measured by the Fund for Peace.

The crisis scenario, which layers in climate tail risk, debt default, and security deterioration at historically observed probabilities, reaches Alert by 2031 and Somalia tier by 2039. The reform scenario — sustained demographic intervention, export rebuilding, institutional coordination — holds Pakistan around 98–101, oscillating at the boundary indefinitely. That is the Bangladesh path. It requires exactly what Dawn describes: family planning infrastructure in underserved areas, girls staying in school, fiscal incentives that stop rewarding population size, and governance that stops operating in silos.

Pakistan has entered 25 IMF programmes since 1950. It has recognised the population problem for decades. The editorial is right that this is not about fate but about governance. But the model's uncomfortable output is that baseline governance — the governance Pakistan actually delivers, not the governance it announces — produces reversion to a mean that already sits inside the Alert zone. The 2018–2022 improvement was the anomaly. The question is not whether Pakistan can reform. It is whether it can reform faster than it reproduces. The numbers say the window is roughly seven years.

The War on the Unfinished Border

Wars do not vanish because they are small. They vanish because they unfold on the wrong edge of the map and inside the wrong hierarchy of attention. The current Afghanistan-Pakistan conflict is one such war. Since late February, Pakistani strikes inside Afghanistan, Taliban retaliation, collapsed truces, and Chinese mediation have produced the most severe fighting between the two neighbours since the Taliban returned to Kabul in 2021. Yet the conflict still tends to appear in fragments: a strike here, a ceasefire there, a casualty count, a diplomatic meeting. Seen that way, it looks like another difficult month on a difficult frontier. Seen whole, it looks more troubling: a war on an unfinished border, driven by a militant problem neither side can honestly resolve and made easier to ignore because it is legible only in pieces.

The first mistake in reading the crisis is conceptual. It is tempting to say that Pakistan is fighting “the Taliban,” and leave the matter there. But the Afghan Taliban and the Tehrik-e-Taliban Pakistan are not the same organisation. The Afghan Taliban are the rulers in Kabul, a movement that returned to power in 2021 after two decades of insurgency. The TTP is a Pakistani militant network that seeks to overthrow the Pakistani state and build its own emirate inside Pakistan. The two are allied, ideologically close, and historically intertwined, but they are not organizationally identical, and they do not occupy the same political position. Al Jazeera’s April 2 report put the point plainly: the TTP is “separate from but allied with” the Afghan Taliban. Reuters, in its backgrounder on the conflict, notes that the TTP fought alongside the Afghan Taliban against U.S.-led forces and hosted Afghan fighters in Pakistan. That distinction is not a technicality. Without it, the present war collapses into a blur of militant sameness and loses its real political shape.

Once that distinction is made, the crisis becomes harder, not easier, to explain. Pakistan’s case is not invented. Islamabad has argued for years that anti-Pakistan militants operate from Afghan territory and that Kabul has either tolerated or failed to restrain them. During the latest China-mediated talks, Pakistan again insisted that any serious process depends on “visible and verifiable” action against militants using Afghan soil to attack Pakistan. Kabul, for its part, denies harbouring such groups and says militancy inside Pakistan is Pakistan’s own internal problem. Both claims contain enough truth to sustain escalation and too little shared ground to produce trust. Pakistan is not wrong to see a threat. But Kabul is not a switchboard that can simply turn the TTP off without political consequences to itself. A government that came to power claiming it had expelled foreign domination cannot easily accept a framework in which a neighbour reserves the right to bomb Afghan territory until it is satisfied with Afghan behaviour. The result is a conflict in which counterterrorism language and sovereignty language now feed each other rather than contain each other.

The border deepens this impasse. The Durand Line is not merely where the conflict is happening. It is one reason the conflict cannot be stabilised by force alone. Established in 1893 between British India and the Emirate of Afghanistan, and inherited by Pakistan after 1947, it never became politically natural in Afghan eyes. The 1,600-mile frontier separating Afghanistan and Pakistan is a colonial inheritance that lives on in the present, not only as a line of control but as an unresolved argument about authority, mobility, and who gets to define security in the borderlands. The line was always more than a cartographic boundary. It cut through older social and tribal geographies while demanding the obedience owed to a modern frontier. To say that this is a war on an unfinished frontier is not a rhetorical flourish. It is the most precise way of naming a space where state sovereignty has always rested uneasily on top of older social geographies and older political refusals. Moreover, Pakistan once saw the Afghan Taliban as strategically useful, but Taliban-ruled Afghanistan has not yielded the compliance Islamabad expected after 2021. What was once treated as “strategic depth” now appears, from Pakistan’s perspective, as strategic blowback.

This is also why the present escalation should not be mistaken for routine frontier turbulence. Tensions have been building since at least October 2025, when serious clashes killed dozens before outside mediation produced a ceasefire that did not hold. The latest phase sharpened in late February 2026, when Pakistan escalated with deeper strikes inside Afghanistan and the Taliban retaliated. Reports describe air and ground operations, repeated exchanges along the border, the collapse of an Eid pause, and the reopening of talks in Urumqi under Chinese sponsorship. Diplomacy and violence now proceed in parallel, as though each has accepted that the other will continue. That is usually a sign that a conflict has crossed a threshold: it is no longer an interruption to politics but one of politics’ working forms. But the most important thing about the war is not what officials say it is. It is what the conflict becomes when lived from the borderlands. The humanitarian dimension is too often described as collateral damage, but that language is far too weak. In eastern Afghanistan, the war is not experienced only in the moment of impact. It is experienced in what follows: the road that no longer feels safe to travel, the crossing that closes, the clinic that cannot restock, the market that thins out, the village that empties because staying has become indistinguishable from waiting to be hit. Reuters reported that more than 100,000 people were displaced by the fighting by early March, and that shelling was hitting border communities during Ramadan evenings as families gathered to break their fast. According to UNAMA, at least 42 Afghan civilians were killed and 104 wounded between February 26 and March 2 alone.

This matters because coercion on a frontier is rarely exhausted by the strike alone. It travels outward into the texture of everyday life. A blocked crossing, a damaged road, a district cut off from supplies, a family displaced before harvest, a clinic overwhelmed not just by the wounded but by the fragility of everything around it. These are not secondary details to the conflict. They are part of the way the conflict works. Pressure exerted by one state on another is not absorbed only by military installations or ministries. It is absorbed by civilians, by circulation, by the routines that make ordinary life possible. AP’s reporting from Asadabad, where shelling killed one person and wounded more than a dozen, mostly women and children, captures the violence at the level of a single episode. Other local reporting from the Afghan side describes emptied villages, broken roads, medical shortages, and districts pushed toward blockade conditions. Whether or not civilians are the declared object of coercion, civilian vulnerability becomes one of the mediums through which the contest is made felt.

Pakistan’s stated demand is action against militants. But because it cannot compel trust, and because Kabul cannot concede without weakening its own claim to sovereign legitimacy, pressure is increasingly communicated through force whose effects radiate outward into civilian life. When roads close, markets empty, crossings harden, and displacement spreads, the state on the other side is being pressured not only through battlefield losses but through the visible disorder of the society it claims to govern. That is the deeper tragedy of the conflict: civilian suffering does not remain outside the strategic logic. It becomes structurally useful to it. The border war is not only killing civilians; it is turning civilian life into a pressure point.

Pakistan’s own internal pressures help explain why this politics of force has hardened. It would be simplistic to call the war a diversion; the TTP threat is real. But it would be equally naive to pretend domestic strain does not shape Islamabad’s response. The Associated Press reported in January that 2025 was Pakistan’s deadliest year in over a decade, with combat-related deaths up 74 per cent according to an independent think tank. At the same time, Pakistan is under acute economic stress. The government sharply raised fuel prices for the second time in less than a month because of the wider Middle East conflict, only to reduce them amid public outrage. In that context, force on the Afghan frontier is not merely military action. It is also a performance of state resolve at a time when both insecurity and economic pain are politically dangerous.

There is a final irony here. Pakistan has, at the same time, sought to present itself as a useful interlocutor in the broader West Asia crisis. Reuters and other outlets have reported on Islamabad’s diplomatic activism around Iran even as fighting with Afghanistan continued, and fresh talks were being held under Chinese auspices. That coexistence matters. A state can be read as a mediator in one theatre and a belligerent in another, without either role cancelling the other. The consequence is not simply hypocrisy. It is selective scrutiny. Strategic usefulness elsewhere can soften attention to coercion on a frontier that the world still treats as familiar, difficult, and therefore somehow less urgent. Afghanistan, by contrast, has little capacity to shape how this war is narrated beyond protesting civilian harm and denying Pakistani accusations. That asymmetry of narrative power is part of why the humanitarian dimension keeps appearing as fallout rather than as the core of the conflict’s lived reality. China’s role throws this into even sharper relief. Beijing is no longer a distant observer issuing generic calls for restraint. In April, China held high-level calls with both foreign ministers, sent a special envoy in March, and said talks were “advancing steadily.” It was reported that the agenda in Urumqi was not only a ceasefire but also the reopening of border crossings for trade and travel. That is crucial. It means the conflict is now being managed not just as a military dispute but as a threat to circulation itself: goods, people, border commerce, regional connectivity. China’s intervention is therefore not a sign that peace is near. It is a sign that the war has become too consequential to be left entirely to the two parties most invested in narrating it past each other.

That is where much of the existing coverage, though valuable, remains incomplete. The global media at large has either ignored the conflict or has limited it to event form: strikes, claims, talks, resumptions, casualties. Regional coverage often places the same events inside a wider diplomatic and geopolitical frame. The difference is not that one set of outlets sees the war, and another does not. It is that the war enters different narrative hierarchies. In one register, it appears as a security flare-up. In another, it appears as part of a larger contest over order, mediation, trade routes, and regional influence. That difference in framing matters because wars are not only fought on territory. They also fought over the terms in which they became intelligible.

The concepts that best illuminate this crisis are therefore not grand abstractions but modest, precise ones. This is an unfinished border. It is a case of securitisation, in which cross-border militancy is cast as intolerable and externally located, making coercive force seem more available than political ambiguity. It is also a case of strategic neglect, in which a war can be visible enough to be reported and remain under-framed. But above all, it is a conflict in which each side’s most defensible claim sustains the other side’s most dangerous fear. Pakistan sees a real militant threat and concludes that pressure is necessary. Kabul sees pressure and concludes that sovereignty is the real target. Civilians experience the result as shelling, displacement, road closures, and the knowledge that their suffering enters the world mainly as an intermittent update.

The conflict cluster sits deep in relational chaos: Pakistan, Kabul, the TTP, borderland civilians, and even the Durand Line occupy the same unstable zone. There is no shared legal framework, accepted border regime, or institutional arbiter. The dispute is therefore fought through relational leverage — coercion, sovereignty claims, tribal loyalties, and narrative control.

Pakistan operates in arrow motion: goal-directed and outwardly integrative, trying to frame the conflict as counterterrorism. But its centre of gravity is pulled back into chaos by the TTP threat and domestic fragility. It aims at order, but acts from instability, which is why coercion spills into civilian life rather than resolving the conflict.

Kabul sits nearby, but deeper in chaos. Its sovereignty claim is defensive, not institution-building, and it cannot concede without undermining its own legitimacy. The TTP is the system’s deepest chaos actor: adaptive, non-linear, and resistant to integration.

Forecast: Without a conceptual anchor entering the conflict cluster: a border agreement, an institutional framework, a shared legal grammar, the system will continue cycling between coercion and truce. China’s arrow motion toward mediation is the only structural force capable of pulling actors toward order, but its distance from the cluster means progress will be slow and fragile. The most likely near-term trajectory: oscillation, not resolution.

When the State Logs In: The Quiet Merger of Power and Platforms

The relationship between governments and social media platforms has historically been characterised by tension, negotiation and, at times, outright resistance. However, recent developments suggest a fundamental shift in this dynamic. The diplomatic cable issued by US Secretary of State Marco Rubio, which explicitly endorses Elon Musk’s platform X as a tool for American diplomacy and psychological operations, marks a critical turning point. As analysed in Kate Klonick’s article, “The State Department’s X Directive and the End of Platform Independence”, this directive signals not merely a policy change, but a structural transformation in the role of digital platforms within state power.

Historically, such a directive would have been considered extraordinary, if not unthinkable. Major US technology companies such as Google, Facebook and Twitter, prior to its acquisition by Elon Musk, often positioned themselves as independent actors resisting government intrusion. For instance, Google famously withdrew its search engine operations from mainland China rather than comply with censorship demands, while Twitter challenged government requests for user data and content removal. These actions reflected a broader institutional norm: that platforms should act as intermediaries, not instruments of state power.

This norm was underpinned by both legal and cultural factors. In the United States, the First Amendment establishes a strong presumption against government interference in speech. One way to understand this transformation is through Jack Balkin’s speech triangle, which conceptualizes the relationship between the state, private platforms, and users. Traditionally, this triangular model distributed power in a way that enabled platforms to act as a buffer between governments and citizens, thereby enhancing freedom of expression. However, as the relationship between the state and platforms grows increasingly collaborative, this triangle risks collapsing into a more centralized structure of control. The X Directive represents a collapse of this triangle. When the state and the platform form a symbiotic relationship the two most powerful nodes merge, leaving the third node i.e. the user more vulnerable. Klonick notes that this alignment allows the government to route around privacy laws and surveillance protections. If a platform is an enthusiastic partner in state messaging, it may be less inclined to resist data requests or challenge the constitutionality of government-directed censorship or amplification.

Strategic Consequences: Diplomacy and Psyop

The directive identifies five operational goals: countering hostile messaging, expanding information access, exposing adversarial behaviour, elevating sympathetic local voices, and telling America’s story. Diplomacy is traditionally overt, whereas psychological operations may involve subtle or indirect forms of influence. The integration of private tech oligarchs into the machinery of state propaganda suggests a future where our information environments are shaped not by transparent policies or democratic consensus, but by the shared interests of state actors and the owners of the platforms we inhabit. This development raises serious concerns about freedom of expression, democratic accountability, and the integrity of online discourse. As governments and platforms continue to navigate this evolving landscape, it is essential to reaffirm the principles of transparency, independence, and user autonomy that have historically underpinned the internet’s role as a space for open and democratic communication.

The War That Has No Exit, The Alliance That Has No Anchor

Trump declares it’s almost over. Iran says he doesn’t know what he’s shooting at. Thirty-five countries meet without Washington to work out who reopens a strait the US closed. Week five.

Nothing was resolved. That’s the story.

The speech changed nothing. Oil climbed after it. Thirty-five countries convened the next morning without the United States. Iran fired ten ballistic missiles at central Israel the same night Trump was telling Americans the war was “nearing completion.”

The 19-minute address on 1 April was Trump’s first formal account of Operation Epic Fury since the strikes began on 28 February. He listed four objectives — destroy Iran’s missiles, annihilate its navy, suppress its proxies, prevent a nuclear weapon. He claimed progress on all four. The claims are selectively true. Roughly one-third of Iran’s missile capabilities have been confirmed destroyed. The navy is largely gone. Everything else is contested. The enriched uranium — 460 kilograms at 60%, enough material for eleven devices — is still underground. Asked about it, Trump told Reuters: “I don’t care about that… we’ll always be watching it by satellite.”

The legal clock matters here. Strikes began 28 February. Under the 1973 War Powers Resolution, unauthorised military operations must end within 60 days of initiation unless Congress acts. That deadline falls around 29 April. Both chambers voted down resolutions in early March that would have constrained Trump’s authority. But failing to pass a restriction is not the same as authorisation. The administration knows this. Trump is now promising to end the operation within two to three weeks — a timeline that lands, conveniently, just inside the deadline. Whether that convergence is coincidence or calculation is the relevant question.

The NATO thread is weirder. Trump spent the days before the address calling the alliance a “paper tiger” and telling the Telegraph he was strongly considering withdrawal. Then the address itself did not mention NATO once. Secretary Rubio said the alliance would need to be “reexamined” post-war. NATO Secretary General Rutte is now visiting the White House next week. The pattern is standard: maximum public threat, private repositioning, tactical ambiguity preserved. The damage is real regardless. Credibility does not run on statute. It runs on belief. That belief is now publicly in question for the first time in 77 years.

Then there’s Beijing. China’s response to the address: “Military means cannot offer a fundamental solution.” Foreign Ministry spokesperson Mao Ning. Said in four seconds. Doing more strategic work than the entire 19 minutes.

▶ Rutte’s White House visit next week: if Trump does not publicly reaffirm Article 5 in that meeting, the structural damage to NATO cohesion is real — not a negotiating tactic.

▶ The UK’s Hormuz defence planning meeting: military planners from several countries will convene after the foreign ministers’ virtual summit. Whether that produces a credible post-ceasefire security architecture or a joint statement is the only question that matters for energy markets.

The War Powers Resolution, 1973 (50 U.S.C. § 1541–1548)

Everyone is citing it. Almost nobody has read it. It is not a 60-day licence for presidential war-making. That is the most common misreading, and it is consequential.

Section 2(c) is the operative clause. The president may introduce US forces into hostilities without prior congressional authorisation in exactly one circumstance: “a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.” The word “only” is in the text. No senator — including the Democrats who sponsored the War Powers resolutions in March — has produced evidence that Iran attacked or was imminently about to attack the United States before 28 February.

The 60-day clock in Section 5 does not vest the president with authority. It provides a grace period for Congress to act. If Congress does nothing, the law requires the president to terminate the engagement. Trump’s administration is betting on two things: that the conflict ends within the window on its own terms, and that Congress continues to defer rather than confront. Both bets may be correct. But they are bets, not legal positions.

Secretary Rubio told reporters the administration has “overcomplied” with the law. Lawfare’s analysis is blunt: Operation Epic Fury is a war in scale, scope and objective, not a limited engagement, and no plausible reading of Article II covers it. Read Sections 2, 4 and 5. Deciphering the China-Pakistan Peace Initiative: A Security Lens

On 31 March 2026, China and Pakistan jointly released a five-point peace plan expecting at de-escalating the deepening conflict in the Middle East. Pakistan’s Foreign Minister, Senator Muhammad Ishaq Dar, travelled to Beijing to formalise the proposal alongside his Chinese counterpart, Foreign Minister His Excellency Wang Yi. The joint announcement calls for an negotiating table for lasting peace and cessation of hostilities, the resumption of diplomatic dialogue, protection of civilian infrastructure, freedom of navigation through the Strait of Hormuz, and reaffirmation of the primacy of the United Nations Charter.

China’s strategic calculus is fairly legible. As the largest buyer of Iranian oil (approx 80%) and the largest economic backer, Beijing has a direct economic stake in ending a conflict that disrupts supply chains and drives up energy costs. Also 45% of oil comes from Straight of Homruz. Also, the huge investments made in Belt and Road Initiative in that area will paced up with this plan. China on the other hand, has diligently developed economic relations with Saudi Araba, the UAE and Iraq. Providing military support to Iran could play with this delicate equilibrium. Thus, the China’s motivations are layered with energy, economics, and geopolitical reputation all playing its role simultaneously.

Pakistan’s motivations are more complex, and more existential. The country shares a 900-kilometre border with Iran, and its western frontier — Balochistan — is already in the grip of a violent insurgency. The Balochistan Liberation Army (BLA), an ethno-nationalist militant group along with its ties with TPP, has conducted sustained attacks against Pakistani state institutions and, notably, against infrastructure tied to the China-Pakistan Economic Corridor (CPEC) making the country at the top of Global Terrorism Index 2026. An escalating regional conflict would provide precisely the kind of fire it needed. Also, the ongoing turmoil with Afghanistan, militant violence in Khyber Pakhtunkhwa adds to this. Pakistan also imports around 85% of its energy needs resulted in rising oil prices in the country. Signinig strategic mutual defense agreement with Saudi Arabia in 2025, also creates obligations for Pakistan to mediate the efforts. The proposal also underscores Pakistan’s broader strategic repositioning. As analyst Rafiullah Kakar has noted, Islamabad appears intent on asserting itself as a significant middle power within the Muslim world — a role that requires demonstrating diplomatic reach beyond its traditional bilateral relationships with Washington and Beijing.

Whether this initiative produces durable results remains uncertain. What is clear is that the the new security architecture of the Middle East is now drawing in actors whose stakes are less ideological than structural — and that changes the diplomatic calculus in ways that are still unfolding.

Factories Under Pressure as War Fuels a Global Cost Surge

Factories across the world faced soaring input costs and mounting supply chain disruptions in March as the Iran war rattled global logistics networks, while tepid demand threatened the manufacturing sector’s fragile recovery, surveys showed.

Global logistics networks were disrupted by the conflict, especially in the vicinity of the Strait of Hormuz, a vital route for the transportation of oil. Delivery times increased, transportation costs increased, and production costs were directly impacted by rising oil prices as ships diverted to avoid the conflict area. Manufacturers across regions were left with little choice but to raise selling prices.

The disruption also distorted key economic indicators, making factory activity appear stronger than it actually was. S&P Global noted that headline PMI readings were artificially lifted by longer supplier delivery times — a metric that usually points to strong demand but, in this case, reflected war-driven supply disruptions. While the eurozone PMI rose to 51.6 in March from 50.8 in February, the gains masked uneven performance across countries, with Germany and Italy showing resilience while Spain and France lagged.

The sharper impact, however, was visible across Asia in March, where the region’s heavy reliance on Gulf oil imports made it especially vulnerable to disruptions around the Strait of Hormuz. As fuel prices surged and shipping delays worsened during the month, production costs rose sharply, slowing manufacturing activity across China, Japan, Indonesia, Vietnam, Taiwan, and the Philippines.

China’s manufacturing sector remained in expansion territory in March, although the pace of growth slowed compared with February. Japan also faced mounting pressure, with input costs rising at their fastest pace in 19 months, weighing on business sentiment and factory output. Across Southeast and East Asia, March marked a clear deterioration in industrial momentum, as the war-driven energy shock exposed the region’s dependence on external energy supplies and already fragile logistics networks.

South Korea was the key outlier, with factory activity expanding at its fastest pace in over four years, driven by robust semiconductor demand and new product launches.

A New Generation Takes Power in Nepal

Nepal’s 2026 snap election marks a dramatic turning point in the country’s political history. The long-standing dominance of conventional parties like the Nepali Congress and the communist blocs has been successfully overthrown by the Rastriya Swatantra Party (RSP), which won 182 of 275 parliamentary seats. This decision is more than just an electoral outcome; it represents a strong public disapproval of the previous political system, which had come to represent economic stagnation, corruption, and instability.

Balen Shah, a 36-year-old former mayor of Kathmandu, rapper, and structural engineer who became Nepal’s youngest elected prime minister, is at the center of this political overhaul. Since assuming office, the new administration has moved swiftly, launching anti-corruption investigations and unveiling a 100-point reform agenda focused on digitization, institutional accountability, and economic modernization.

However, the true test is ahead. Governing Nepal’s complicated political and bureaucratic system will be significantly more challenging than winning an election. Whether the RSP can translate public optimism into long-term institutional transformation may mark the beginning of a new political era in Nepal.

He describes his philosophy as: throw enough mud at the wall, something will stick. He is not wrong.

But Bilal is not quite the story. Or rather, he is the visible part of it.

The man to watch is General Asim Munir. Pakistan’s army chief, which in Pakistan means the person who actually runs things, figured out something earlier than almost anyone else in the region: Trump is amenable to deals. Not strategy, not alliance management, not the careful long-game of diplomatic relationship-building that foreign ministries are designed to conduct. Deals. Personal ones. Ones that flow through the commercial universe the president and his family inhabit — and at this particular moment, that universe runs on crypto. Munir looked at this, looked at Pakistan’s situation — broke, diplomatically isolated, perpetually dependent on IMF bailouts, too China-adjacent for Washington’s comfort — and decided that the country needed someone who spoke the language. Not a diplomat. Not a technocrat. A 35-year-old with an MBE and a Bitcoin obsession who already knew Zachary Witkoff’s number.

The returns from this calculation are real and should be stated plainly. A 19% tariff rate on Pakistani goods, below most of Southeast Asia, at a moment when the administration was using tariffs the way a man uses a hammer when he is not entirely sure what he is building. A U.S. terrorist designation for the Balochistan Liberation Army, which Islamabad had been requesting with diminishing hope for years. A redevelopment deal for the Roosevelt Hotel in Manhattan, negotiated by Steve Witkoff — whose son was, at roughly the same time, signing crypto letters of intent with Pakistani officials in Islamabad, a circularity that nobody in either government has found it necessary to acknowledge. And the largest return: Pakistan now sits between Washington and Tehran, delivering 15-point action plans, being floated as a venue for pre-deadline talks in a crisis that could close the Strait of Hormuz and reshape South Asia’s energy economics for a generation.

For a country that spent most of the past decade being processed by the IMF rather than courted by Washington, this is a genuine shift. Munir read the situation correctly. Bilal executed at pace.

Now for the part that the celebratory coverage has not quite got around to.

World Liberty Financial wants Pakistan’s market. Forty million crypto users. An estimated $300 billion in annual trading volume. The third-largest unbanked population on earth. That appetite is not incidental to the partnership — it is the partnership, from the American side. Pakistan has opened its virtual asset market to a company in which the sitting president holds a financial stake, in exchange for tariff relief and diplomatic relevance. If China had proposed equivalent terms — market access for diplomatic returns, routed through a company with traceable ties to Chinese leadership — Islamabad would have called it what it was. Corruption. The terms here are identical. The description is different, and the difference in description is doing considerable work.

The IMF has not gone anywhere. Pakistan still needs the fund, which has watched El Salvador’s Bitcoin adventure complicate its own negotiations and drawn the obvious conclusions. Pakistan’s proposed national crypto reserve and the two gigawatts of generation capacity earmarked for mining are the kinds of commitments that funds write down and remember. This tension exists. It has been deferred, not resolved, which is a distinction that tends to matter eventually.

On Iran: Islamabad’s back-channel to Tehran is real, built across decades of careful fence-sitting that most of Pakistan’s partners would have preferred it not do. That consistency now has value. But Pakistan also has an acute energy problem — the Hormuz blockade is not an abstraction for a country already managing electricity shortages — which means the mediation is not disinterested. A go-between with a strong material stake in a particular outcome is a particular kind of go-between, and if the talks fail, or if Trump decides Pakistan has not delivered and adjusts his warmth accordingly — which he has done to other partners, without much ceremony — the association has costs.

Pakistan has navigated American administrations before. In the 1980s it made itself indispensable to Washington’s Afghan operation and collected its dividends — some of which are still loose in the world in forms nobody intended. This version is less consequential and, one hopes, less toxic in its long-term effects. But it is the same transaction underneath: find what the administration needs, supply it efficiently, take what you can while the window is open.

Munir, it seems, understood this before anyone gave him a framework for it. Bilal was the instrument he found to act on the understanding. The photograph in Islamabad — the one where Zachary Witkoff stands flanked by Pakistan’s most powerful men while Bilal hovers just off to the side — is less a diplomatic image than a receipt. Something was purchased. The bill has not yet arrived.

When it does, Pakistan will need more than a letter of intent and a man who is good at finding the right room.

A War No One is Watching

Pakistan and Afghanistan are shooting at each other. The world has not noticed. It should.

On 27 February, Pakistani officials said the words out loud: open war. Not a counter-terrorism operation. Not a calibrated signal. Open war — against a neighbouring country, across a border that has never been formally accepted by either side, in a region that sits between Iran, China, India, and Central Asia. The statement passed through the news cycle in roughly forty-eight hours.

It deserved considerably more.

What triggered it was a Pakistani airstrike inside eastern Afghanistan in late February, aimed at what Islamabad described as TTP — Tehrik-e-Taliban Pakistan — infrastructure. The Taliban hit back. Pakistani military posts came under attack. That exchange, unremarkable on its own, was the moment the conflict shifted register: from the chronic low-level friction that has defined this border for years into something with the structure of a real war. Reciprocal. Sustained. With no obvious exit.

Where Pakistan is striking

The geography matters. Earlier Pakistani operations had largely stayed close to the border — remote provinces, suspected militant camps in areas where sovereignty is notional on a good day. What changed in February was the depth of the strikes. Kandahar. Kabul. The Taliban’s historic heartland and the country’s capital. Striking Kabul is not a border operation. It is a statement about what Pakistan is willing to do and to whom.

Since then, the rhythm has been: artillery, airstrikes, a brief pause, then more. An Eid ceasefire in late March lasted under a week. Pakistan resumed operations on 26 March. On 29 March, Afghan authorities said Pakistani shelling had hit the outskirts of Asadabad in Kunar province, killing at least one civilian and wounding more than a dozen. The ceasefire’s collapse was not a surprise. Nothing about this conflict suggests either side has a theory of how it ends.

A ceasefire that lasts less than a week is not a diplomatic failure. It is the logic of the conflict making itself visible.

The argument neither side can win

The war turns on a single question that cannot be resolved by assertion: is TTP operating from Afghan soil? Pakistan says yes. The evidence it points to is a sustained campaign of militant attacks inside Pakistan since the Taliban returned to power in 2021, attacks that Islamabad traces back across the border. The IEA says no, that Afghan territory is not being used against Pakistan, and that Pakistani strikes are simply a violation of sovereignty dressed up as counter-terrorism.

Both positions contain truth, which is precisely why the dispute has no diplomatic resolution in sight. The Afghan Taliban and TTP grew from the same militant ecosystem. They share networks, fighters, and ideological heritage going back two decades. TTP elements continue to be reported in eastern provinces — Kunar, Nangarhar, Khost. But the Afghan Taliban are also now a government, with ports and customs revenue and infrastructure to protect. The idea that Kabul is running TTP as a deliberate instrument of policy against Pakistan gives the IEA more coherence than it has. The idea that the presence of TTP fighters in eastern Afghanistan is simply irrelevant to Kabul’s choices gives the IEA more innocence than it deserves.

Neither government has the domestic space to admit this ambiguity. So the war continues.

What the Pakistani army needs from this

Pakistan’s military does not make Afghanistan policy in isolation from its domestic situation, and its domestic situation is bad. TTP attacks have been rising. The economy is bad enough that the government has had to allocate Rs125 billion just to subsidise fuel prices and keep public anger from boiling over. Institutional legitimacy is contested. In that context, cross-border military action does something useful for the army: it demonstrates that the state is doing something. It is not purely cynical — TTP is a real threat, and the pressure to respond is real — but the timing and scale of the operations cannot be separated from what the army needs to be seen doing.

The problem is that the strategy has no clear endpoint. Pakistan does not have the capacity for a prolonged land campaign inside Afghanistan. The strikes are designed to impose costs, not to produce a military outcome. And the IEA, internationally isolated and economically strangled, has nowhere to go. Imposing costs on a party with nothing left to lose is not leverage. It is noise.

No one is coming to mediate

Qatar tried. Turkey tried. China has expressed concern — primarily because instability threatens its infrastructure investments in the region. None of it has moved the needle. The broader international moment does not help: this is a period in which every major power is managing its own crises, and a bilateral conflict between a diplomatically isolated emirate and a nuclear-armed state in fiscal distress does not rise to the top of anyone’s agenda.

Pakistan retains enough residual geopolitical utility — as a potential interlocutor in other contexts, as a country too nuclear and too large to simply ignore — that it faces limited external pressure to stand down. The IEA has no international standing to leverage and no economic cushion to absorb further disruption. The border crossings, including Torkham, have already seen intermittent closures. Both sides are using what pressure tools they have. Neither is working.

Wars that no one watches do not stay small. They stay unmanaged.

The thing worth remembering

This is a nuclear-armed state in a condition of open military conflict with a neighbour that has no functioning economy, no international exits, and no domestic constituency for compromise. The Taliban cannot be seen capitulating to Pakistani demands without losing the one thing that holds the IEA together: the claim that it expelled a foreign military and bowed to no one. Pakistan cannot be seen doing nothing while its soldiers die and its cities are attacked. Both positions are politically rational. Together, they produce a war with no off-ramp.

The global media moved on. The war did not.

China Risk Radar- India and South Asia Nexus

The radar map we built this week tracks seven risk layers for China in the Iran war — energy security, summit and Taiwan, rare earths, intelligence support, reconstruction positioning, India nexus pressure, and South Asia stability — scored against equivalent exposure for India and South Asia. Reading the three polygons together produces a single, uncomfortable finding: China’s risk profile in this crisis is almost the inverse of what most South Asian analysis has assumed.

Where China is compressed — energy — India and Pakistan are maxed out. China imported roughly 13% of its seaborne crude via Iranian routes, built its strategic petroleum reserves through a 16% import surge in January and February anticipating exactly this scenario, and has continued to receive Iranian oil via indirect routing as Tehran selectively allows non-hostile flag states through. Goldman Sachs holds China’s 2026 GDP forecast at 4.8%. An extended war degrades that, but not catastrophically. India gets 40% of its oil and 80% of its gas from the Gulf. Pakistan received 99% of its LNG from Qatar, a supply severed on day three. These are not comparable exposures.

Where India is compressed — reconstruction, rare earths leverage, summit positioning — China is at the outer edge. The India nexus layer is where ASIA Research has the sharpest analytical interest. Wang Yi’s BRICS push in early March was not solidarity language — it was a demand that India choose, framed as multilateral coordination. India cannot choose without breaking one of three things it needs: its relationship with Washington, its Gulf economic architecture, or its strategic autonomy claim. The IRIS Dena sinking — an Iranian warship returning from naval exercises India hosted at Visakhapatnam, sunk by USS Charlotte off Sri Lanka with India silent — handed Beijing a ready-made exhibit for exactly this argument. China will use it. The US Treasury issuing India a 30-day emergency waiver to buy stranded Russian oil without consulting Delhi on design tells the same story from the other direction: India is being managed by both major powers, not consulted by either.

The South Asia tail is the highest near-term instability risk on the map. Pakistan is in a pre-fiscal crisis condition with its primary energy supply severed. China holds significant CPEC debt exposure. A Pakistani default or political collapse is a direct threat to BRI infrastructure investment — which means Beijing has simultaneous incentives to stabilise Pakistan and to avoid the costs of doing so publicly. China is already playing mediator in the concurrent Afghanistan-Pakistan conflict. Its bandwidth is dividing across multiple South Asian crisis vectors at the same moment it is positioning for the largest infrastructure reconstruction contract race in a decade.

China, is Quietly Playing a Silent War in Iran

The world is watching what China is doing in Iran. It should be watching what China is not doing.

Since US and Israeli forces began striking Iran on February 28, Beijing has offered press releases. Wang Yi condemned the assassination of Khamenei. Foreign Ministry spokespersons called for restraint. China and Russia jointly requested an emergency UN Security Council session. And then, functionally, nothing. No weapons transferred, no intelligence shared, no military forces moved. A state that bought over 80 percent of Iran’s exported oil in 2025 — accounting for roughly 13 percent of all crude China imported by sea — watched its largest energy supplier get dismantled and responded with boilerplate.

The standard reading is that Beijing proved itself an unreliable partner. That reading is too comfortable. It misses the actual strategy.

China is not sitting out the Iran war. It is positioning for what comes after it. Chinese state-owned firms were actively eyeing Iranian energy and infrastructure contracts in the weeks before the strikes began. Analysts at Geopolitical Strategy told Reuters that when the fighting stops, Chinese firms will have the pick of reconstruction contracts, carrying a higher risk appetite than any Western competitor operating under sanctions constraints. INSS, writing in March, noted that Beijing is already thinking about its role in rebuilding Iran’s industrial and military capabilities — and warned Israel and the United States to deliver explicit messages to Beijing now, before those contracts are signed.

The reconstruction play follows an established pattern. After Iraq in 2003, after Syria, Chinese state capital arrived once the American military and political energy was exhausted. Iran offers a cleaner version of the same dynamic, with one addition: the rare earth lever. China has banned rare earth exports for military end-users across multiple jurisdictions, deploying its dominance over materials essential for F-35s, precision missiles and drone magnets as an asymmetric instrument — squeezing US defence replenishment capacity without firing a single shot in Tehran’s direction.

That is the doctrine the world should be worried about. Let the United States bear the cost. Arrive with capital when the rubble settles. Tighten the supply chain screws elsewhere. Emerge with infrastructure contracts, embedded technology and no blood on your hands. It worked in Iraq. It is being refined in Iran.

The danger is not that China abandoned a partner. It is that abandonment, executed at this scale, is the strategy.

US Faces a Critical Shortage of China Expertise

A recent report, cited in the South China Morning Post, by an expert working group supported by the US–China Education Trust highlights a “critical shortage” of China expertise in the United States. A widening talent gap is jeopardising both economic competitiveness and national security, as more seasoned experts retire and fewer Americans pursue higher education in China. The report further argues that knowledge of China should be prioritised as a strategic asset, alongside trade and security.

A major concern is the sharp decline in educational exchange. Fewer than 2,000 Americans are currently studying in China, down from over 11,000 in 2019. The United States is not only producing fewer China experts but also losing existing talent, as a growing number of US-based Chinese scientists shift their affiliations to China. Although new initiatives aim to revive engagement—such as the plan announced after the 2023 Biden–Xi summit to bring 50,000 young Americans to China over five years—these efforts have largely taken the form of short-term visits that do little to rebuild deep, long-term expertise. Experts warn that future policymakers may lack the on-the-ground understanding needed to manage an increasingly complex bilateral relationship.

According to the report, this decline is driven by multiple factors on both sides, including stringent visa regulations, heightened concerns about espionage, budget cuts, and rising mistrust. In the United States, stricter security measures and political scrutiny have discouraged academic cooperation, while in China, a more controlled research environment has limited access.

Ultimately, the study highlights a paradox: as strategic competition between the two powers intensifies, the United States is simultaneously reducing its capacity to understand China. Without renewed investment in language training, academic exchange, and research access, the report cautions that America’s long-term strategic decision-making could be significantly weakened.

The Roosevelt Deal and Beyond: Rethinking Power and Influence in U.S.–Pakistan Relations

The recent developments signal a renewed push to strengthen U.S.–Pakistan relations, particularly through infrastructure and economic cooperation. A key focus is the redevelopment of the Roosevelt Hotel in New York, one of most prized investment. The century old hotel, owned by the Pakistan International Airline. While the announcement has been directly linked to Donald Trump, one official has indicated a broader partnership framework. A month ago, Pakistan’s finance minister confirmed the hotel deal, with work expected under an affiliate of World Liberty Financial—a crypto startup reportedly founded by the Trump and Witkoff families, though Trump has denied direct involvement. David Warrington clarified that Steve Witkoff holds no formal decision-making authority.

The Roosevelt Hotel, shut during the pandemic and briefly used as a migrant shelter, is now set for demolition and redevelopment into a high-rise, with Pakistan seeking external support for the project.

But it should also be look from the angle of informal influence on formal authorities.

The United States and Israel have been bombing Iran for three weeks. China has said very little. That restraint is not passivity — it is strategy. Beijing is running one of the most cost-effective intelligence operations in recent memory, and it hasn’t fired a single shot.

Here is what Xi Jinping’s government is watching, what it is taking away, and what it plans to do differently because of it.

The live demonstration problem

Military planners rarely get to watch their primary adversary fight a real war against a capable opponent. The Gulf War in 1991 was China’s last major wake-up call — the display of American precision firepower was so far beyond what the PLA could field that it triggered a two-decade military modernisation programme. The Iran War of 2026 is the next data drop.

In the opening 48 hours of Operation Epic Fury, the US deployed B-2 stealth bombers against hardened underground facilities, fired Tomahawk cruise missiles from destroyers in the Arabian Sea, and used a new autonomous drone called LUCAS in combat for the first time. LUCAS is particularly interesting: it is a $35,000 one-way suicide drone that the US reverse-engineered from Iran’s own Shahed. The fact that America is now deploying cheap, mass-producible attack drones alongside its expensive precision missiles is not a tactical footnote. It is a doctrinal statement — the US has concluded that flooding defences with affordable disposable platforms is now a serious part of how it fights wars.

China reached that same conclusion about its own adversary years ago. Watching the US arrive at the same logic and act on it simply accelerates Chinese timelines for doing the same thing at scale.

But the more valuable intelligence is on the Iranian side of the ledger — specifically, what failed. Iran’s air defence network incorporates Chinese and Russian components. It has been systematically dismantled. The specific failure modes — which radar nodes were hit first, how American electronic warfare degraded the command network, how quickly the suppression sequencing worked — are exactly what Chinese defence engineers need to find and fix in their own architecture. Iran is effectively a stress test of equipment and doctrine that China shares. The results are being studied carefully.

The interceptor problem nobody is talking about

Here is the strategic calculation that matters most for the next decade, and it barely features in mainstream coverage of the war.

Every Patriot missile fired to intercept an Iranian ballistic missile over Bahrain or Qatar is a Patriot missile that is no longer available for a Taiwan contingency. Every THAAD engagement over the Gulf reduces the buffer available to defend US forward bases in Guam or Okinawa. These systems take months to replenish. The production lines are not running at surge capacity.

US bases in the Indo-Pacific are already at insufficient interceptor depth relative to what China’s Rocket Force could throw at them in a conflict. A sustained Gulf campaign that burns through stocks and creates replenishment timelines extending into 2027 narrows the window in which the United States can credibly defend those bases. This changes Chinese targeting calculations in a Taiwan scenario — not because China plans to strike immediately, but because the buffer it would need to overcome keeps shrinking without China doing anything.

Japan and the Philippines are watching this arithmetic. So is every government that hosts American bases and relies on extended US deterrence. Beijing does not need to actively exploit this dynamic. The depletion is the message, and allies are receiving it.

The lesson about talking to America

The most important thing China is taking from Epic Fury has nothing to do with weapons. It is about what happened on 27 February 2026.

On that day, Oman’s foreign minister announced that a breakthrough had been reached in US-Iran nuclear talks. Iran had agreed to never stockpile enriched uranium. Full IAEA verification was on the table. Peace was, in the Omani foreign minister’s words, “within reach.” Talks were scheduled to resume on 2 March.

The bombs fell on 28 February.

Chinese state media’s response was unusually direct: diplomacy with a dominant power, it said, is not a forum for sovereign equals. It is an instrument the dominant power can end whenever it decides to. The lesson Beijing is now codifying at a strategic level — and articulating publicly through analysts and former officials — is that entering negotiations with the United States while in a position of vulnerability is not a path to a deal. It is a vulnerability in itself.

This has a direct implication for any future US-China conversations about Taiwan, Indo-Pacific military posture, or technology competition. Beijing will not refuse to engage — Xi and Trump are still meeting in Beijing in the coming weeks. But every negotiation will now be read through the Iran frame: the US struck while talking. The response is not to stop talking. It is to never be in Iran’s position. Which means: build enough hard power that striking while talking is no longer a calculation the United States can make in its favour.

What China gains from staying out

China’s response to the strikes — calling for restraint from both sides, refusing to send warships, declining to provide new weapons to Iran — looks like fence-sitting. It is not. It is a precise extraction of multiple benefits from a war it did not start and has no need to join.

The diplomatic benefit is real. While the US is dismantling a country mid-negotiation and killing its supreme leader, China is positioning itself as the responsible power that respects sovereignty and process. This is cynical — China’s behaviour in the South China Sea and Taiwan Strait is not exactly a study in restraint — but it works in the Global South, where the image of the United States bombing a country whose foreign minister had just announced a peace breakthrough is landing badly.

The economic picture is more complicated. China buys roughly 90% of Iran’s crude exports, and about 40% of its total Gulf oil imports transit through the Strait of Hormuz. A prolonged war is genuinely painful — its strategic petroleum reserves provide a buffer, but not an indefinite one. China wants this conflict to end relatively quickly, which is why its calls for de-escalation are not purely rhetorical. What it does not want is to be seen delivering that resolution at American request, because that would recast it from neutral arbiter to junior partner in a US-led regional security order it has spent twenty years working to displace.

The deepest benefit is structural and costs China nothing. Every week the United States is absorbing diplomatic damage, spending precision munitions, and consuming interceptor stocks in the Gulf is a week it is not focused on the Indo-Pacific. Every government watching the US kill a supreme leader during live negotiations is a government quietly recalibrating how much it trusts American security guarantees. China doesn’t need to win anything from this war. It needs the United States to pay costs. That is happening on schedule.

The bottom line

Beijing’s muted response to Epic Fury is not fence-sitting or indecision. It is a strategy that simultaneously collects military intelligence, documents American operational doctrine, watches allied confidence erode, runs down US interceptor stocks, and builds a global narrative positioning China as the stable power in a world where the United States has become unpredictable.

The Iran War will end — probably within the next two to three months, in some form of negotiated resolution or frozen stalemate. When it does, China will have learned more from three weeks of American combat operations than it could have acquired through any other means. And it will not have paid a cent for the lesson.

China’s Ethnic Unity Law (2026): Integration, Assimilation, and the Question of Minority Rights

Very recently, on March 12, 2026, China passed the Law on Promoting Ethnic Unity and Progress, to be implemented from July 1, 2026. The law seeks to mandate “national unity” across all 55 recognised ethnic minority groups, positioning the state—and by extension the Chinese Communist Party—as the central unifying force. It aims to bridge divisions between the Han Chinese majority (around 91% of the population) and minority groups such as Mongols, Hui, and Tibetans, many of whom inhabit resource-rich regions covering nearly half of China’s landmass.

From Megaprojects to Targeted Development

During its first decade, the BRI focused heavily on large infrastructure investments such as ports, railways, pipelines, and highways. Between 2013 and 2020, Chinese state banks and companies financed projects worth hundreds of billions of dollars across Asia, Africa, and Europe.

However, these large projects often faced criticism. Some recipient countries experienced rising debt burdens, delays, and governance concerns. At the same time, China’s own economic slowdown and financial pressures made massive overseas lending less sustainable.

The “small and beautiful” model reflects a response to these challenges. These projects characterise China’s foreign aid and international development cooperation. Instead of billion-dollar infrastructure schemes, the new approach emphasizes projects that are:

• Low carbon footprint

• Directly beneficial to local communities

The shift also allows China to focus on sectors where it has growing technological advantages, including renewable energy, digital infrastructure, and telecommunications.

Types of Projects and Development Impact

Examples of “small and beautiful” projects illustrate the shift in China’s development strategy. Instead of large ports or railways, many initiatives now focus on community-level improvements such as:

• Solar and wind energy facilities

• Digital connectivity infrastructure

• Agricultural modernization programs

For example, Luban workshops (establishing strong link between Chinese Universities and African Businesses) in many of the African countries namely Djibouti, Kenya, South Africa, Mali, Egypt, Nigeria, Uganda, Ethiopia, Madagascar) seek to train young and African professionals through funding from China. There are also Technical and Vocational Education and Training programs (TVET) seeking to promote cooperation between the two. Chinese technology firms have launched affordable broadband projects in parts of Africa, bringing internet connectivity to communities previously lacking access. These initiatives have reportedly created thousands of local jobs while expanding China’s digital presence abroad. Moreover, China has supported Laos through the China-aided Lao Railway Vocational Technical College, which trains local railway instructors and technicians to address skill shortages.

At the Third BRI forum China has announced carrying out 1000 small scale livelihood programs and projects and also enhancing vocational educational workshops and other initiatives. China has promoted “small and beautiful” Belt and Road projects through a broad collaborative framework involving government institutions, local authorities, enterprises, think tanks, universities, and international organizations. The central government plays a leading role by funding grant-based assistance projects, while also encouraging companies to participate through market-oriented mechanisms and supportive policy platforms. According to available statistics, 92 “small and beautiful” projects were implemented in 2022–2023 across 17 countries, covering 48 communities and 153 educational institutions, and benefiting over 2.6 million people directly or indirectly. In Myanmar, 24 projects since 2022 have focused on infrastructure, industrial development, agricultural technology, and education.

Geographic Focus and Key Partners

According to the data estimates of Green Finance and Development Centre, 2025 saw the highest number of BRI engagements. Over 140 countries have joined the BRI initiative. Africa remains especially important. More than 50 African countries have joined the Belt and Road Initiative (as of 2025), making the continent one of the largest partners in China’s overseas development strategy followed by Europe, Latin America and Caribbean, Pacific, Southeast Asia and so on.

Global Responses

Mojtaba Khamenei, a cleric who has never held an official government position but has close ties to the Islamic Revolutionary Guard Corps (IRGC), was nominated by Iran’s Assembly of Experts just days after his father, former supreme leader Ali Khamenei, was killed in US–Israeli airstrikes.

Within Iran, key political and security authorities, including President Masoud Pezeshkian and senior IRGC officials, quickly endorsed the decision, signalling an attempt to maintain leadership continuity during one of the most severe crises in the Islamic Republic’s history.

Regional reactions have largely been supportive. Sultan Haitham bin Tariq of Oman sent a message of congratulations, while Iraqi Prime Minister Mohammed Shia al-Sudani expressed confidence that Iran’s new leadership could navigate the current turmoil and maintain regional stability. The View from the Great Hall: China’s Two Storms

What the Two Sessions and the War on Iran reveal about the world Beijing is preparing for

As Premier Li Qiang stepped up to the podium on the morning of March 5th to deliver the government work report to the National People’s Congress, the Strait of Hormuz felt like a war zone. Three oil tankers had been hit, QatarEnergy had suspended production of LNG, and oil prices had risen by 13 percent on the day. The world that Chinese planners had modeled for their five-year projections was, quite literally, on fire.

Let’s take a step back for a moment. On one side of the Great Hall, the government spoke with the authority of their long-term plans, their targets, their ratios, their spending priorities. On the other, the conditions that their plans presupposed were unraveling – in the Strait of Hormuz, in the oil markets, in the rubble of Iran’s air defense sites. The 2026 policy statements that Beijing is about to unveil should be understood against this backdrop: not simply as housekeeping, but as a statement of how Beijing plans to hold its ground in the world.

I. The Growth Target as Strategic Signal

The most prominent figure in the work report—China’s target of 4.5 to 5 percent in GDP growth—is the lowest target since 1991 and a reduction from the “around 5 percent” target that China has been aiming for since 2023. The reduction is not inaccurate but also not complete. What is perhaps more significant is the form of the target, as a range of 4.5 to 5 percent, as opposed to a hard figure, as Shen Danyang, director of the State Council Research Office, said in explaining the decision to set the target as a range: “to retain flexibility in responding to uncertainties.” Chinese targets for growth have traditionally been set as floors—numbers that the government has hoped to exceed, as it has in the past. The decision to set the target as a range, however, suggests that the government is unsure of the external environment.

The most significant part of the work report, however, is not the target it sets but the budget it releases in its wake. Every time China has faced some external shock, it has turned to stimulus packages in infrastructure as the sure-fire solution to boost growth. Not so in the budget that accompanies the work report, where the fiscal deficit is set at 4 percent of GDP, a large figure by Chinese standards, but where allocations to science, technology, diplomacy, defense, all rose by 7 to 10 percent, suggesting that the government has decided that the next phase of China’s development will not be determined by the construction industry but by what happens in the fabs of semiconductor manufacturers and the research centers of AI scientists. The question is whether the gamble will pay off quickly enough to offset the damage that the external environment is already causing to the Chinese economy.

II. The Five-Year Plan and the Long Game

The simultaneous release of the outline of the draft of the 15th five-year plan with Li’s work report was no coincidence. The five-year plan supplies the ideological underpinning; the work report operationalizes it for the year. The combination of the two represents the most detailed articulation of what the concept of “new quality productive forces” that Jinping has long championed really means.

The essence of the plan is that technology-driven growth, not consumption stimulus, urbanization, nor export manufacturing, is to drive the next phase of development. Prioritized sectors include a list of technology fields that could have been drawn up in direct answer to American technology restrictions: integrated circuits, aerospace, biomedicine, quantum technology, embodied artificial intelligence, brain-computer interfaces, 6G technology. These are fields in which China is already competitive, vulnerable to American leverage, or both.

Xi’s meeting with Jiangsu deputies on the margins of the NPC is consistent with this plan. Jiangsu is home to thousands of small manufacturers specializing in a few products—a “little giant” industrial model that Beijing has been cultivating for a decade. Xi’s instruction to make “breakthroughs in tackling core technologies” was a direct appeal to this sector. It is a test case for whether deep industrial complexity can be improved without losing the specialization that makes it valuable.

The plan commits to a minimum increase in R&D spending of 7 percent a year until 2030. Science and technology budgets are to increase by 10 percent this year alone. Whether or not China can leverage these investments into genuine innovation instead of merely well-funded mediocrity is a question that cannot be answered in a planning document. No plan can guarantee success.

III. Iran: What Does the Silence Cost?

The US/Israel strikes against Iran that began over the weekend before the NPC began in earnest is a stress test that no one in Beijing could have anticipated. China imports half its oil from the Middle East. Eighty-seven percent of Iranian oil passing through the Strait of Hormuz was headed for Chinese refineries. The killing of Khamenei and suspension of transit through the Strait is not an abstraction for a new world order for Beijing. It is a direct economic blow.

China has responded with strong rhetoric but taken no meaningful action. The rhetoric—denouncing the strikes as “unacceptable” and calling for restraint and dialogue—follows a pattern now well established. As with the US operation in Venezuela in January, China has expressed strong opposition to US military action and then done nothing more. The principle of the “non-alliance” that Chinese foreign policy analysts must sometimes explain to Westerners is no mere rhetoric. It was policy in operation here and was correct.

The logic here was hardly complex. The issue was that Xi was about to meet with Trump and that meeting would be important for the trajectory of the tariff war. The IEEPA framework, technology export controls, and Huawei sanctions were what would really determine China’s economic trajectory in the next five years. As Zhu Feng of Nanjing University pointed out, “If China were to send military aid to Iran, it would mean a total breakdown in Sino-US relations... However much symbolic value that would have, it would be to China’s detriment.”

The problem was that it came at a cost. Of all the countries that have entered into Chinese “comprehensive strategic partnerships” that Chinese analysts take seriously as security partnerships, China has been in solidarity with none in times of need. China and Russia responded to US strikes against Iran with rhetoric but nothing else. The question of whether China’s “comprehensive strategic partnerships” mean anything beyond trade and investment relations in times of need was one that would not go away.

IV. The Deeper Coherence

Collectively, the Two Sessions communiques and China’s response to the Iran strikes suggest that Beijing is not trying to contest U.S. primacy. Rather, it is seeking to avoid the impact of U.S. pressure while developing the technological, financial, and military strength that will make it more resilient in the next round.

One element of Li’s work report that warrants more attention than the increase in the economic growth target: the equal weighting of “investment in people” with physical infrastructure spending. This is not simply an afterthought of the government’s social policies. Rather, it suggests that Beijing’s policymakers have taken the unusual step of reading the Chinese economy with candor—weak demand, tepid market sentiment, income pressures on households. Growth targets no longer provide the same level of cover for Beijing policymakers that they once did. Li’s work report suggests that Beijing understands this.

And then there is Taiwan. The change in Li’s work report from “oppose” last year’s separatist activities to “resolutely crack down” this year suggests that Beijing is taking note of the U.S. strikes in Iran. Xi Jinping has watched the U.S. launch not one but two significant military operations in six weeks. The mistake that Beijing policymakers have not made is that the U.S. is too weak. Rather, it is that the U.S. remains more disposed to use force than recent events have indicated. And the opportunity for Beijing to use force on Taiwan is not obviously expanding.

The defense budget provides the strongest indicator of all. While it still grew by 7 percent, it is a slower rate than last year's 7.2 percent and the lowest since 2021. This is not a country that is engaging in a military buildup when it faces its greatest external threat in years. The fact that Beijing is currently engaged in an anti-corruption drive that has already ensnared such high-ranking military officials as Zhang Youxia and Liu Zhenli indicates that Beijing's priority is political control over its military, not a military buildup.

V. What to Watch

There are three things to watch to determine if Beijing's current posture holds.

First, the upcoming meeting between President Xi and President Trump. If a framework for resolving the tariff dispute that was negotiated in Busan holds, then Beijing's apparent willingness to take on the reputational risk of standing by Iran will look like a rational decision. If President Trump goes to Beijing and comes home empty-handed on issues such as Taiwan or technology, or if Beijing caves on these issues, it will look like a mistake.

Second, Hormuz. Beijing has 1.2 billion barrels of oil in strategic reserve, or 104 days' worth of oil at current rates of consumption, according to researchers at Columbia University. Beijing has been working on a pipeline import deal with Russia that is not subject to Hormuz disruptions. While a Hormuz-specific conflict can be contained, a larger-scale conflict that spreads into Saudi Arabia, where an oil refinery has already been attacked by Iranian drones, is a different story.

Third, the technology plan. The 15th five-year plan is a bet that Beijing can reduce its critical technology dependencies over the next five years, even as they are being aggressively suppressed by the United States. The fact that DeepSeek demonstrated that constraints can drive breakthroughs, not just workarounds, is a powerful argument for Beijing's strategy. But it is also a bet, and one that could turn out to be wrong.

“We are a large ship,” said Justin Lin Yifu on the NPC’s sidelines. “We can sail forward against the wind and waves.” The metaphor is characteristically Chinese in its confidence. What the Two Sessions and the Tehran fires together suggest is that the wind is picking up, the waves are higher than last year’s, and the captain is quietly telling his crew to check the lifeboats.

What does the US-Israel attack on Iran mean for China?

The US–Israel airstrikes that killed Iran’s Supreme Leader Ayatollah Ali Khamenei and Tehran’s subsequent retaliation against US and Israeli targets have major implications for China, primarily in energy and strategic terms. While Beijing has called for de-escalation, its deeper concern lies in the stability of global energy flows and regional balance of power.

At the centre of China’s anxiety is the Strait of Hormuz, a critical chokepoint through which roughly 20% of global oil and LNG supplies pass. More than 80% of shipments through this route head to Asian markets. Any prolonged disruption would raise energy prices and directly affect China, the world’s largest crude importer. In 2025, China imported around 1.4 million barrels per day of Iranian oil—about 13% of its seaborne crude imports—much of it at discounted rates due to US sanctions.

Beyond energy, Iran plays a strategic role in China’s broader effort to counterbalance US influence in the Middle East. A weakened or destabilized Iran could diminish Beijing’s leverage in the region. However, China is unlikely to intervene directly; its priority is preventing a wider war that destabilizes trade routes, spikes oil prices, and complicates its geopolitical positioning.

Ultimately, for Beijing, this crisis is less about defending Tehran and more about safeguarding energy security and regional stability.

After Khamenei: Will Iran’s System Hold?

The death of Ali Khamenei has bought back a long-standing question: is Iran’s political system strong enough to survive without the man who led it for more than three decades? A recent analysis in the South China Morning Post argues that while the moment is historic, the collapse of the Islamic Republic is far from inevitable.

The article highlights that Iran’s system was intentionally designed to outlive any single leader. Power does not rest solely with the Supreme Leader but is distributed among institutions such as the Islamic Revolutionary Guard Corps, clerical networks, and constitutional bodies like the Assembly of Experts, which is responsible for appointing the next Supreme Leader.

Analysts argue that even in the absence of Ali Khamenei, these entrenched institutions are likely to manage a controlled transition of power. Industrial policy can, in itself, cause the very problem it seeks to solve. China’s Little Giants program, a tiered certification system for small and medium-sized manufacturers, is a case in point. It started by trying to reduce the chokepoint that competing economies were trying to place on Chinese economy and its ability to acquire new technology for emerging industries.

German Chancellor Friedrich Merz who visited Beijing as part of a string of Western leaders trying to repair a relationship in disrepair. He was not ambiguous about his intentions. In a meeting with Premier Li Qiang, as per The New York Times he called on China to cut subsidies to local manufacturers, allow the renminbi to strengthen, and stop limiting the export of strategic minerals. From the German government’s point of view, this was a simple request. From the Chinese government’s point of view, it would mean removing a supporting wall. Don't think it will happen—not through obstruction, but because the internal logic of the Little Giants has grown in such a way that it has become politically and economically impossible to reverse even for a powerful leader like Xi. Even Xi can't fight multiple fires, he has his hands full with cadre management.

Origins of the Program

The program was born out of a particular moment of weakness. After Washington’s sanctions on ZTE in April 2018, Beijing reacted with official concern. The Ministry of Science and Technology issued a list of 35 technology areas in which China was precariously dependent on foreign sources. The problem was not that China lacked large companies; rather, its small and medium-sized enterprise (SME) base was not sufficiently strong to support a supply chain network under stress.

The approach was systematic. A certification ladder ranked companies based on their degree of specialization, innovation, and technological sophistication. The best companies were labeled Little Giants, together with state support tailored to them. Between 2021 and 2025, the number of specialized certified companies increased from fewer than 40,000 to over 140,000, with the number of Little Giants growing from about 5,000 to 17,600. The average expenditure on research and development by certified companies was about 7 percent of their sales, about twice as high as that of similar Western manufacturing SMEs.

Take, for example, photoresists, a critical material for semiconductor production that made the list of vulnerabilities in 2018, which, thanks to the initiative, improved from having almost zero domestic capacity to 35 Little Giants, each with average annual sales of 1.9 billion yuan. Unitree Robotics, a quadruped robotics firm that Merz showcased during a visit to Hangzhou, was reportedly dominating the global quadruped robot market with a 60 percent market share by 2024. A decade before, it began as a university project. For Berlin, these trends point to a problem.

Comprehensive Integration Rather Than Fragmented Sectors

The traditional theory of comparative advantage assumes that the advantage is a relatively stable concept, resulting in predictable trade flows and benefits for all. The Little Giants initiative upended this theory. China did not just improve its isolated sectors. Instead, it enhanced its capabilities throughout the entire industrial value chain in areas such as semiconductors, robotics, advanced manufacturing equipment, aerospace components, quantum technologies, and AI infrastructure, which define the future of global industrial competition.

The $1.19 trillion trade surplus that China has in 2024 did not happen incidentally. It is a result of the two-decade-long functioning of this architectural method. When German car manufacturers state that their Chinese competitors perform better in terms of price and quality at the same time, it is not an isolated event. In the same manner, the loss of market share of German machinery manufacturers, who are replaced by less expensive but more advanced competitors, is also not an incident. The Little Giants are the driving force behind these events.

Constraints on Internal Reversal

The key challenge is that the program was designed to respond to a national security issue—weak dependencies in technology supply chains—and it has fulfilled this purpose. However, in terms of size, it also became a significant source of employment, taxes, and exports in an economy that has been experiencing a prolonged real estate recession. What began as industrial policy with strategic intent has, in terms of size, become macroeconomic policy support.

The withdrawal of subsidies would not only affect competitive conditions but, in many local economies, the affected companies are the primary employers and taxpayers. A strengthening renminbi would damage the export performance of the entire sector at a time when exports are one of the few positive factors in the economy. Therefore, rebalancing is not being pursued by Beijing at this time. The current draft recommendations for the 15th Five-Year Plan, which are being finalized, further emphasize support for SMEs. The Ministry of Industry and Information Technology is also actively working on new national policies for tech-smart SMEs. From an internal point of view, the program does not need to be changed; it needs to be scaled up.

Diplomatic Calculus

The key question is not whether China will make voluntary changes—the answer is likely to be no—but how long the external pressure will force China to make changes. The visit by Merz came at a time when the European Union had just suspended the implementation of a trade agreement with the United States due to a Supreme Court decision that invalidated some tariffs. This gave China an opportunity to demonstrate that it is a stable and trustworthy trading partner, and this is what China did through its Airbus purchases, diplomatic language, and joint statements.

However, this does not solve the underlying pressure. Every percentage point of Chinese electric vehicle market share in Europe raises political pressures in Germany, France, and Italy. Every Chinese robotics company that displaces business from a German engineering SME expands the support base for tougher trade barriers. The EU’s upcoming Industrial Accelerator Act, which requires “buy European” in public procurement contracts, is a direct institutional reaction to Chinese market penetration in Europe.

The German stance is clear: trade can continue, but it is close to a political tipping point beyond which it is no longer feasible to maintain it; without voluntary changes, forced changes will follow. The current Chinese government view is that European political will to enforce tough barriers is weak and divided. This may be true in 2026; by 2028, it may prove less accurate.

Potential Solutions

A credible view is that Western governments should focus on reviving their own industrial base rather than trying to force a change in the Chinese economy. The West has allowed similar policy tools to fall into disuse, which has contributed to the current situation. However, the underlying problem goes beyond the relative effectiveness of industrial policy. The presence of large subsidies, a managed exchange rate, and protected home markets amounts to a form of competition that traditional market economies find difficult to match through policy measures alone. This is not simply an unfair playing field; it is a different system.

True adjustment would mean a transition of China’s economy towards consumption-driven growth, rather than just indicating this, which has been the case for the last fifteen years, with Beijing expressing its commitment to this goal without reducing the gap between its ambitions and actions. It would also mean that certain manufacturing sectors must be allowed to shrink as a result of rising wages, rather than continuing to subsidize them through market share. It would also require that the renminbi be market-driven.

Implications and Outlook

The Airbus order, the diplomatic talk, and the re-establishment of official communication are the positive implications of Merz’s visit. However, these do not have any bearing on the structural reality. The Little Giants program completed its first task, and this has paradoxically created a diplomatic problem, as Beijing has developed resilience against chokepoints and created a trade balance. The future is not straightforward or easy. It involves a long-term, sector-by-sector negotiation of the degree to which European markets can absorb Chinese industrial capacity, and it would also involve a massive European reinvestment in manufacturing, which has been neglected for a long time. This would take many years, and it may not even resolve the conflict. Merz understands this, and Xi understands this.

Arthur Konnerth, who received the Brain Prize, has taken up a full-time position at Shenzhen Bay Laboratory (SZBL), according to an announcement by the institute on January 29. Konnerth’s long career has spanned many decades and has shaped modern understanding of brain function. His work is at the intersection of electrophysiology, imaging, and cellular biology, with a special focus on learning and memory mechanisms.

Among his key and most enduring contributions is the establishment of the in vitro brain slice patch-clamp recording method. The technique involves approaching the surface of a brain cell with a glass microelectrode to seal it tightly, thereby preventing any current from leaking out and allowing the measurement of the very small currents flowing through a single ionic channel in the cell membrane. In 1989, together with Bert Sakmann, Frances Edwards, and Tomoyuki Takahashi, Konnerth enabled the transition of this method from a largely experimental idea to a generally available tool by adapting it from isolated cells to cells in neurons maintained in brain tissue slices. Beyond economics, the tie has been politically upgraded and selectively securitised. In July 2024, China and Bangladesh announced a “comprehensive strategic cooperative partnership” in a joint statement, signalling an intent to institutionalise cooperation across finance, connectivity, and governance coordination, not only transactions. Yet it can also raise the reputational cost of renegotiation if projects become symbolic tests of credibility. Judicial Enforcement of Constitutional Order in South Korea: The Yoon Suk Yeol Insurrection Verdict

In February 2026, a Seoul court convicted former South Korean President Yoon Suk Yeol of leading an insurrection following his failed attempt to impose martial law in December 2024. The Seoul Central District Court ruled that his actions constituted a grave violation of the constitutional order.

Historically, Tokyo has practiced a strategic ambiguity on Taiwan policy, expressing concern for cross-strait stability while refusing to commit to military action in support of Taiwan. This stance has enabled a continued policy of economic engagement with China while incrementally developing defense capabilities, thus maintaining strategic flexibility. The November expression of Takaichi’s view that “a Chinese naval blockade of Taiwan would represent a ‘survival-threatening situation’ for Japan and potentially meet the criteria for collective self-defense” has upset this balance. In this perspective, China is not viewed as an adversary, but it is also not considered a reliable strategic ally. In a nutshell, the perception may be described as respectful caution.

The Bangkok Post’s editorial pieces and the analysis of experts like Kavi Chongkittavorn in Thailand present China as an opportunity rather than a threat. In Thai discourse, “bamboo diplomacy” is emphasized as maximizing national gain while adapting to geopolitical winds. China is typically seen as a significant investor, economic partner, and regional stabilizer, despite worries about low-cost imports hurting homegrown sectors. Thai opinion, in contrast to Singaporean discourse, rarely portrays Chinese influence as a danger to sovereignty.

Thai pundits discuss how to profit from China without being overexposed, whereas Singaporean commentators discuss how to avoid being dependent on China. This is a stark contrast. Thailand’s press emphasizes strategic flexibility, whereas Singapore’s press places more emphasis on strategic balance.

How India Views China

In 2026, India’s stance to China is cautious but practical. New Delhi is continuing to have talks with Beijing, with the goal of reducing border tensions and gradually restoring regular diplomatic and commercial exchanges. However, trust remains shaky following previous military standoffs. Analysts such as Rishi Gupta believe that India’s policy is to remain vigilant while maintaining dialogue — cooperating where possible but not relaxing its strategic guard.

Is Trump Making China Great?

The European Council on Foreign Relations has put out a fascinating survey of 25,949 respondents across 21 countries. The survey points to a change that is happening in global politics in front of our eyes. Very rarely in history do we see a rebalancing not of power structures but a permissive realignment of what countries now perceive that they are allowed to do. We also analyse James Schneider’s essay in The Newstatesman where he argues that Britain has to extend the logic of special relationship beyond the United States. Let us break it down.

I. The Permission Structure
The ECFR headline is blunt: “Trump is making China great again.” But it’s the structure, not the slogan, that’s more significant.

What the data actually reveal is this: in Brazil, South Africa, Turkey, Russia, and even India, majorities believe that their countries can simultaneously maintain good relations with both Washington and Beijing. Not as a hedge. Not as a way of nervously balancing between the two. But as the new normal. Two years ago, this was a minority position in all of these countries. Now, it’s just common sense.

The permission was not granted by Beijing’s charm offensive. It was granted by the abdication of Washington. By treating the “liberal international order” as an optional bylaw that applies to the United States but not to itself, while insisting that everyone else make a choice between Washington and Beijing, Trump has effectively freed the middle powers from the need to pretend that there is still a coherent “West” to line up behind.

The logic of Schneider’s argument here is the same as the one from the British perspective: “The pretence of a rule-bound order has given way to something cruder.” Brexit has destroyed the European pillar of British foreign policy; Trump is now undermining the American one. What remains is a dependency without returns—strategic subordination to Washington that no longer even provides predictable behavior on the part of the alliance. But here’s the kicker. The ECFR data also show that 37% of Russians now consider the US an adversary. That’s down from 64% two years ago. Meanwhile, Europeans have become the enemy in Russian eyes. As Trump woos Putin, Russians are readjusting their threat calculations accordingly. This is not opinion. It’s strategy made visible in public opinion.

Putin’s move, as one Russian strategist told the ECFR, according to the brief: “Keep the Europeans out, the Americans in, and the Ukrainians down.” In other words: let the Americans do the heavy lifting of dealing with European pushback while Moscow locks in its gains.

The geometry of all this is far from obvious. Trump’s transactional politics are not building a US-Russia bloc (Americans still overwhelmingly regard Russia as an enemy). What they are doing is decoupling transatlantic threat perceptions—building a license for selective engagement while the old alliance framework freezes in rhetoric but not in fact.

II. The India Problem
The most telling piece of data in the ECFR survey: Indian optimism about Trump plummeted from 84% (late 2024) to 53% (late 2025). That’s a 31-point fall in one year.

But the most telling piece of data of all: nearly half of Indians now regard China as either an ally or a necessary partner. This, with territorial disputes still unresolved. This, with the Quad still in place. This, with the entire Indo-Pacific strategy framework based on Indian cooperation to balance against Beijing.

What’s changed? The survey doesn’t say. But the timing suggests Trump’s tariff war (steel, aluminum, and then the general one), the abandonment of any predictable trade framework, and a growing recognition in New Delhi that Washington’s “partnership” is increasingly a protection racket.

For ASIA’s purposes, this is the most important piece of data in the survey. If the Indian elite and public opinion are both trending towards an accommodation with China—not because they like China but because they’re pragmatists—then the entire debate about “Quad solidarity” has to be rewritten.

We’ve been assuming that Indian strategic autonomy implies equal distance between Washington and Beijing. But what the ECFR data indicate is something different: Indians are increasingly seeing the US as more unpredictable and transactional than China. That’s a preference ordering, not just non-alignment.

III. Europe’s Perception Gap

This is where the ECFR data gets really strange: citizens in South Africa, Brazil, China, and Ukraine all see the EU as a major power that can act independently. Europeans do not.

In particular: most Europeans think the EU “cannot deal on equal terms with the US or China”—and this has gotten worse over the last year. At the same time, 61% of Chinese consider the US a threat, but only 19% consider the EU a threat. Chinese respondents increasingly see EU policies towards China as different from US policies—a staggering change from just two years ago, when most Chinese saw them as the same thing.

This produces a strange kind of symmetry. Beijing is already treating Brussels as a separate pole. Brussels has not yet absorbed this reality. Schneider’s article does not address this, but Schneider’s critique of British elite consciousness follows the same pattern: “Britain’s ruling elite retains imperial instincts because it lacks a material agenda for transformation.” Again, the same could be said of Europe as a whole. The architecture for multipolarity is already in place (separate trade policies, regulatory independence, different diplomatic stances). The imagination for it is not.

What the ECFR data shows is that this is, first and foremost, a European problem. The rest of the world has already passed them by. They’re not waiting for Europe to become a pole. They’re treating it as one and acting accordingly.

IV. What Schneider Gets Right (and Wrong)

The underlying thesis of Schneider’s piece is that Britain’s stagnation is a tale of dependency, and that a “new relationship with China” is part of a strategy to end managed decline. The argument is stronger than it initially seems. His take on Cameron’s China policy as “inviting Chinese capital into British assets in order to juice the City—engagement without production, partnership without construction” is spot on. What’s important isn’t whether Britain speaks to Beijing. It’s what they get out of it.

Where Schneider is absolutely right: “You cannot build a green economy while pretending the world’s manufacturing centre does not exist.” China dominates the supply chains that are materially necessary for decarbonization—solar, batteries, rare earths, and grid infrastructure. This isn’t about ideology. It’s about material reality.

The steel analogy is helpful. Britain came perilously close to losing all its primary steel production in 2025 when the Scunthorpe blast furnaces were almost shut down by their private Chinese owner. Schneider’s point that steel needs to be treated as infrastructure, not as property that can be held by people with short time horizons, isn’t protectionist. It’s a recognition that certain kinds of industrial capacity are antecedent to everything else.
But Schneider gets slippery here, from “Britain needs productive engagement with China” to “China’s external behavior is more predictable and peaceful than Washington’s” to “a country that arms Israel cannot lecture China on Xinjiang.” The rhetorical move from one to the next has a certain persuasive power that the evidence doesn’t quite support.

It is, of course, the case that the US has over 800+ military bases around the world and has intervened militarily in at least seven countries in the last year. It is also the case that the external behavior of the Chinese state is one of long-term stability rather than kinetic action. However, “predictable” is not the same thing as “benign,” and while it is true that Schneider could highlight the hypocrisy of the West regarding human rights, this does not make the Chinese government’s repression of its citizens disappear—it simply shifts the moral pain.

What Schneider is actually advocating, although he does not quite put it this way, is that the UK should follow the same stance that majorities in Brazil, Turkey, South Africa, and Russia have already taken, according to the ECFR data, and that is to view human rights as a universal concern rather than a geopolitical tool, and to seek material partnerships based on mutual advantage rather than ideological compatibility.

This is principle masquerading as pragmatism. Which is just fine, actually. Pragmatism gets a bad rap. But let’s not pretend it’s something else.

According to an analysis by the European Council on Foreign Relations (ECFR), many people around the world expect China’s already considerable global influence to grow over the next decade, and more now view Beijing as an ally or a necessary partner.

In several countries, many respondents expect their country’s relationship with China to strengthen over the next five years. Clear majorities in South Africa (71%) and Brazil (52%) say this, while sizable shares in Russia and Turkey also anticipate closer ties.

Commodity Boom in China

Retail investors in China rushed into metals like gold, silver, copper and tin, creating sharp swings in global commodity prices. With few attractive options at home and social media amplifying the excitement, many treated commodities as a quick trading opportunity rather than a long-term investment.

Global price movement was swiftly impacted by this spike in trading activity in Shanghai futures markets. The fast increase and then decline in ProShares Ultra Silver (AGQ), a 2× leveraged silver ETF traded in the US, as international investors responded to swift price swings, was one obvious manifestation of this volatility.

A $1 billion withdrawal from gold ETFs in a single day, record futures trades in Shanghai, and large losses for novice traders when prices reversed were all outcomes of the frenzy. This incident was motivated by financial speculation rather than construction demand, despite being reminiscent of China’s steel trade mania in 2016. It shows how Chinese retail flows can now quickly impact global commodities markets.

China’s Race to Space

China has launched a national space resources development programme that will run until 2100, making it one of the most ambitious long-term space projects ever announced. Led by the China Aerospace Science and Technology Corporation (CASC), the plan aims to build a large interplanetary fleet to support resource exploration and mining across the solar system, including Mars, Jupiter, Saturn, Mercury, and Venus.

The programme is named after Tiangong Kaiwu (“The Exploitation of the Works of Nature”), a major encyclopaedic work published in 1637 during the Ming dynasty. The name reflects the Ming scientific philosophy that “materials are born of nature; humans transform them through craftsmanship.” It also symbolically connects China’s future space ambitions to the historic voyages of Admiral Zheng He, extending the idea of exploration from the seas to the entire solar system. This growing interest in reviving Ming dynasty-inspired thinking reflects a broader cultural shift that may have far-reaching implications for the future geopolitical landscape.

The concept was first proposed in 2023 by Wang Wei of the Chinese Academy of Sciences in a research paper on space resource exploitation architecture. The long-term goal is to develop systems for lunar and Martian resources, mine near-Earth and main-belt asteroids, and explore gas giants and inner planets. Wang noted that near-Earth objects contain water and valuable metals such as nickel, platinum, and gold.

From 2026–2030, China will conduct demonstration missions to test feasibility. By 2035 it aims to establish lunar and near-Earth mining systems, expanding to Mars and main-belt asteroids by 2050. By 2075, it expects capabilities for deeper exploration of Jupiter, Saturn, Mercury, and Venus, and by 2100 it plans a full solar-system resource supply network.
