Every empire that runs out of room at home goes looking for it abroad, and always under a kind name. The British called it trade. The Americans called it the order. The Chinese call it the Belt and Road, and now the offshore renminbi hub, and the second is the first in a banker’s coat.

Pakistan is again visible abroad. It has kept channels open with Iran, remained tied to the Gulf, negotiated under IMF discipline and tried to position itself as useful in moments of regional tension. That external relevance matters, but it does not settle the domestic question now sitting beneath the budget: what does a young, nuclear-armed, security-heavy state do when its economy stabilises faster than its labour market?

The worker who best explains that question is not necessarily unemployed. He may be driving a rickshaw in Lahore, working longer hours, paying more for fuel and still finding that the job no longer covers the cost of doing it. The problem is not absence from the labour market. It is that work no longer reliably becomes security.

Pakistan’s latest Economic Survey gives the government a balance-sheet story. It reports a primary surplus, stronger reserves and growth returning after the crisis years. The same survey, according to Dawn’s reporting on the Economic Survey, places poverty at 28.9 per cent, rural poverty at 36.2 per cent and urban poverty at 17.4 per cent. The budget will foreground the first set of numbers because they speak to fiscal consolidation and lender confidence. The household ledger begins with the second. Stabilisation is not recovery, and a primary surplus is not a paycheque. The budget process made that hierarchy visible. Before the government could present recovery to citizens, it had to settle the terms of credibility with the IMF. Reuters reported that the budget was delayed amid IMF negotiations, oil price pressures from the war in Iran, and disagreements over provincial fund reallocations. When the budget was presented, Reuters reported that it raised defence spending while squeezing development spending to meet IMF goals. The state could show discipline, but the discipline itself narrowed the room for household relief.

Beneath those fiscal numbers lies the labour-market intake problem. Pakistan has to create work for new entrants before it can reduce the existing backlog. East Asia Forum estimates that the economy is unable to absorb more than 3.5 million new labour-market entrants each year. Growth in FY2024–25 was around 3 per cent, close to the population growth rate, while Pakistan needs sustained growth of 6 to 7 per cent to absorb entrants and reduce unemployment. The country is producing workers faster than it is producing work, so each year’s new entrants add to a backlog the economy has not cleared. The unemployment rate has to be read through the lens of this intake pressure. Gallup Pakistan’s analysis of the Labour Force Survey 2024–25 places unemployment at 6.9 per cent under the 13th ICLS framework, up from 6.3 per cent in 2020–21. East Asia Forum uses an 8 per cent estimate. The difference reflects method, informality and framework. The structural risk lies less in choosing between the two than in recognising that macro-stability has arrived before labour absorption.

Pakistan’s young population sharpens the risk. Nearly two-thirds of the country is under 30, a demographic fact noted by the Centre for Research and Security Studies. In policy language, this is a dividend. In the labour market, it is also a queue. Gallup’s disaggregation shows where the queue is most difficult to enter. Youth unemployment among those aged 15 to 24 stands at 12.5 per cent. Female unemployment is 9.7 per cent against 5.9 per cent for men, while urban women face unemployment of 17 to 18 per cent. Pakistan is not merely failing to create enough jobs for young people; it is failing most sharply where young women try to convert education into paid work.

These numbers carry a Pakistan-specific weight. This is not a generic labour-market case. Pakistan is a nuclear state with a powerful security establishment, uneven provincial development, recurring IMF dependence and a history of militancy. The TTP has not disappeared; the UN Security Council’s sanctions listing describes it as a Pakistan Taliban alliance rooted along the Afghanistan-Pakistan border. Unemployment does not mechanically produce extremism. Prolonged youth exclusion does, however, enlarge the field of grievance from which many actors can draw: parties, clerics, patrons, migration agents, protest movements and, at the margins, coercive networks. A weak labour market is therefore not only an economic inefficiency. In Pakistan, it is a question of stability.

The same shock also travels differently across class and province. A higher bill or water shortage in parts of Lahore may be managed through storage, tankers or private arrangements. In rural Sindh, south Punjab or Balochistan, similar stress can mean lower yields, fewer workdays, more debt or another push toward migration. Pakistan does not have one household ledger. Class, province, gender and access to informal buffers decide how far a household can absorb the same macro shock. The education-to-work pipeline deepens this mismatch. Pakistan’s young people are not excluded only because there is no work. Many are being prepared for a labour market that does not exist in the form promised to them. Paradigm Shift points to rote-learning education, weak vocational systems and poor alignment between training and industry demand. Certification has moved faster than capability. Entrepreneurship is offered as an escape route, but the same analysis notes that fewer than 5 per cent of young Pakistanis have access to formal credit. Without credit, networks and market access, self-employment becomes less a ladder than a holding pattern. Much of what is called entrepreneurship is closer to survival work.

Migration has thus become a more reliable release valve. More than 860,000 Pakistanis registered for overseas employment in 2023, and outward flows have continued since, according to the Bureau of Emigration and Overseas Employment. Remittances remain crucial for households, paying for food, rent, education, healthcare and debt. But in this labour-market context, they increasingly function as distress insurance rather than development capital. A country that exports young workers because it cannot employ them at home is managing pressure by letting them leave.

Fuel prices make the pressure visible on the street. Pakistan’s dependence on imported energy leaves workers exposed to global prices, while IMF limits narrow the fiscal room to cushion them. Al Jazeera’s April 2026 reporting captured this through Lahore’s rickshaw drivers protesting rising fuel prices. Kaiser Bengali’s phrase, “absolute dependency”, names the bind: pass costs to consumers and absorb anger, or subsidise and breach fiscal limits. The contradiction echoes Pakistan’s power-sector problem more broadly: the state can speak of surplus electricity, data centres and digital ambition, but for workers and small firms, electricity still arrives as tariff pressure, load uncertainty and another cost of staying productive. The rickshaw driver is not decorative. He shows why employment alone cannot measure recovery. Fuel raises the cost of work itself.

The digital economy is expected to soften this labour market pressure. Freelancing, remote work and IT-enabled services are presented as ways for young Pakistanis to bypass a weak domestic jobs market. Yet the state’s internet policy often runs counter to that ambition. Reuters reported that Pakistan’s software industry warned of losses of up to $300 million from firewall-related disruptions, while The Guardian reported slowdowns affecting IT firms, online classes, freelancers and client deadlines. The contradiction is direct: the state encourages young people to work online while weakening the connectivity on which that work depends. Social media gives these pressures political form before they reach formal politics. Pakistani X does not create inflation, fuel costs, electricity bills or joblessness. It gives them a public grammar. A young graduate unable to find work, a freelancer losing clients because of slow internet, and a rickshaw driver paying more for fuel are not experiencing the same problem in the same way. Online, they become part of a single narrative: recovery is announced before it is felt.

Pakistan may gain international room by being useful to Iran, the Gulf, and the United States. It may satisfy lenders through a primary surplus and stronger reserves. But one can only go so far on geopolitics if the domestic picture keeps narrowing. The government has stabilised the economy by many of the metrics the IMF measures, and a few that a twenty-three-year-old looking for a first job can feel. The primary surplus is real. So is the 12.5 per cent youth unemployment rate. Both are true. Only one of them votes, protests, emigrates, or enters the informal networks through which grievance is organised.

Vanishing Generals: Why China’s Top Command Is Disappearing

India’s proposed seed law is not only about fake seeds. It is about who gets to organise agricultural trust in a federal system. The seed market has changed sharply since the Seeds Act, 1966. Private hybrids, nurseries, interstate distribution, biotechnology and digital traceability now shape what farmers buy. The Centre’s answer, outlined in its official response on the Seeds Bill, is to create a more legible national seed economy through compulsory registration of varieties, registration of producers, processing units, dealers and nurseries, compulsory performance labelling, onboarding on the SATHI portal and price regulation in emergent situations. The problem is real. But the Bill’s deeper question is federal: can the Centre centralise the authority to define a trustworthy seed while states remain responsible for dealing with seed failure?

The cost of a failed seed is not the cost of the seed. It is the cost of the season organised around it. A farmer may discover seed failure only after spending on land preparation, sowing, irrigation, fertiliser, pesticides, hired labour and credit. By then, the loss is no longer confined to a packet bought from a dealer. It includes the crop window that has passed, the debt that remains and the alternative crop that may no longer be possible. Seed failure is therefore not ordinary product failure. It is a delayed loss that becomes visible only after the farmer has already paid for the season.

The scale of the problem makes regulation necessary. Seed inspectors drew 2.53 lakh samples across 24 states and Union Territories in 2024–25; 32,525 were found sub-standard. West Bengal alone accounted for 24,460 sub-standard samples, followed by Tamil Nadu with 1,565 and Madhya Pradesh with 1,438. The first phase of SATHI was launched in April 2023 and implemented in 23 states and Union Territories, while the second phase is expected to include registered dealers and recipient farmers. QR-coded seed packets are meant to allow farmers to verify origin and traceability. These figures do not merely show that poor-quality seeds circulate. They show that seed failure is unevenly distributed, locally felt and enforcement-heavy. A national registry may define a seed as compliant, but the loss appears in a field, a district and a crop cycle.

The geographical indication issue makes the same point on a wider scale. In crops such as Basmati, counterfeit or uncertified seeds not only affect individual yield. They can weaken a place-linked reputation built through grain quality, aroma, geography and export credibility. Reports on Basmati’s GI status being threatened by seed players flouting norms show why seed authenticity cannot be separated from place-based value. But this does not make the case for central traceability alone. It makes the case for regulation that can connect seed origin with local testing, dealer liability, regional crop knowledge and state enforcement. A GI crop is protected not only by a label but by the institutions that prevent that label from being diluted in the field.

This is where the government’s PIB release on seed regulation becomes more revealing than reassuring. The release says state governments appoint seed inspectors, inspect seed outlets, draw samples and act through licence cancellation, seizure, stop-sale orders and prosecution. It presents this as evidence that the current framework protects farmers. Yet this admission exposes the central tension in the proposed reform. The most important acts of remedy are still state-facing. The state inspector collects the sample. The state machinery acts against the dealer. The state government faces the farmer’s complaint, protest, compensation demand and political pressure. If the new Bill shifts greater authority over registration, traceability and price intervention upward, it changes the balance between who defines legitimacy and who bears responsibility.

The Centre has a valid reason to want uniform standards. Seed companies sell across states, spurious seeds can move through interstate chains, and farmers need protection from opaque markets. But uniformity is not neutral in a federal system. It can improve accountability if it strengthens state enforcement. It can weaken accountability if it turns states into implementing arms of a centrally designed architecture. The question is not whether India needs traceable seeds. It is whether traceability will give states more power to verify failure, act against violators and secure remedy, or whether it will mainly give the Centre a cleaner map of the seed market.

This matters because seed regulation has already been shaped by state-level crises. Andhra Pradesh’s Cotton Seeds Act, 2007 and Maharashtra’s Cotton Seeds Act, 2009 were not abstract regulatory exercises. They emerged from conflicts over private hybrids, pricing, farmer distress and accountability. They show that seed governance in India has not been only a central quality-control question. It has also been a state response to crop-specific risk. Cotton, paddy, vegetable seeds and GI-linked crops do not produce identical problems. A law that treats uniformity as the primary route to order may reduce the flexibility that states need to respond before local distress becomes a national crisis.

Price regulation shows the same problem. The Bill allows price regulation in emergent situations. But seed prices do not matter only in emergencies. In crops dominated by hybrids, technologies or a small number of firms, pricing can become a routine farmer-protection question. States may need to intervene before scarcity, cartelisation or profiteering reaches a centrally recognised threshold. If price control becomes primarily an exceptional central power, it risks narrowing state flexibility at precisely the point where early intervention matters.

The farmer-protection claim also needs to be read critically. The same PIB release says traditional and farmers’ varieties are protected under the Protection of Plant Varieties and Farmers’ Rights Act, 2001 and the Biological Diversity Act, and that farmers retain the right to save, use, sow, re-sow, exchange, share or sell farm-saved seeds. It also cites support for seed distribution, production incentives, community seed banks and conservation of traditional varieties. These protections matter, but they answer the legal question more than the accountability question. They show that rights and schemes exist. They do not show that a farmer facing seed failure can secure timely verification, compensation or remedy.

Legal protection is not the same as market power. A farmer’s variety may be legally protected and still become marginal in a market where trust is increasingly produced through registration, QR codes, performance labels and digital traceability. A community seed bank may exist without having the distribution, visibility or official legitimacy of a registered commercial packet. If the Bill builds confidence mainly around formal, digitally traceable seeds, farmer-managed systems may survive as exceptions rather than as equal sources of agricultural resilience.

India needs a new seed law. But a good law must recognise that seeds are governed not only through standards, but through cost, local knowledge, state capacity and political accountability. The Centre can define a national architecture for seed quality, but the route from failure to remedy still runs through the state. Traceability should strengthen that route, not replace it. If the Bill makes the market more visible to the Centre without strengthening the state-level machinery of inspection, compensation, pricing and crop-specific response, it will centralise trust without delivering accountability.

The Talent That Testing Kills

On innovation as national security, the state as experimenter, the keju’s ghost in four countries’ exam halls, and large populations whose talents the system was built not to see.

The keju lasted thirteen hundred years. Introduced under the Sui dynasty in 605 CE and abolished by the Qing in 1905, the imperial examination system selected China’s governing class through a single instrument: mastery of the Confucian classics. Candidates memorised roughly 400,000 characters from the Four Books and Five Classics, according to Benjamin Elman’s A Cultural History of Civil Examinations in Late Imperial China. Boys began drills at the age of three. By the Ming dynasty, the system had hardened into the eight-legged essay the baguwen a rigid, formulaic structure enforced from 1487 to 1901 that Britannica describes as “notoriously repressive of creative thought and writing.” The keju tested memory, obedience to form, and endurance. It did not test the ability to pose a question nobody had asked before.

The system produced the world’s first meritocracy. It also produced the conditions for the world’s most consequential civilisational stagnation. The keju focused, as a 2026 academic study published by DR Press notes, “solely on knowledge of classical Confucian texts, literature, poetry, ethics, and policy essays” not on mathematics, not on natural philosophy, not on the mechanical and navigational sciences in which China had once led the world. This is the context for what scholars call the Needham Question: why did China, which invented the compass, gunpowder, paper, and movable type, fall behind a Europe that had none of these advantages? The answer is not that China lacked genius. It is that China built a system that selected for a specific kind of genius textual, classical, backward-looking and then used that system to staff every institution that mattered for thirteen centuries. The compass was invented. The man who could have improved it was studying for the exam.

When the Qing abolished the keju in 1905, the historian Zhitian Luo described the result as “societal dislocation.” The examination had been not merely a test but the organising principle of Chinese social life the ladder, the lottery, the legitimiser. Its removal, as Ancient War History notes, “was a declaration that the traditional mechanisms of political control and social integration were failing.” Six years later, the Qing itself fell. The examination that had sustained the dynasty for three centuries could not sustain a dynasty that needed engineers, scientists, and strategists rather than essayists. The keju did not cause the Qing’s collapse by itself. But it ensured that when the crisis came, the governing class was trained to write eight-legged essays about Confucius rather than to build railways, command modern navies, or negotiate with industrial powers that had spent the previous two centuries doing what China had not: selecting for curiosity rather than compliance.
The keju is gone. Its structure is not.

DeepSeek’s research team is mostly under thirty. Most of them trained in China. They did not study at MIT or Stanford. They sat the gaokao, survived it, entered domestic universities, and built a large language model that matched OpenAI’s o1 at roughly a tenth of the compute. Marc Andreessen called it AI’s Sputnik moment. What nobody called it was a teaching moment. But that is what it is. The question it poses is not about chips or algorithms. It is about where talent comes from, and what happens to it on the way up.
A 2021 national survey of more than 131,000 primary-school science teachers in China, published by Zheng and colleagues in the Journal of East China Normal University, found that more than 70 per cent lacked a background in science, technology, engineering, or mathematics. Many taught science only part time. China built a frontier AI lab on top of a primary-school system in which seven out of ten science teachers are not trained in science. The foundation and the achievement do not match. Something intervened, and what intervened was the gaokao a filter so fine it catches the exceptional and discards everyone else. The system does not develop talent at scale. It identifies talent under pressure and then funds the survivors. The keju selected for Confucian essayists. The gaokao selects for exam performance. The format has changed. The logic has not. Both systems produce a governing and technical elite drawn from a vanishingly small fraction of the population while leaving the rest the overwhelming majority — uncounted, undeveloped, and institutionally invisible.

That is not innovation infrastructure. That is a sieve. And the sieve is everywhere.

South Korea’s Suneung spans an entire day — the Korea Herald reported in November 2025 that more than half a million students sat the exam under a second year of reforms aimed at eliminating “killer questions” that required university-level knowledge. Eighty per cent of Korean youth attend private academies. The tutoring industry is worth an estimated $20 billion. The country tops PISA rankings in mathematics. It also reports teen suicide rates that multiple studies place at roughly double the global average. Japan’s entrance exam system puts half its high schoolers through cram schools; in 2025, Japan introduced an IT section into the exam a reform of the filter, not of the system the filter sits inside.

India’s version is the most consequential because of scale. The country has 248 million school students across 15 lakh schools. The Observer Research Foundation reported in December 2025 that 70 per cent of teaching time in Indian schools is spent on rote learning methods. NITI Aayog has found that over 60 per cent of Indian schools face a shortage of qualified mathematics and science teachers. The Annual Status of Education Report 2024, which surveyed 649,491 children across 605 rural districts, found that only 23.4 per cent of Class 3 students in government schools could read a Class 2-level text the highest figure since the survey began in 2005, which tells you about the baseline. Only 33.7 per cent could do subtraction. India projects 2.5 million STEM graduates annually by 2030, according to NITI Aayog. The pipeline is vast. The question is what is inside it.

Four countries. Roughly half the world’s population. Each has built an education system organised around a single high-stakes examination — the gaokao, the Suneung, the entrance exam, the board exam and its children (JEE, NEET, UPSC). Each system is the keju’s heir: optimised to rank, not to think. Philip Altbach, professor of higher education at Boston College, observed in Times Higher Education that tinkering with these exams is “part of a global trend,” noting that China has been adjusting the gaokao and similar reforms are underway in Japan and South Korea. The adjustments are real. They are also cosmetic. Removing killer questions from the Suneung does not change the fact that a single day’s performance determines a Korean eighteen-year-old’s access to opportunity. Adding an IT section to the Japanese entrance exam does not change the fact that half the candidates prepared for it in a cram school at a cost that prices out the lower half of the income distribution. In India, the coaching industry for JEE and NEET is the modern equivalent of the keju’s private tutors: an entire commercial ecosystem built not to educate but to optimise performance on a test that measures recall under pressure.

The keju tested whether you could reproduce the classics in the prescribed form. The gaokao tests whether you can solve problems at speed under artificial constraint. The Suneung tests whether you can endure nine hours of cognitive load without breaking. The Indian board exam tests whether you can memorise a textbook and reproduce it on paper. None of these tests what innovation actually requires: the willingness to be wrong, the ability to hold contradictory ideas in suspension, the tolerance for ambiguity that lets you stay with a problem long enough for something genuinely new to emerge. You cannot train that capacity under exam conditions. You can only train its opposite: the instinct to converge on the known answer as fast as possible and move on. Every year, these four countries put roughly a hundred million young people through systems designed to reward convergence and punish exploration, and then wonder why the innovative output comes from the tiny fraction that survived the filter with their curiosity intact.

Innovation is national security. This is the argument the Nature article by Tao, Wei, and Zheng, published on 26 May 2026, makes with unusual clarity. Their framing is that teachers are “innovation infrastructure” not a metaphor but a literal description of the institutional layer on which everything else rests. China’s response has been to move upstream: the Fertile Soil Plan replaces rote coverage with interdisciplinary, project-based learning. The National Excellence Programme, launched in 2023, places future STEM teachers at research universities where science is produced as well as taught. By November 2025, it had attracted more than 15,000 applicants across 43 top-tier institutions. The Chinese Academy of Sciences now runs a national science-literacy programme for in-service teachers, giving them direct exposure to frontier research. In 2024, a museum-school collaboration organised 24 intensive workshops across China, training 2,587 primary and secondary educators and producing 426 jointly developed curricula.

These are experiments, not solutions. That distinction matters. China is doing what states should do when confronted with a problem too large for any single intervention: running multiple small experiments across the system simultaneously, with different designs, different institutional partners, and different theories of change, and watching which ones produce results. The Fertile Soil Plan is one experiment. The National Excellence Programme is another. The museum collaboration is a third. None of these will fix the 70 per cent problem alone. Together, they constitute an experimental infrastructure a system for learning how to teach, not just a system for teaching. This is how the keju’s legacy is dismantled: not by abolishing the gaokao (which would produce the same societal dislocation the keju’s abolition produced in 1905) but by building the foundation beneath it so that the filter catches more than it loses.

India has announced the same ambition. The National Education Policy 2020 calls for foundational literacy, multidisciplinary education, reduced emphasis on rote learning, and the integration of vocational and academic streams. The NIPUN Bharat Mission targets foundational skills for children in Classes 1 through 3. These are serious documents. The distance between the document and the classroom is where they die. India’s 1.03 million public elementary schools have a median enrolment of 63 students. The system’s problem is not that it lacks a policy for innovation. It is that the policy must travel through an institutional terrain — state education departments, district offices, block-level administration, school principals who answer to compliance audits rather than learning outcomes that is optimised for process, not for discovery.

The state must step in. Not with a single national programme but with a hundred local ones. Fund fifty district-level experiments in inquiry-based science teaching across five states. Give each one a different design a local engineering college here, an IIT there, a science museum somewhere else and a three-year runway. Measure what the students can do, not what they can recall. Publish the results honestly, including the failures. Let the experiments that work spread through demonstration, not through mandate. That is how China is approaching the problem not because China has solved it (it has not; 70 per cent of its primary science teachers still lack STEM training) but because it has understood that the problem is too complex for a single solution and too urgent for perfection.

The argument against this is always time. Governments face pressure to fund advanced laboratories, industrial subsidies, strategic technologies the visible architecture of innovation. School science feels slow. It is slow. A child who encounters good science teaching in Class 4 will not produce a research paper for fifteen years. But as the Nature authors write, this objection “mistakes speed for resilience.” The country that builds its innovation on a sieve catching the exceptional, losing everyone else will always depend on the handful who survived the filter with their curiosity intact. The country that builds its innovation on a foundation where curiosity is sustained, not tested out of existence produces a system that can regenerate itself.

The Qing fell, in part, because it had spent thirteen centuries training essayists when it needed engineers. The keju was not merely an exam. It was a theory of what mattered and the theory was wrong, and by the time anyone noticed, the theory had shaped the governing class, the curriculum, the culture of aspiration, and the institutional definition of merit for so long that changing it meant changing everything. The gaokao, the Suneung, the JEE, the board exam are the keju’s descendants. They are smaller, faster, and test different content. But they encode the same theory: that the purpose of education is to rank, and that the ranked output is the talent. It is not. The talent is the hundred million who sit the exam every year. The ranked output is the residue the sieve did not destroy.

The talent is there. It was always there. The system does not find it. The system does not know how to look or where to look. In the age of AI the support is needed to use all the version of intelligence not just run-of-the-mill mill testing kind.

Faith Is the Battlefield: Inside the Fight for Tibet's Next Spiritual Throne

At 90 years old, the 14th Dalai Lama has done what Beijing feared most: forced the succession question into the open. The Tibetan Buddhist leader has declared that his successor will be chosen exclusively through his own Gaden Phodrang Foundation, directly undercutting China’s claim to religious authority over the process. In 2007, Beijing passed a rule asserting government oversight over all reincarnate Tibetan lamas a move the Dalai Lama has called a self-contradicting absurdity, given that the Communist Party explicitly rejects the beliefs of reincarnation altogether.

The stakes are geopolitical, not just theological. The Dalai Lama has floated that his successor might be born outside Tibet, may even be a woman, or that the institution could end entirely with him each option a deliberate attempt to insulate the lineage from Chinese state capture. The most alarming scenario now being discussed by analysts is the emergence of two rival Dalai Lamas one recognised by Tibetan religious tradition, another recognised by Beijing with long standing consequences for India, regional diplomacy, and global perception of China. Scholars at the Brookings Institution have warned that Beijing’s meddling is likely to backfire, potentially triggering renewed popular resistance inside Tibet. China’s Long Battle Against Smoking

In 2012, during a meeting in Beijing, Xi Jinping — then China’s vice president — told Bill Gates that smoking was a major problem for China and promised to take action against tobacco use. More than a decade later, however, China remains the world’s largest cigarette market, consuming nearly half of all cigarettes globally. While smoking rates among young people have declined, overall cigarette sales in China rose sharply between 2003 and 2023, even as global cigarette consumption fell.

One major reason is the enormous power of China’s State Tobacco Monopoly Administration, which both regulates the tobacco industry and controls the country’s main cigarette producer. Tobacco revenue contributes heavily to government finances, especially as China’s economic slowdown and property crisis strain public budgets. The industry generated hundreds of billions of dollars in taxes and profits, funding priorities ranging from banks to semiconductor projects.

Efforts to impose stricter anti-smoking laws, including a nationwide indoor smoking ban, have repeatedly stalled. Local governments often resist stronger regulations because cigarette taxes are essential to their revenues. Health warnings on cigarette packs also remain weak compared with Western countries.

Despite limited government action, young activists and public figures have started pushing back against smoking culture through online campaigns and public criticism. China still aims to reduce smoking rates by 2030, but officials admit the challenge remains enormous.

China’s Growing Role in Central Asia’s Water Crisis

As geopolitical uncertainty grows, Central Asia is increasingly looking to China, with Beijing emerging as a crucial partner in addressing the region’s looming water crisis. The recent US-Israeli war on Iran showed the vulnerability of important water infrastructure, as desalination plants in Iran, Bahrain, and Kuwait were damaged, increasing concerns in neighboring regions that rely on vulnerable water systems.

Central Asia was already in trouble. Decades of Soviet mismanagement, climate change, rapid urbanisation, and population growth have strained a region dependent on fast-melting Tian Shan glaciers. Disputes between upstream nations like Kyrgyzstan and Tajikistan and downstream governments like Uzbekistan and Kazakhstan over shared rivers have repeatedly turned tense and, at times, violent.

Against this backdrop, China is positioning itself as an important source of investment, technology and expertise. Beijing has expanded cooperation through irrigation modernisation projects, hydropower investments and water-saving technologies across the region. Chinese firms are already involved in canal repairs, hydropower construction and training water management professionals.

However, experts warn that while Chinese support may strengthen infrastructure and improve water efficiency, Central Asia’s deeper challenge remains regional coordination over shared rivers. Sustainable water security will ultimately depend on cooperation among the five Central Asian states themselves.

China's Pig Cycle Hits the Floor

China's hog farmers are losing money on every animal. Live-hog prices have sunk near seven-year lows — external-three-way pigs fetched 9.73 yuan/kg in mid-May, down 34% on the year, with the hog-to-grain ratio at 4.1:1 (below 6:1 means losses). Wholesale pork held firmer at 14.78 yuan/kg, but white-strip ex-factory prices fell 35.9% year-on-year in April. The cause is dull and structural: too many pigs, soft demand.

Beijing has reached for its usual levers. Central frozen-pork reserves are buying again, and the agriculture ministry wants the breeding-sow herd culled toward 36.5m head. State-aligned outlets already write of prices "stabilising," crediting capacity discipline and a consumption upgrade. The market is less sure. Traders see a low-level tug-of-war in the 9.5–10.5 yuan/kg band, with only Dragon Boat demand offering a lift. Most forecasts put the cycle's turn no earlier than late 2026.

Pork inflation once moved China's CPI and its politics. Now the problem runs the other way — deflation in the pen, and a state engineering the recovery rather than waiting for it.

Watch the sow count. If culling stalls above target through summer, the 2027 rebound slips and the losses deepen.

Artificial Intelligence, Financial Compliance, and the US–China Technology Rivalry in Hong Kong

Hong Kong's financial sector has quietly become a front line in the US-China tech. Citigroup Hong Kong launched an in-house AI agent platform called Arc this month, targeting internal developers with tools capable of automating complex tasks like client prospecting a process that previously consumed hours of manual analysis. But there is a problem with it.

OpenAI and Anthropic have not made their models officially available to users in Hong Kong or mainland China, forcing banks into a compliance minefield if they use restricted AI tools improperly. The clearest casualty so far is Goldman Sachs. Goldman quietly locked Hong Kong employees out of Anthropic's Claude after a strict reading of its contract with the company even as ChatGPT and Google Gemini remained accessible on the same internal platform. The underlying anxiety is about model distillation which means US AI firms fear intensive use of their models in China-adjacent jurisdictions could allow local players to reverse-engineer capabilities and extract intellectual property a concern amplified after OpenAI accused DeepSeek of leveraging its models for training.

The Goldman move signals a broader shift AI adoption in finance is entering a more compliance-driven phase, where institutions are becoming selective not about whether to use AI, but which models they trust and where. Hong Kong, once the West's open door into China, is now a legal gray zone that AI companies are increasingly choosing to wall off.

The Gulf Fracture

Prince Turki Al-Faisal, former director-general of Saudi intelligence and former ambassador to the United States and the United Kingdom, published an op-ed this month that reads as a defence of Saudi restraint during the Iran war. Its most revealing line is the one that claims unity: “The crown prince did not allow Iran to divide the brotherly Gulf states.” That sentence is doing the work of denial. The division has already occurred. The Chaos Map shows where.

Three arrows, three endpoints

All three actors — Saudi Arabia, the UAE, and Pakistan — used arrow motion during the crisis: goal-directed, building toward defined endpoints. But the arrows point in different directions, and the divergence is the signal.

Saudi Arabia was struck. Iranian missiles hit pumping stations, production facilities at Manifa and Khurais, and oil refineries. On 21 March, Riyadh expelled Iranian defence officials, giving them 24 hours to leave. But it kept its embassy in Tehran open. It did not retaliate. It backed the ceasefire, called for Hormuz to reopen without restrictions, and hosted the GCC summit in Jeddah on 28 April where the collective warning was issued: an attack on one member is an attack on all. Prince Turki’s framing — “had the Kingdom wanted, and it is capable of doing so, to respond in kind” — states the restraint doctrine plainly. The arrow points toward de-escalation as a strategic endpoint, not toward confrontation. The calculation is that Saudi oil infrastructure, desalination plants, and Vision 2030 are more valuable intact than any military satisfaction retaliation could produce.

The UAE drew the opposite conclusion. Iran targeted the UAE more than any other Gulf state, including a strike on the Fujairah oil zone. The Soufan Center reports that this drove the UAE into “a close partnership with the U.S. and Israel.” The Middle East Journal reports alleged UAE strikes on Iran’s Lavan Island refinery. The UAE closed its embassy in Tehran. Its doctrine, as the Soufan Center describes it, is that “military confrontation with Iran and its allies can produce transformative change.” The Atlantic Council’s assessment is direct: the MBS-MBZ relationship is “too frayed” for the war to bring them closer. Policy disagreements on Yemen and Sudan persist. They will “take divergent approaches to responding to the Iran threat.” The fracture is structural, not temperamental.

Pakistan positioned itself as the connector. It mediated the ceasefire. It hosted the Islamabad Talks on 10–11 April. PM Sharif visited MBS in Jeddah around 12 March and expressed “full solidarity.” Pakistan’s Foreign Minister reminded Iran of the mutual defence agreement signed with Saudi Arabia in September 2025. After the ceasefire, Pakistan deployed 13,000 troops and fighter jets to the Kingdom. But it ruled out military participation in any campaign against Iran. Analysts described the posture as “limited alignment without military entanglements” — diplomatic sympathy for all sides, operational commitment to Saudi Arabia, institutional nodes deposited without entering the chaos quadrant. Pakistan is the only actor whose strategic position improved relative to where it started.

Reading the Chaos Map

The map’s structural finding: Iran’s strategy was to divide the Gulf states by targeting them asymmetrically — hitting the UAE hardest to pull it toward confrontation while hitting Saudi Arabia hard enough to provoke but not hard enough to compel. The strategy partially succeeded. The UAE moved toward the US-Israel axis. Saudi Arabia moved toward restraint and mediation. The two responses are incompatible in a crisis that requires unified action. The Jeddah declaration (“attack on one is attack on all”) is the attempt to paper over the incompatibility. Whether it holds under a second wave of Iranian strikes is the test Prince Turki’s op-ed is written to pre-empt.

Pakistan’s Crypto Ambition and its Grid Problem

Pakistan’s crypto ambition begins in the power grid, not the blockchain. Islamabad is trying to turn an old liability into a new development story: surplus electricity, high tariffs and falling grid demand are being repackaged as the foundation for Bitcoin mining, AI data centres and dollar-linked digital payments. On paper, the conversion is attractive. A stressed power system gets new demand. A cash-starved state gets foreign investment. A country repeatedly negotiating with the IMF presents itself as a digital-finance frontier.

The clear answer is that Pakistan is not managing its power well enough to make this crypto ambition credible. It is trying to monetise the consequences of having mismanaged power. The result is not yet a digital strategy. It is an energy workaround with futuristic branding.

In May 2025, Pakistan moved to allocate 2,000 megawatts of electricity for Bitcoin mining and AI data centres. The policy was presented to use surplus power, create high-tech employment and attract investment. The context matters. Pakistan has excess generation capacity in parts of the system, but this is not the same as having cheap, reliable and well-managed electricity. Surplus exists alongside high tariffs, weak recoveries, distribution losses, circular debt, and consumers moving to solar to escape grid costs. That surplus is therefore not a sign of strength. It is a symptom of distortion. Pakistan has electricity, but it struggles to sell because the grid has become too expensive for many consumers and too unreliable as an economic promise. As households and businesses reduce dependence on the grid, the burden of fixed costs falls more heavily on those who remain. The state then needs new buyers of electricity, and energy-intensive digital industries begin to look convenient.

Crypto mining fits this need almost too neatly. It consumes large amounts of electricity, can theoretically be located near underused generation, and can be sold politically as innovation rather than crisis management. But mining does not solve the power-sector problem. It only changes who consumes the electricity. If miners are offered cheap power, ordinary households and industries will ask why they are paying more. If miners pay the full cost, Pakistan may struggle to attract serious operators. If the state absorbs the gap, crypto becomes another subsidy hidden behind the language of digital transformation.

The IMF tension makes the contradiction harder to ignore. Pakistan’s creditors have repeatedly pushed energy-sector reform because electricity sits at the centre of fiscal weakness and industrial competitiveness. The IMF’s December 2025 review stressed the need to reduce electricity production and distribution costs, address inefficiencies and contain circular debt. A few months later, the Fund was still discussing electricity tariff revisions with Pakistan, including their impact on lower- and middle-income households. A country negotiating the social burden of power tariffs cannot treat cheap electricity for digital ventures as a simple growth policy.

Pakistan’s power-sector debt problem also remains too large to be dressed up as spare capacity. In June 2025, Islamabad signed $4.5 billion in loans with local banks to ease circular debt in the power sector. That move underlined the scale of the burden: unpaid bills, subsidies and liquidity stress have not disappeared simply because the government has found a new consumer category for electricity.

The United States-linked crypto story adds glamour, but not stability. Pakistan’s agreement with SC Financial Technologies, an affiliate of World Liberty Financial, the crypto venture associated with Donald Trump’s family, gives Islamabad a Washington-facing narrative. The plan to explore a dollar-linked stablecoin for cross-border payments fits some real needs: remittances matter, cash usage is high, payment frictions are costly and formal digital rails could help. Yet proximity to a U.S. crypto venture cannot substitute for institutional depth. Stablecoins require reserve confidence, anti-money-laundering controls, regulatory clarity, banking integration and trust in the monetary system. AI data centres require reliable power, cooling, connectivity, data governance and skilled labour. Bitcoin mining requires predictable energy pricing. Pakistan is trying to assemble all of this while the foundations remain unsettled.

A serious strategy would distinguish between digital infrastructure and speculative extraction. Regulated payment systems, remittance channels and data infrastructure can serve Pakistan’s economy if tied to formalisation, exports and skills. Bitcoin mining is weaker as a development pillar. It absorbs electricity, but it does not automatically build a productive digital economy. If it competes with households, industry or export sectors for affordable power, the developmental case becomes thin.

Pakistan is managing power tactically, not strategically. It has identified a real problem: unused generation capacity carries costs. It has also found a politically appealing use for that problem: crypto, AI and stablecoins sound like the future. But the same distortions that produced the surplus threaten the ambition built upon it. Digital finance can amplify a strong system. It cannot rescue a weak one. The test is not whether Pakistan can announce Bitcoin mines or sign stablecoin agreements. It is whether the state can price electricity rationally, reduce losses, manage circular debt, attract durable investment, and build credible regulation. Without that, crypto becomes another shortcut in Pakistan’s economic imagination: a futuristic vocabulary wrapped around an unresolved structural problem.

Pakistan and China Move to Accelerate Strategic Partnership Projects

Pakistan’s Prime Minister Muhammad Shehbaz Sharif met with Chinese Premier Li Qiang in Beijing on Monday as part of a four-day state visit to commemorate 75 years of diplomatic relations between the two nations. The conference emphasised a shared commitment to advancing their bilateral partnership through practical, outcome-oriented cooperation.

The two leaders agreed to strengthen cooperation and accelerate the progress of ongoing collaborative efforts, with a focus on projects under the China-Pakistan Economic Corridor. Sharif described the All-Weather Strategic Cooperative Partnership with China as a cornerstone of Pakistan’s foreign policy, founded on mutual trust, strategic confidence, and a shared goal for peace and development.

Political, economic, strategic, security, and cultural linkages were all discussed extensively. The Prime Minister announced Pakistan’s goals for the next phase of CPEC, which will focus on industrialisation, infrastructure, agriculture, technology, digital innovation, clean energy, and broader socioeconomic development. He also advocated aligning China’s next 15th Five-Year Plan with Pakistan’s own “Uraan Pakistan” development goal to better align economic priorities and stimulate growth.

Sharif thanked China for its persistent support of Pakistan’s economic resilience and reiterated Islamabad’s commitment to protecting Chinese personnel and assets on Pakistani soil. He also advocated for increased engagement in frontier fields such as artificial intelligence, advanced technologies, and space, citing Pakistani astronauts’ participation in China’s space station program as a tangible sign of the two countries growing strategic partnership.

Gwadar University Officials Back Home After Abduction

The vice chancellor of the University of Gwadar and three other staff members abducted earlier this month have safely returned home, a provincial official confirmed on Tuesday. Vice Chancellor Dr. Abdul Razzaq Sabir, Pro-Vice Chancellor Syed Manzoor Ahmed, lecturer Dr. Muhammad Irshad and driver Muhammad Hatim were abducted on May 13 near Mastung when armed men intercepted their vehicle on the Quetta-Karachi highway.

The Balochistan Home Department confirmed the safe return of all four individuals, but officials offered no details on the circumstances of their release — including whether negotiations or any ransom payment were involved. BBC News reported that at least 20 individuals lost their lives and approximately 70 were injured in a fatal blast aimed at a train transporting military personnel in Quetta, underscoring the deteriorating security conditions in Balochistan. The explosion took place close to Chaman Phatak station on Sunday morning as the train carried troops and their families back home for Eid. The blast caused the engine and multiple coaches to derail, flipping two carriages and creating extensive damage.

Officials attributed the assault to the separatist Balochistan Liberation Army, characterising it as a suicide bombing. Witnesses stated that a car loaded with explosives crashed into the moving train prior to blowing up. Photos from the location displayed charred train carriages, harmed automobiles, and devastation to adjacent structures. Authorities verified that a minimum of three soldiers were included among the fatalities, while medical facilities in Quetta announced an emergency to care for the injured.

Pakistan’s Prime Minister Shehbaz Sharif condemned the attack, calling it an act of terrorism that would not weaken the country’s resolve. The Innovation Cold War

The framing

The innovation contest between the United States and China is usually told one of two ways: as a decoupling, or as a managed competition that will eventually settle. Neither fits. The two economies are not separating cleanly and not stabilising. They are locked in an oscillating rivalry — escalating to the edge of rupture in one technology while signing a truce in another, and reversing both inside a year.

This instrument maps that rivalry across three domains where innovation and security now meet: semiconductor and critical-mineral supply chains, artificial intelligence, and quantum technology. It uses the Chaos Map framework — two opposing force-fields, no equilibrium, a volatile dominant variable — and adds the question the series exists to answer: where does cooperation survive, and why.

The finding, stated first. Cooperation between the two powers tracks mutual vulnerability, not goodwill. It persists exactly where neither side can decouple without hurting itself, and collapses where decoupling is cheap. The limit of cooperation is structural. Diplomacy operates inside it; it does not set it.

The Chaos Map

The system has no stable point. Two force-fields pull on every technology relationship at once. They are not the same kind of force, and they do not cancel.

The chaos generator. Each side’s best move is the same: tighten its own chokepoint while keeping the other’s open. Both play it, so the system never settles. It escalates until the cost of escalation lands at home, then retreats, then escalates again. The dominant volatile variable is the choice, remade every few months, between decouple and deal. The map does not predict a settling point because there is none. It shows where the oscillation is violent and where it is not.

Cooperation tracks interdependence

The instrument’s central claim is plain. Cooperation between the United States and China is a function of interdependence. Where the two are deeply entangled, cooperation survives even amid open hostility, because the alternative is shared damage. Where they are barely entangled, cooperation collapses, because nothing forces it. Summitry and dialogue operate inside that constraint. They do not loosen it.

Brinkmanship is the steady state. The rare-earth episode of 2025 is the template. In October Beijing announced sweeping export controls on rare earths and related materials. Within weeks a Trump–Xi meeting produced a one-year truce: China suspended the controls and issued general licences for rare earths, gallium, germanium, antimony and graphite, and the United States suspended in parallel its rule extending controls to affiliates of listed entities. Both sides escalated to the edge, both retreated, and both kept the weapon. The truce is a pause for recalibration, not a settlement, and it expires in November 2026.

The counter-case. The Nexperia dispute shows what happens without a path to retreat. The Dutch government seized the Chinese-owned chipmaker in late 2025 on security grounds; Beijing blocked exports from its Chinese plant; European car production was disrupted, and the dispute was still live months later. Where the rare-earth fight reached the summit table, the Nexperia fight did not, and it festered. The lesson: brinkmanship is stable only while both sides keep a clear path to retreat. Remove the path and the damage compounds.

Three domains, three positions

The three domains sit at different points on the spectrum, and the reason is interdependence. The more entangled the domain, the more cooperation survives — and the more violent the oscillation around it.

Supply chain — contested entanglement

This is the most entangled and the most weaponised domain. Washington’s chokepoints are chip-design software, advanced processors and lithography held through ASML, enforced by the entity list. Beijing’s chokepoints are the refining of rare earths — more than 80 per cent of the global total — and the supply of gallium, germanium, antimony, graphite, and the legacy chips and packaging on which the world’s electronics depend. In 2025 both fired. The cooperation that survives is crisis management: general licences, exemption processes, the truce mechanism itself. It is thin, but it is constant, because the chokepoints are symmetrical enough that a full exchange would damage both. Entanglement here does not prevent conflict. It caps it.

Artificial intelligence — competition with a safety floor

In AI the competition is close to total — on compute, models, talent and standards — and the US diffusion framework rations the chips. Cooperation is confined to a narrow floor. The intergovernmental AI dialogue opened in Geneva in May 2024; in November 2024 the two presidents affirmed that humans, not AI, must control nuclear-weapons decisions; Track-2 dialogues and UN-resolution co-sponsorship continue. But the floor is deliberately narrow. It covers the applications that could kill both sides, and it is walled off from export controls by design; one school in Washington argues for exactly this — a narrow safety dialogue alongside maximum pressure. The dialogue’s standing under the current US administration is uncertain. The limit is set by a moderate interdependence: enough shared exposure to catastrophic risk to sustain a floor, not enough to restrain the race.

Quantum — clean decoupling

Quantum is the domain of near-total competition and almost no cooperation, and the reason is that decoupling is cheap. The technology is pre-commercial, so separating now costs little. The United States and its allies have built a coordinated control regime — a “Wassenaar minus one” coalition in which the UK, France, Japan, Canada and the EU enacted parallel controls on quantum computers, cryogenics and control electronics, backed by an outbound-investment ban and, in 2026, a move to cover cloud access. China has answered with state-coordinated self-sufficiency: quantum is named first among the future industries of the 15th Five-Year Plan, a guidance fund above 120 billion yuan is deployed, and domestic firms now build their own cryogenics. The cooperation that survives is close to nothing — scientific exchange severed, talent flows restricted, standards venues splitting. The recorded paradox: controls on an immature technology have accelerated Chinese self-sufficiency rather than contained it. Quantum decouples cleanly because, for now, neither side loses much by it.

The instrument

The domain scorecard places the three on four dimensions that explain their positions. Interdependence is the degree of mutual co-dependence. Securitisation is how completely the domain is framed as national security. Residual cooperation is how much functional cooperation survives. Escalation volatility is how sharply the domain swings between truce and escalation.

Reading the scorecard. Two patterns hold. First, residual cooperation rises with interdependence: highest in the supply chain, lowest in quantum. Cooperation is bought by mutual vulnerability, not chosen. Second, escalation volatility also rises with interdependence: the supply chain swings violently between truce and escalation, while quantum decouples in a straight line. Entanglement creates the chaos — the leverage to escalate and the incentive to retreat both come from it. Securitisation, notably, does not differentiate the domains: it is high to very high across all three. What varies is entanglement, and entanglement is what sets cooperation.

What moves the system

The map is a snapshot. Five developments would shift it.

• The November 2026 truce expiry. If the truce is not renewed, the rare-earth controls and the affiliate rule return, and the supply-chain domain re-escalates from a higher base.

• A Taiwan contingency. The single event that would collapse all three domains at once, converting managed rivalry into rupture and ending the brinkmanship game.

• A quantum cryptographic breakthrough. A machine able to break current encryption would create interdependence-by-threat overnight and force the quantum domain toward either cooperation or panic.

• An AI safety incident. A visible failure in a military or frontier system would test whether the thin AI floor holds or breaks under pressure.

• A minerals shock outside the truce. An export halt or a second Nexperia would show whether crisis-management cooperation scales, or only works when a summit is scheduled.

The closing point. The instrument’s value is the same as the rest of the Chaos Map series: it tells the reader where to watch. The supply-chain domain is where the oscillation is loudest and a quarterly re-score will move most. Quantum is where the decoupling is quiet, steady and unlikely to reverse. AI is where a single incident could break a floor that currently holds. India’s task is not to pick the winner of the innovation contest. It is to position for a rivalry that will neither end nor settle.

The Beijing Meetings

A piece in The Telegraph this week raises major concerns about the UK’s relationship with Beijing. In October 2025, Stephen Lillie, the Foreign Office’s former head of defence and international security, met privately with the Grandview Institution, a Beijing-based think tank that Western analysts say has links to China’s Ministry of State Security, the country’s main foreign intelligence agency.

The influence of the Beijing-based think tank has come under scrutiny since it emerged that Jonathan Powell flew to China for several meetings with the organisation before being appointed Sir Keir Starmer’s national security adviser. A week before Lillie’s visit, Grandview officials had lunch with Sir Olly Robbins, the Foreign Office’s recently dismissed top civil servant. All of this took place amid a deliberate thawing of UK-China relations, culminating in Starmer becoming the first British prime minister to visit China since 2018.

The British government has defended such engagements as necessary for understanding global developments and protecting British interests. Critics, however, argue that Grandview functions less like an independent think tank and more like a platform with intelligence-linked connections. Some former Western intelligence officials have described the repeated interactions as potentially risky.

The issue has added to political pressure on Starmer’s government, following earlier controversies involving senior appointments and vetting concerns. At the centre of the debate remains a key unanswered question: what exactly was discussed during the private meetings, and whether sensitive information about Britain’s nuclear deterrent may have been exposed.

Taiwan in the World

Taiwan is not absent from the world. It is present everywhere that matters, but rarely on its own terms. Its chips sit inside the global economy. Its democracy shapes the political imagination of the Indo-Pacific. Its security affects Washington’s calculations, Beijing’s red lines and the strategic anxieties of states watching the Taiwan Strait. Yet its president’s aircraft can still become a diplomatic problem before it reaches one of Taiwan’s few formal allies.

Taiwan’s condition is not isolation. It is conditional presence.

President Lai Ching-te’s delayed visit to Eswatini should be read through that condition, not as a travel story. Eswatini is Taiwan’s last formal ally in Africa and one of only 12 states that still maintain diplomatic relations with Taipei. The visit mattered less because Eswatini can alter the balance across the Taiwan Strait, and more because formal recognition has become scarce enough that every remaining ally carries symbolic weight. When Taiwan accused Seychelles, Mauritius and Madagascar of denying overflight permissions under Chinese pressure, the issue was not simply airspace. It was whether Taiwan could move through the world as a political actor without Beijing’s consent.

China has narrowed Taiwan’s diplomatic map, but it has not reduced Taiwan’s strategic relevance. That gap defines Taiwan’s present global position. Beijing’s pressure works through recognition, but also through smaller acts of international discipline: which officials can travel, which names can be used, which forums can include Taiwanese representatives, which companies mark Taiwan separately, which countries host visits, which routes remain open. The aim is not only to isolate Taiwan. It is to make Taiwan’s external life conditional on Chinese approval. A flight path can therefore become a test of statehood. Sovereignty is usually discussed through territory, armies, constitutions and recognition. Taiwan’s case shows another layer: the ability to move. If a president cannot travel normally to a formal ally because third countries fear Chinese retaliation, then Taiwan’s diplomatic problem is not only the shrinking number of embassies. It is the conversion of ordinary international movement into a political negotiation.

Formal recognition still matters because it remains the hardest form of diplomatic presence. Eswatini’s value to Taiwan is not economic scale or military weight. Its value is that it continues to recognise Taiwan as a state when most of the world engages Taipei without saying so. In that sense, small allies carry a burden larger than their material power. They preserve the claim that Taiwan can still be treated as a sovereign actor by another sovereign actor. Yet recognition is no longer the only measure of Taiwan’s world. If it were, Taiwan would look close to disappearance. In practice, it remains deeply embedded. It is central to semiconductor supply chains, important to U.S. strategic planning, and increasingly present in democratic and parliamentary networks that stop short of formal recognition. The United States remains Taiwan’s most important security backer despite not recognising it as a sovereign state; European and Asian partners deepen trade, technology and political contact without crossing Beijing’s formal red lines.

Taiwan’s diplomacy has therefore moved into the space between legality and relevance. It cannot rely on recognition alone, so it builds presence through technology, investment, security cooperation, public health advocacy, legislative exchanges and democratic symbolism. That strategy gives Taiwan resilience, but not normalisation. Many states want access to Taiwan’s chips, goodwill and strategic value. Far fewer are willing to absorb the cost of treating it like a normal state.

China’s pressure on Taiwan also reveals a limit in Beijing’s own position. If Taiwan were merely a settled domestic question, so much effort would not be needed to block its movement, rename its participation or punish its partners. The work of constraining Taiwan shows that Taiwan continues to act internationally. Beijing is not managing absence. It is managing an inconvenient presence. The same logic appears in Taiwan’s exclusion from international bodies. Ahead of the World Health Assembly, China again said it would not allow Taiwan to participate, arguing that Beijing represents the island internationally. Taiwan rejects that claim and argues that China cannot speak for its 23 million people. The dispute is often presented as procedural, but it is not. Global health, aviation and trade forums decide how societies are seen, counted and represented. Exclusion is another way of making Taiwan’s presence conditional.

The risk for Taiwan is that visibility without normalisation can become a trap. The island may be too important to ignore, but still too costly for many states to recognise. It may be welcomed in supply chains but excluded from institutions. It may be defended rhetorically but constrained diplomatically. It may be treated as indispensable in crisis and inconvenient in routine politics. Taiwan’s world is therefore smaller than its reach. China has succeeded in narrowing the island’s formal diplomatic space. It has not succeeded in making Taiwan strategically irrelevant. The contest now lies in the space between those two facts: a democracy that moves through the world without full statehood, and a rising power determined to make even that movement feel temporary.

How the Iran War Is Shaking a Global Energy Giant

Qatar’s economy has been severely impacted by the Iran War, revealing the weaknesses of one of the richest countries in the world. Liquified natural gas (LNG), which Qatar exports to Asia and Europe for billions of euros across the Strait of Hormuz, is the foundation of its enormous wealth. The $600 billion sovereign wealth fund, luxury complexes, the 2022 World Cup, and extensive infrastructure projects were all made possible by gas earnings, which turned the nation from a tiny desert peninsula into a major international financial and tourism destination.

However, Qatar’s economic lifeline was essentially cut off when the Strait of Hormuz closed in February. Qatar’s primary gas hub, Ras Laffan, has stopped producing LNG as nearly no gas has been leaving the nation for more than two months. Key infrastructure was also damaged by Iranian drone and missile attacks, which resulted in a 17% reduction in manufacturing capacity. Even if the strait reopens soon, analysts caution that it might take years to return to prewar production levels.

Almost every economic sector has been negatively impacted by the crisis. Hotels, ports, and retail areas are still remarkably quiet, tourism has dropped, and foreign companies are moving their employees. Due to the fact that these industries mainly depend on views of regional stability, Qatar’s attempts to diversify beyond fossil fuels into banking, tourism, and international events have also suffered.

Qatar is utilizing its large financial reserves and government subsidies to sustain stability, manage inflation, and maintain public services in spite of the economic hardship. However, experts caution that a protracted conflict might put Qatar’s long-term economic model in jeopardy by increasing fiscal pressures and causing a migration of foreign workers and companies.

Drone Hits Near UAE Nuclear Facility

A drone strike caused a fire close to the Barakah Nuclear Power Plant in Abu Dhabi, United Arab Emirates, which authorities described as a “dangerous escalation.” Two of the three drones that entered UAE airspace from the western border were intercepted, while the third struck an electrical generator that was located just beyond the inner perimeter of the plant. Radiological safety was unaffected, and there were no injuries.

The foreign ministry of the United Arab Emirates denounced it as a “unacceptable act of aggression,” claiming that it is against international law and the UN Charter to strike civilian nuclear installations. The ministry of defense promised to take on any threats to the security of the country. Although the UAE has repeatedly accused Iran of targeting its energy infrastructure since regional unrest began in February, authorities have not formally identified the attack’s origin.

The IAEA, the UN’s nuclear inspector, stated that it was keeping a careful eye on the situation. Director General Rafael Grossi voiced “grave concern,” deemed military action endangering nuclear security “unacceptable,” and called for the utmost caution.

Three drones that had entered Saudi Arabia’s airspace from Iraq were also intercepted on Sunday, indicating a broader pattern of regional strikes.

The larger background dates back to February, when Iran started carrying out counterattacks throughout the area in response to attacks by the United States and Israel. The UAE disputes Iran’s accusation that Gulf nations, including the UAE, were complicit in those assaults.

Despite a cease-fire between the US and Iran in April, hostilities have occasionally persisted. The truce is on “massive life support,” according to President Trump, severely undermining hopes for long-term calm in the area.

The standard reading of Xi Jinping’s invocation of the Thucydides Trap at the Beijing summit on 14 May 2026 is that he was inviting the United States into a managed multipolar future. That reading is wrong. Xi was inviting the United States to accept a managed unipolar succession. The framing is friendly, the rhetoric is both/and, the language is multipolar. The architecture being built is not.

Two recent texts, read together, supply the brief. Sam Chetwin George’s analysis in Foreign Affairs describes the security architecture of a power preparing to fill the structural slot. The Chinese state-aligned essay positioning China as “indispensable global stabilising anchor” writes the legitimating doctrine. The first is the operations manual. The second is the prospectus. They describe one project: the construction of a successor unipole.

The Thucydides tell

Citing Thucydides is the first tell. Graham Allison’s framing — the rising power destined to clash with the established hegemon — is a story about unipolar transitions, not multipolar equilibria. Athens and Sparta did not negotiate a multipolar Mediterranean. They fought over which would hold the central position. By choosing this frame, Xi accepted the unipolar-succession terms of debate. The polite request — “can we transcend the trap?” — is not a request for shared leadership. It is a request that the incumbent accept managed displacement rather than fight to retain the slot.

There is a multipolar vocabulary Xi did not use. He did not speak of concert diplomacy. He did not invoke the 1945 settlement, with its assumption of multiple veto-holding poles. He did not cite the Bandung principles, which were the first articulation of non-aligned multipolarity. He cited Thucydides, which is what historians cite when they are writing about the end of one hegemon and the beginning of another.

The public goods doctrine

The state-aligned essay, published alongside the summit, is more revealing than the summit itself. Its core claim is that China has evolved from “a mere growth engine into an indispensable global stabilising anchor.” The vocabulary is hegemonic. Indispensability is the trait of a hegemon, not of a peer. Stabilisation is the public goods provision that hegemons perform — and which the academic literature on hegemonic stability has, for half a century, identified as the defining feature of unipolar systems.

The piece lists the goods. Supply-chain redundancy when others fail. High-purity helium when Qatar cuts back. Fertiliser to Southeast Asia and Africa. Solar manufacturing at 80 per cent global share. RMB settlement at 41 per cent of Middle Eastern oil trade. Panda Bonds at RMB 800 billion. Belt and Road land corridors handling the freight diverted from the Red Sea. The China-Europe Railway Express up 32 per cent year on year.

This is not multipolar contribution. It is unipolar substitution. A multipolar provider would offer one rail among several. China is offering the rail. The phrase “global public good” appears in the piece without irony. Public goods provision is what Charles Kindleberger’s hegemonic stability theory identifies as the function of the hegemon. The Chinese essay accepts the function and claims the title.

The dependencies celebrated in the piece share a structural property: network effects with single-pole gravitation. Eighty per cent of solar manufacturing is not a balance. It is dominance. RMB at second-most-used in Middle Eastern oil trade is not diversification. It is the early phase of currency-area succession. Belt and Road is not connectivity. It is the rail layer of a Chinese-centric global order, with terms set in Beijing.

The security architecture

Chetwin George supplies the second leg: the security architecture being readied to defend the position. Chen Yixin’s mobilisation order — “build an overseas security protection system across the entire chain” — is not a defensive crouch. It is the operational doctrine of a power that has accepted it can no longer free-ride on a security order it does not control.

The historical parallel Chetwin George draws is the right one. The Monroe Doctrine of 1823 was sold as anti-imperial. The Roosevelt Corollary of 1904 quietly transformed it into the operating system of an informal hemispheric empire. The mechanism is general. Interests require protection. Protection requires presence. Presence invites resistance. Resistance demands further protection. The American case became hemispheric, then global. The Chinese case is starting global, because the interests started global. Belt and Road’s geography means there is no domestic-only phase to retreat to.

Zheng Yongnian’s “Interventionism 2.0” reads as careful tactical doctrine — proxy force, extraterritorial law enforcement, bilateral cooperation as legitimating cover — but its strategic premise is unambiguous. The non-interference doctrine is being retired. It was always more propaganda than substance, as Chetwin George correctly notes. What is new is that Beijing is now willing to retire the propaganda too.

Jin Canrong’s “peace disease” framing is the cultural preparation. The argument that Chinese society’s aversion to conflict is a strategic vulnerability is not a fringe view. Xi himself coined the phrase in 2018. Rising powers, the argument runs, do not consolidate without demonstrating force. This is unipolar-succession doctrine in plain language. A power preparing for multipolar coexistence does not need to cure itself of pacifism. A power preparing to take a contested structural slot does.

Chen’s own December 2025 essay in Study Times, the Party’s leading theoretical journal, names the category directly. He calls “unipolar hegemony” — his words, in the official journal — “increasingly unsustainable.” The critique is aimed at Washington. The conceptual frame is unipolar. The vocabulary Chinese officials reach for to describe the ending system is the vocabulary their architecture is built to inherit.

What multipolarity is not

The conventional reading of Beijing’s rhetoric — that China wants a multipolar world — is consistent with what Beijing says and inconsistent with what Beijing builds. A multipolar world has multiple competing infrastructure stacks, multiple competing currencies, multiple competing security architectures, and no single power providing the public goods on which others depend.

What Beijing is constructing is the opposite. One dominant infrastructure stack (BRI, AIIB, RCEP, the China-Europe Railway). One ascending reserve currency (RMB internationalisation through trade settlement, swap lines, Panda Bonds). One increasingly forward-deployed security architecture (Djibouti, Cambodia, the Solomon Islands security agreement, the contested Tajik facility, the “across the entire chain” doctrine). One technology stack at the frontier (the indigenous semiconductor build, the DeepSeek-to-Huawei AI architecture, the dominance of clean-energy manufacturing).

Each is a unipolar instrument. None is multipolar. The rhetorical commitment to multipolarity is, in the precise sense, transitional courtesy. It is the polite face the rising unipole presents to the falling unipole while the succession is in progress. Once the succession is complete, the multipolar language can be retired. It was always a useful fiction for the climb.

The alliance test

The clearest measure of whether what is being constructed is multipolar or unipolar lies in the alliance architecture. Hegemons build alliance systems. Multipolar orders do not — or rather, they build several roughly equivalent systems that hedge against each other. The American postwar settlement built NATO, the US-Japan treaty, the US-Korea treaty, ANZUS, the Rio Treaty, the Manila Pact, Five Eyes intelligence integration. The structural feature was treaty-grade commitment from a single hub to multiple spokes, with the hub guaranteeing security against a defined threat. The system is asymmetric by design. The hub provides the guarantee. The spokes accept conditional sovereignty. The result is the operating system of a unipole.

The Chinese project is reproducing the pattern with substitutions. The Shanghai Cooperation Organisation is not a NATO equivalent — it carries no Article 5 commitment and the spokes are restive. BRICS+ is a coordination forum, not an alliance. But the structural features are present in altered form. Belt and Road creates infrastructural dependency. The yuan-settlement layer creates monetary dependency. The Huawei-led stack creates digital dependency. The “across the entire chain” architecture creates protection-provision dependency. Each is bilateral or quasi-bilateral. Each runs through Beijing. The spokes are different from the American case — economic rather than military — but the hub is the same and the asymmetry is the same.

What does not exist is a Beijing-led counter-alliance to the American treaty system. The conventional reading interprets this as evidence of Chinese multipolarity. The unipolar-succession reading interprets it as evidence that Beijing has read its predecessor’s history correctly. Treaty alliances are expensive. They commit the hub to deploy force on behalf of the spoke. The American case shows the cost: Vietnam, Iraq, Afghanistan, the open question of Taiwan. Beijing is building a hub-and-spoke system cheaper than the American one — economic indispensability without security commitment — but the topology is unipolar in both cases. The hub guarantees access, not war.

The test for the incumbent alliance system is whether it holds, fractures, or transitions. NATO has held through the Iran war but with audible strain — French and German calls for strategic autonomy have not stopped because Washington has been less reliable than promised. The US-Japan alliance has held, but Tokyo’s chip-equipment industry has lobbied openly against further alignment with Washington’s controls; the position is more conditional than allied rhetoric admits. Seoul has held, with growing internal debate. Australia has held, but its trade dependency on China makes the holding expensive. The Gulf states have not held in any meaningful sense — Riyadh and Abu Dhabi run parallel security and currency relationships with Beijing that would have been unthinkable in 1990. ASEAN has chosen non-alignment as a bloc position, which is a softer form of the same drift. Italy exited the BRI in 2023; the Czech Republic has cooled on Chinese digital infrastructure; but Hungary signed deeper. The pattern is not collective defection or collective loyalty. It is selective hedging by every American ally simultaneously, calibrated to each capital’s own threat environment.

Each individual hedge is sub-critical. The aggregate is corrosive. If unipolar succession requires the incumbent alliance system to weaken without an equivalent succeeding system being needed, the data so far is consistent with that requirement being met.

Succession is not assured

This is a thesis about intention, not about achievement. The argument that China is constructing a successor unipole does not entail that it will succeed.

Three forces work against the succession. The first is American coercive capacity. Dollar weaponisation, the chip chokepoint, the carrier presence, the alliance system itself: each remains substantial and each can be intensified. A determined incumbent can deny a substitute its diffusion window even if it cannot recover the curve. This is the coercion blind spot that no framework — neither hegemonic stability theory nor its Chinese counterparts — adequately models. The 2026 sanctions on Hengli Petrochemical and other Chinese refiners processing Iranian crude are the early form of this denial strategy. Beijing’s May 2026 instruction to its banks and firms to disregard them is the early form of the response. The contest over whether the rails will hold has started.

The second is the resistance built into the alliance hedge itself. The bilateral-dependency model has a structural vulnerability: each relationship can be revised by the partner without coordinating with others. The Australian federal government cancelled Victoria’s BRI deal in 2021. Italy exited in 2023. The Czech Republic cooled. Lithuania broke in 2021; the new Vilnius government is seeking partial reconciliation, but the deadlock holds. Each move is sub-critical on its own. Each demonstrates that the dependencies are not as locked-in as Beijing’s architecture assumes. If the incumbent alliance system does not collapse but rather adapts — European, Japanese, and Korean capitals finding new equilibria with both Washington and Beijing — the unipolar succession becomes blocked by hedging in the middle, not contest at the top. A successor unipole requires not just incumbent decline but a critical mass of partners accepting the new hub. The numbers are not yet there and the trend is not monotonic.

The third is the strain of empire itself. Chetwin George’s closing line — that China may discover its global interests tighten into a snare of its own making — is the right historical caution. The mechanism that turned the Monroe Doctrine into Vietnam and Iraq is the same mechanism Beijing is now entering. Interests, presence, resistance, escalation. The Chinese system has structural advantages the American system lacked — patience, internal discipline, longer horizons — but the mechanism is mechanical and the system has not yet been tested by serious overseas reverses. Djibouti and Cambodia are easy cases. The first hard one will be revealing.

The right name

What is happening in Beijing this week is not a thaw. It is not a great-power summit between equals managing a rivalry. It is a coronation rehearsal in which the outgoing unipole is shown the choreography of its own succession, asked to participate gracefully, and offered the dignity of continued commercial access in exchange.

Xi’s invocation of the Thucydides Trap is the cleanest available signal of what is being attempted. The trap is between hegemons. The transcendence on offer is managed inheritance. The audience for the message is not Donald Trump, who did not appear to register it. The audience is the alliance capitals — Berlin, Tokyo, Seoul, Canberra, Riyadh, Abu Dhabi, Jakarta — watching for which pole will hold the structural position over the next thirty years. The substitution they are being asked to consider is not from American security to Chinese security. It is from American dependency to Chinese dependency, with the security question deferred.

The right name for China’s project is not multipolar revisionism. It is unipolar succession. Can it be China’s world, we don’t know yet?

The Spiral at the Centre

Context

On April 13, Indonesia staged an act of diplomatic simultaneity that deserves to be studied as statecraft. At the Pentagon, Defence Minister Sjafrie Sjamsoeddin signed the Major Defense Cooperation Partnership with US Secretary of War Pete Hegseth. At the Kremlin, at the same hour, President Prabowo Subianto sat down with Vladimir Putin for what was reported as a five-hour working session. The synchronisation was not a scheduling accident. Asia Times, which broke the analysis, called it “a deliberate expression of Indonesia’s multi-alignment doctrine.” The Moscow meeting had a specific purpose: securing Russian crude oil at an estimated $59 a barrel, a discount made urgent by the Strait of Hormuz closure that had sent global energy prices into a second spike since February.

That single day tells you everything about what Prabowo’s Indonesia is trying to do — and everything about why it might not work.

The four-sided game

Indonesia under Prabowo has abandoned the language of non-alignment without quite admitting it. The old doctrine, known as bebas-aktif — free and active — prohibited close alignment with any great power. Prabowo has reframed it. In a speech to thousands of governors and mayors, he argued, according to the Lowy Institute’s account, that “if we want to be truly non-bloc, if we want to befriend everyone, that means we are on our own. If we are threatened or attacked, nobody is going to help us.” The implication is plain: non-alignment is a luxury Indonesia can no longer afford. What it can afford, in Prabowo’s calculation, is multi-alignment — simultaneous engagement with every major power, commitment to none.

The results of this strategy are already visible. With the United States: the MDCP grants Indonesia access to subsurface technology, autonomous systems, and advanced asymmetric capabilities that Asia Times notes are “privileges typically reserved for America’s closest treaty allies.” A reciprocal trade agreement signed on 19 February cut US tariffs on Indonesian goods from 32 per cent to 19 per cent, according to East Asia Forum. With China: a 2+2 foreign and defence ministers’ dialogue was inaugurated in April 2025. Indonesia purchased 42 Chinese-made J-10 fighter jets in October 2025, according to Brookings. An integrated EV battery manufacturing centre was opened with Chinese partners. With Russia: discounted oil at $59 during the Hormuz crisis. With Japan and South Korea: working visits at the end of March yielded 575 trillion rupiah ($33 billion) in investment commitments, providing what Asia Times called “the fiscal space to finance procurement of advanced defence hardware compatible with Western technological ecosystems.” Indonesia also joined BRICS, participated in Trump’s Board of Peace initiative on Gaza, and signed up for the potential deployment of up to 8,000 peacekeepers to the International Stabilisation Force.

No other middle power maintains active engagement of this intensity across so many contradictory partnerships simultaneously.

The fracture lines

The strategy’s vulnerability sits in the fine print. Article 5.1 of the February trade agreement with Washington requires Indonesia, as Asialink documented, to “adopt a measure with an equivalent restrictive effect as the measure adopted by the US towards third countries that could harm US economic or national security.” In practice, that means mirroring US restrictions on China. Asialink’s assessment is blunt: the clause “seriously undermines Indonesia’s ‘free and active’ foreign policy principle” and, on some readings, “effectively makes it a US ally.” That the same government that signed this clause also purchased 42 Chinese fighters and opened a joint EV battery facility with Chinese capital is not a contradiction Prabowo fails to see. It is the contradiction on which the entire strategy rests.

A second friction has emerged within the MDCP itself. A classified Pentagon document, reported by Asia Times, titled “Operationalizing US Overflight,” sought blanket military transit rights through Indonesian airspace. Indonesia’s Foreign Ministry voiced concerns about an “alliance trap.” The Defence Ministry maintained that airspace permissions are granted case by case. The Defence Post’s assessment captures the structural tension: the MDCP is “cooperation designed to stop short of integration.” That is the boundary the strategy depends on — close enough to access technology, distant enough to avoid obligation. Whether the boundary can be maintained under operational pressure is untested.

The South China Sea compounds the problem. Indonesia’s Foreign Minister Sugiono signed a controversial joint statement with China during an early visit to Beijing that, according to the Lowy Institute, “tacitly acknowledged Beijing’s maritime territorial claim in the South China Sea.” Yet China’s assertiveness in the North Natuna Sea — where Indonesian sovereignty is directly at stake — continues. The MDCP’s emphasis on underwater sensor networks and maritime domain awareness is aimed squarely at this threat. Indonesia is buying the tools to resist Chinese pressure from the United States while buying the fighters to equip its air force from China. Both transactions are rational in isolation. Together, they produce a strategic architecture that works only as long as neither side forces a choice.

The Chaos Map

The Chaos Map framework — which plots actors between order and chaos (vertical) and relational and conceptual pattern-making (horizontal) — places Indonesia at the exact centre of the grid. That position is not a default. It is the spatial expression of a strategy designed to maintain connections to all four quadrants without settling in any one.

Indonesia’s motion type is spiral, not arrow. Arrow-motion states build toward defined endpoints: the United States constructs alliance architecture, China builds infrastructure networks, Japan is pivoting to defence exports. Indonesia spirals — it moves toward whichever partner offers the most for the immediate need, engages intensely, then rotates to the next. The spiral is visible in the April 13 choreography: Pentagon in the morning, Kremlin in the afternoon. It is visible in the February sequence: US trade deal one week, BRICS membership the next. The pattern is not incoherence. It is the spiral’s operating logic: never commit to an endpoint, always keep the next partner in play.

The green lines radiating from Indonesia’s centre position trace the multi-alignment architecture. Each connects to a different quadrant: the MDCP and downstream industrialisation programme (known as hilirisasi) in conceptual order; China’s 2+2 dialogue and J-10 deal in relational space; Russia’s discounted oil and BRICS in the third-vector cluster; Japan and South Korea’s $33 billion in the economic build. The structural risk sits in the upper half of the map — conceptual chaos — where Article 5.1, the overflight dispute, and the North Natuna friction all represent commitments that contradict other commitments.

The ASEAN cost

The strategy has a price, and the price is institutional. Brookings notes that Prabowo “is unlikely to invest significant political capital in ASEAN.” The organisation’s inability to resolve the Myanmar crisis or produce a binding South China Sea code of conduct has reinforced what Brookings calls “perceptions of institutional paralysis.” Prabowo has chosen bilateral great-power engagement over multilateral institution-building. That is a structural choice with consequences. ASEAN was the framework that gave Indonesia’s non-alignment institutional legitimacy — it was the system within which Indonesia’s refusal to align was a principle, not a convenience. Without it, multi-alignment looks less like strategic autonomy and more like what Asialink calls the risk of becoming “a pawn, not a peer” of the great powers.

Forecast

Indonesia’s spiral grand strategy is the most consequential middle-power experiment of this decade. Its success or failure will determine whether multi-alignment is a viable posture in a multipolar order or whether it is a transitional state that collapses into forced alignment under pressure.

Three things determine the outcome. First, whether Indonesia converts the spiral into institutional nodes — downstream manufacturing capacity, defence maintenance and repair capability, CPTPP membership (which Asialink identifies as a concrete pathway to a “third path” alongside the EU) — that persist regardless of which great power applies pressure. Spiral motion produces flexibility but not infrastructure. Relationships can be withdrawn. Factories cannot.

Second, whether Article 5.1 is ever invoked. If Washington demands that Indonesia restrict a specific Chinese import or technology partner, the clause forces exactly the binary choice the entire strategy is designed to avoid. The clause is dormant. Its activation would be the structural test.

Third, whether a North Natuna incident occurs during a period of US distraction. The MDCP grants Indonesia the technology to monitor Chinese activity. It does not guarantee US intervention if that activity escalates. Indonesia is building the sensors to see the threat. Whether anyone answers the alarm depends on a carrier rotation schedule that, as the Iran war demonstrated, is a scheduling problem with no guaranteed solution.

The spiral works as long as no partner forces a binary. The map shows an architecture of extraordinary breadth — connections to every quadrant, engagement with every power. What the map also shows is that the architecture is built on relationships, not on concrete. Prabowo’s wager is that the rotation can continue indefinitely, that no partner will force a choice, and that the spiral will accumulate enough institutional mass to survive the moment when one does. It is the boldest bet in Asian statecraft. Whether it pays depends on whether the world gives Indonesia the time the spiral requires.

The Cost Curve and Asymmetry of Drone Warfare

The strike on Sayed Jamaluddin Afghani University in Kunar is useful because it shows how drone-enabled force operates in fragile border conflicts. Students described shattered windows, broken electricity and an attempt to leave classrooms one by one to avoid a stampede. Witnesses attributed the attack to a military drone. The accused state denied responsibility and insisted its targeting remained precise and intelligence-based.

Drone warfare sits inside this ambiguity. It allows force to be used across contested terrain without the visible signal of conventional mobilisation. A strike can be framed as counterterrorism, precision targeting or border management, even when its effect exceeds the declared target: schools stop functioning, homes are damaged, and civilian life is pulled into military pressure. Drones did not invent civilian harm. They have made certain forms of coercion easier to repeat, sustain and deny. The technology matters because it has created a cost-cycle asymmetry: cheap aerial systems can be produced, modified and expended faster than expensive defence systems can be procured, integrated and replenished. This is both a price imbalance and a time imbalance. One side generates pressure quickly; the other answers through slower, costlier systems.

The numbers clarify the logic. Armed FPV drones can cost roughly $400 to $1,000. Weaponised commercial quadcopters sit around $1,000 to $3,000. Shahed or Geran-2 one-way attack drones sit around $20,000 to $50,000. Many traditional interceptors cost hundreds of thousands or millions of dollars. Any architecture dependent on a multi-million-dollar interceptor to defeat a $30,000 platform is, over time, mathematically defeated.

The question is not simply whether a drone can be shot down. It is whether it can be shot down at a sustainable cost. If the attacker generates cheap pressure repeatedly while the defender answers expensively, the attacker gains even when individual drones fail. A drone’s value lies not only in impact, but in the reaction it forces sensors activated, interceptors spent, crews exhausted, batteries relocated.

Older measures of power struggle here. Tanks, aircraft, missile batteries and troop numbers still matter, but they no longer settle endurance. A military built around expensive, slow-replenishment platforms is vulnerable if it faces an adversary able to produce cheap aerial threats faster than they can be intercepted or replaced. The contest is increasingly between procurement cycles and production cycles. Ukraine has made this visible by compressing innovation time. Fibre-optic FPV drones spool a thin glass fibre from the airframe to the operator, emit no radio signal and do not depend on GPS. Radio-frequency detection becomes ineffective. Jamming and spoofing do not work. A defensive system built around yesterday’s assumptions can become insufficient because the threat has changed category.

Domestic innovation therefore becomes a strategic capability. A state that imports finished systems may possess high-end equipment, but not adaptation. It waits on contracts, export permissions, delivery schedules and vendor upgrades. A state with domestic design, testing, software, optics, batteries, small manufacturing and operator feedback loops can shorten the distance between observation and response. In drone warfare, that timeline is itself power.

Air defence must be rebuilt around the same logic. It cannot remain a prestige purchase or a single-platform solution. Radar can miss what does not present cleanly. Radio-frequency detection fails against drones that do not emit. GPS jamming fails against drones that do not need satellite navigation. Expensive interceptors may succeed tactically while failing economically. Serious counter-drone defence must become layered: different sensors, different effectors, and command software able to decide which response is adequate at which cost. The outer layer filters and detects. The middle layer uses kinetic interceptors. The inner layer relies on acoustic detection, visual AI, automated turrets, lasers and high-power microwave systems. The system works when it sees, classifies, assigns and defeats the target without wasting the most expensive response on the cheapest threat.

Detection is the hard bottleneck. Small drones are low, slow, numerous and difficult to distinguish from birds, clutter or friendly systems. Once drones become fibre-optic, autonomous or GPS-independent, the easiest forms of detection and disruption weaken. AI matters because it can fuse acoustic, visual, radar and radio-frequency inputs into a track fast enough to close the kill chain. For Indian strategic thinking, the implication is direct. Security cannot be measured only by inherited inventories or imported high-end platforms. Those remain necessary, but not sufficient if the most frequent threat is cheap, numerous and rapidly modified. The harder questions are industrial and architectural: can drones be produced at scale, can critical infrastructure be defended against saturation, can air-defence layers be integrated, and can doctrine change as quickly as the threat?

The Afghanistan-Pakistan frontier shows the political use of drone-enabled coercion. Ukraine shows the speed of battlefield adaptation. The counter-drone problem shows the cost of defending badly. Together, they point to a clear conclusion: military power is moving from possession alone to replenishment, integration and adaptation. The state that matters will not simply be the one with the largest arsenal. It will be the one that can keep changing the arsenal while the conflict is still being fought.

Two Chinas on One Map

The Trump-Xi summit scheduled for mid-May will produce handshakes, communiqués, and the usual theatre of great-power civility. Beneath it, the structural signals point in a different direction. The South China Morning Post reported on 7 May that beneath the surface of the summit, major trade conflict is building, and that Beijing has “quietly and methodically amassed increasingly effective tools” to counter what it sees as Washington’s heavy-handedness. In March, the US Trade Representative launched two new Section 301 investigations into Chinese excess capacity and forced labour, to which China retaliated with investigations of its own targeting US measures on green products and supply chains. The tariff truce — extended in November 2025 to run through November 2026, with bilateral tariffs reduced to 10 per cent from the April 2025 peak of 125 per cent — holds on paper. The investigatory machinery being assembled beneath it is designed to produce the legal basis for reimposing tariffs the moment the truce expires or the political calculus shifts.

Can the US and China coexist? The question is wrong. They already coexist. The question is whether the coexistence is stable or whether it is a truce in which both sides are building the instruments to escalate. The signals from the past thirty days say the latter. The Section 301 probes are not diplomatic noise. They are the statutory mechanism through which new tariffs become legally available after the Supreme Court struck down one of Trump’s key tariff tools in February. China’s counter-probes mirror the structure exactly. The symmetry is not accidental. It is the architecture of managed escalation: each side builds the legal basis for the next round while maintaining the fiction of negotiation.

The debt that builds nothing

The second China — the one the summit will not discuss — sits on the right side of the map in conceptual chaos. The IMF’s 2026 Article IV report identifies LGFV debt as the primary source of financial vulnerability, noting that nearly one-third of local government financing vehicles are technically insolvent and survive only through constant refinancing. The estimated scale of hidden local debt ranges from $7 trillion to $11 trillion, against a total non-financial sector debt-to-GDP ratio that reached 290.6 per cent by the end of 2024.

Guizhou became the first Chinese province to seek central government assistance after revelations of local debt totalling trillions of yuan. In 2025, Guiyang, the provincial capital, allocated 12.19 per cent of its land-sale revenues to interest payments alone — nearly $545.7 million per year, up 9.35 per cent from 2024. Among the highest-risk provinces are Guizhou, Inner Mongolia, Ningxia, Liaoning, and Qinghai. Beijing’s response — a ¥10 trillion restructuring programme that refinances hidden LGFV bonds into lower-interest provincial bonds — has been characterised by the Atlantic Council as “extend and pretend”: the central government has chosen to put off its day of reckoning.

Can provinces this indebted really compete with the world? The honest answer is: some can, some cannot, and the divergence is the signal. Beijing, Shanghai, and Guangdong have LGFV bond yields around 2–3 per cent and access to state-backed financing. Guizhou’s LGFV yields run at 7.5 per cent. The gap is not incremental. It is structural. China’s technology-sovereignty build — SMIC, DeepSeek, Huawei — is concentrated in the coastal provinces with clean balance sheets. The inland provinces that built infrastructure on debt during the boom years are now paying interest on assets that produce no return: empty parks, rural highways, unfinished museums that do not generate the cash needed to service high-interest bank loans.

Reading the Chaos Map

China’s growth is the resultant of two opposing forces: the tech build pulling toward conceptual order and the debt spiral pulling toward conceptual chaos. The two Chinas share a GDP number but not a trajectory. Whether the number holds depends on which force is stronger — the arrow or the spiral.

The month-ahead read

The two Chinas are real. One builds chips and reefs and frontier AI models. The other pays interest on empty roads in Guizhou. The question is not whether they can coexist with America. It is whether they can coexist with each other.

Beijing Sentences Two Former Defence Ministers in Corruption Crackdown

Two former Chinese defence ministers, Wei Fenghe and Li Shangfu, have received suspended death sentences after being convicted of corruption, according to China’s state news agency Xinhua. A military court found Wei guilty of accepting bribes, while Li was convicted of both taking and offering bribes. Both were sentenced to death with a two-year reprieve, after which the punishment will be commuted to life imprisonment without parole. They were also stripped of political rights for life and had all personal property confiscated.

Since Chinese President Xi Jinping began his extensive anti-corruption campaign in 2012, the decision represents one of the heaviest penalties meted out to senior military officers. Wei held the position from 2018 until 2023, while Li temporarily served as defense minister in 2023 before being ousted following an unexplained two-month departure.

Chinese authorities accused both men of causing significant damage to the military’s political environment. Wei was uniquely portrayed as having “lost his chastity” to the Communist Party, a word that frequently implies betrayal or hostility to the government. Meanwhile, Li has been accused of fraudulent actions in the military equipment sector.

Their downfall is part of a broader purge within China’s military leadership, with several top generals and Central Military Commission officials investigated in recent years as Xi tightens control over the People’s Liberation Army.

Bangladesh Signals It Won’t Wait for India on Teesta

Bangladesh has already indicated that it cannot stand for waiting indefinitely for a Teesta River water-sharing agreement with India and that it is ready to strengthen its cooperation with China on river restoration and infrastructure projects. Dhaka “cannot just sit idle” while India is still grappling inside with deep-seated political disagreements over this issue,” said Bangladesh Foreign Minister Khalilur Rahman ahead of visit to Beijing.

The Teesta dispute has been unresolved for more than 40 years after several negotiations. A temporary settlement was given in 1983, but a formal treaty was repeatedly unsuccessful. In 2011, former Indian prime minister Manmohan Singh was set to seal an interim deal with Bangladesh, leading to an unsuccessful deal that was put on hold by the then chief minister, Mamata Banerjee, who believed the river was too small to keep a share. China’s role in the Teesta region has continually expanded since 2016.

Beijing sponsored technical studies and ultimately submitted a $1 billion or so restoration and management scheme, which included embankments, dredging, flood protection and water storage systems. Bangladesh has made a new deal with Beijing, and the government said it will fast-track the Chinese initiative because its government, described as “an extremely important friend” (Zhang, China). Major strategic implications flow from the dispute. Bangladesh charges India with diverting the dry-season stream through Gazaldoba Barrage, which could affect irrigation in northern districts relying heavily on Teesta. And both India and Bangladesh continue to be wary of China’s increasing upstream hydropower ambitions in Tibet, creating a broader geopolitical dimension to the river dispute.

Every major power in Asia knows how to respect ASEAN. They attend its summits, sit through its forums, endorse its centrality, and fold Southeast Asia into their preferred Indo-Pacific lexicon. Washington does it. Beijing does it. Tokyo, Delhi, Canberra, Seoul and Brussels do it too. ASEAN remains the region’s diplomatic common room: a place where rival powers can appear together without conceding too much to one another, and where smaller states are not forced to face giants alone. The difficulty begins after the communiqués. China continues to press maritime claims in the South China Sea. The United States and China are reorganising technology, trade and supply chains around strategic competition. Myanmar’s civil war continues despite years of ASEAN statements and consensus language. Critical minerals, semiconductors, data governance, port infrastructure, energy corridors and maritime security are increasingly shaped by smaller coalitions, bilateral pressure and great-power industrial policy rather than by ASEAN acting as a bloc.

ASEAN is still relevant. Asia cannot do without it, but its leverage is declining. The real question is why this scale does not become leverage. Why does a region with such economic weight, such strategic geography and such diplomatic visibility still struggle to bargain collectively with superpowers? Why is ASEAN everywhere in Asia’s diplomatic architecture, yet less present where hard decisions are made?

Relevance and leverage are not the same thing. ASEAN remains relevant because it gives Southeast Asia a diplomatic floor. It allows politically different states to sit together. It gives smaller countries cover against facing superpowers alone. It provides external powers with a common regional platform. Without ASEAN, Southeast Asia would not have become more unified. It would become more exposed. Leverage means something harder: the ability to impose costs, coordinate pressure, and shape the choices of others. On that measure, ASEAN is failing. Its economic scale is real, but its political command is thin. Its centrality is still invoked, but increasingly as ritual. The danger is not that ASEAN disappears. The danger is that it becomes ceremonial: respected in statements, honoured at summits, and bypassed when decisions matter.

The scale makes this more striking. ASEAN’s total goods trade reached about $3.8 trillion in 2024, with exports of $1.95 trillion and imports of $1.89 trillion. China alone accounted for $772.4 billion in two-way merchandise trade with ASEAN in 2024, around a fifth of the bloc’s total goods trade. Foreign direct investment remains large too: the ASEAN Investment Report 2025 recorded $226 billion in FDI inflows to ASEAN in 2024, even as global flows declined. Southeast Asia is not peripheral. It is embedded in the operating system of global capitalism.

Yet economic size has not become bargaining power. ASEAN attracts investment, hosts summits and issues statements. It does not reliably force superpowers to adjust course. The reason is not simply timidity. It is structured. ASEAN’s scale is aggregated; its sovereignty is not. The bloc has a large collective economy, but it lacks a single external tariff, a unified sanctions mechanism, a supranational regulator, or a central executive capable of imposing a common position. ASEAN has size. It does not have enough organised authority. That weakness is built into the bargain that made ASEAN possible. The organisation was not designed to be a regional superpower. It was designed to prevent Southeast Asia from being broken by superpowers. Its founding logic was restraint: keep fragile, postcolonial and politically diverse states in conversation; reduce the risk of interstate conflict; protect sovereignty; and create a diplomatic habit strong enough to survive external pressure. That bargain worked. Southeast Asia did not collapse into permanent interstate conflict. Rival governments learned to sit together. External powers learned that they had to engage ASEAN-led spaces if they wanted regional legitimacy.

ASEAN’s relevance lies in what Asia would look like without it. If ASEAN is not seen as part of the regional architecture, then Southeast Asia becomes easier to divide. Smaller states would face China and the United States more bilaterally, without the diplomatic cover of a regional platform. Middle powers would compete through narrower coalitions without a common Southeast Asian floor. Great powers would find it easier to split the region through infrastructure, defence access, technology standards and trade incentives. ASEAN matters because it makes fragmentation harder. Its value is defensive rather than coercive. ASEAN does not command Asia, but it slows the speed at which Asia fractures. It gives Southeast Asian states a shared vocabulary- centrality, neutrality, consensus, non-alignment, openness- through which they can resist being forced into someone else’s bloc. That vocabulary is not always enough, but it is not meaningless. In a region where almost every country wants Chinese markets, American technology, Japanese capital, Indian engagement and European access in different proportions, ASEAN creates political space for not choosing too quickly.

ASEAN-led forums still matter for that reason. The East Asia Summit, the ASEAN Regional Forum and the ASEAN Defence Ministers’ Meeting Plus do not settle the region’s hardest disputes. But they keep rivals inside a common diplomatic theatre. The ASEAN Outlook on the Indo-Pacific makes this logic explicit: ASEAN-led mechanisms are meant to preserve dialogue, cooperation and inclusivity in a region increasingly pulled toward competition. That is not empty symbolism. In a period of hardening great-power rivalry, even the existence of a shared room matters.

The cost of this model is now unavoidable. The same principles that hold ASEAN together also prevent it from acting with force. The ASEAN Charter commits the organisation to sovereignty, equality, territorial integrity, non-interference, consultation, consensus and unity in diversity. These principles allow monarchies, one-party states, electoral democracies, military-dominated systems, city-states, archipelagic giants, poorer mainland economies and advanced trading hubs to sit under one roof without fearing domination by one another. They are ASEAN’s operating system. ASEAN’s great virtue is that it is non-threatening to its own members. Its great failure is that it is rarely threatening to anyone else.

The European Union comparison enters here for a reason. The EU shows how economic scale can become external leverage when backed by pooled sovereignty. Brussels can turn market access into regulatory power because it has common rules, legal authority and institutions that can enforce them. ASEAN deliberately avoided that path. Its members wanted cooperation without surrendering autonomy. For postcolonial states shaped by intervention, insurgency, regime insecurity and suspicion of neighbours, sovereignty is not an inconvenience. It is the prize. The comparison, therefore, clarifies the problem without offering a model ASEAN can simply copy. Europe’s postwar project was built around binding former continental rivals into a shared legal-economic order. ASEAN was built to keep newly independent and vulnerable states from being overwhelmed by one another or by external powers. The EU’s answer was legal integration. ASEAN’s answer was diplomatic restraint. One produces regulatory power. The other produces survival. Survival matters. But survival is no longer enough.

The world around ASEAN has changed faster than ASEAN’s operating system. The older regional model worked when Southeast Asian states could take Chinese trade, American security, Japanese investment, Indian engagement and European markets without choosing too sharply among them. That space is narrowing. U.S.-China rivalry now runs through semiconductors, critical minerals, export controls, data governance, green technology, artificial intelligence, ports, undersea cables and industrial policy. Economics itself has become security. Ambiguity is harder to sustain when pressure enters infrastructure. A country may say it does not want to choose, but supply chains choose through regulation. Ports choose through financing. Telecom networks choose through standards. Militaries choose through interoperability. Energy systems are chosen through infrastructure. ASEAN’s language of neutrality still matters, but neutrality without capacity becomes passivity.

The bloc’s weakness is not only institutional. It is distributive. ASEAN members are not exposed to superpowers in the same way. Vietnam and the Philippines face China through maritime pressure in ways Laos and Cambodia do not. Singapore’s role as a financial and logistics hub produces a different calculation from Indonesia’s archipelagic scale. Thailand’s constraints are not Malaysia’s. Myanmar’s isolation creates its own incentives. Some states fear Chinese coercion. Others fear losing Chinese capital. Some want a stronger U.S. security presence. Others fear being dragged into containment. Most want Chinese markets, American technology, Japanese capital, Indian engagement and European access at once.

That is not sophisticated neutrality. It is an asymmetric dependence.

A real bargaining bloc can say: if you move against one of us, we will respond together. ASEAN cannot say that with credibility. A Chinese manoeuvre near Philippine waters is not felt in Vientiane the way it is felt in Manila. A U.S. technology restriction may hurt one ASEAN member and help another attract diverted investment. A tariff shock does not land evenly across the region. Without shared exposure, there is no shared threat. Without shared threat, there is no shared leverage.

The South China Sea makes the external limit visible. ASEAN has spent years keeping alive a diplomatic process with China around a Code of Conduct, while repeatedly calling for restraint and respect for international law. It calls for restraint, international law and peaceful resolution. The language is correct. The pressure is weak. Beijing benefits from dealing bilaterally with claimants, where its power advantage is greater. ASEAN members disagree over how far to push. When leaders again called for an early South China Sea code in accordance with international law, the statement showed the bloc’s strength and weakness at once: it kept the issue on the table, but it did not change the balance at sea. The process survives. The behaviour continues.

Myanmar is the internal version of the same failure. After the 2021 coup, ASEAN produced the Five-Point Consensus, calling for an end to violence, dialogue among all parties, humanitarian assistance and a special envoy. The framework gave ASEAN a language of response. It did not give ASEAN the power to make the junta comply. Years later, ASEAN is still reviewing the implementation of the same consensus. The 2025 leaders’ review kept the Five-Point Consensus at the centre of the bloc’s approach, which only underlined the problem: ASEAN remains engaged, but engagement has not become control.

These are not abstract institutional failures. They have human consequences. In Myanmar, civilians live in a war that ASEAN cannot stop. In the South China Sea, fishers and coastal communities live with contested waters and coercive patrols while diplomacy moves slowly above them. Across the region, workers depend on supply chains increasingly shaped by U.S.-China rivalry, export controls and industrial policy far beyond their control. When regional architecture fails, failure becomes ordinary life: unsafe seas, unstable prices, closed factories, displaced families and the quiet knowledge that the institution meant to manage the region can only urge, reaffirm and review.

ASEAN is strongest when the task is to keep everyone talking. It is weakest when the task is to make someone stop. That sentence settles the relevance debate. ASEAN still matters because talking matters. In a region this diverse, keeping all states inside one diplomatic frame is valuable. Without ASEAN, Southeast Asia would face superpower pressure more nakedly and more bilaterally. Smaller states would lose coverage. Middle powers would build harder coalitions without a common regional floor. China and the United States would find it easier to divide the region into clients, partners and holdouts.

Asia now needs instruments, not just forums. It needs supply-chain coordination, common digital rules, energy resilience, maritime awareness, food security mechanisms, infrastructure standards and a collective position on economic coercion. ASEAN centrality gives Southeast Asia a diplomatic language. It does not yet provide enough strategic capacity. Asia is already responding. It is building around ASEAN. The future regional order is becoming layered. ASEAN remains the broad diplomatic floor: inclusive, legitimate, region-wide. Above that floor, narrower and faster arrangements are multiplying: the Quad, AUKUS, U.S.-Japan-Philippines cooperation, supply-chain initiatives, semiconductor partnerships, critical-mineral arrangements, digital economy agreements, maritime-domain awareness networks and energy-security partnerships. These arrangements do not have ASEAN’s region-wide legitimacy, but they move because they do not require consensus among all Southeast Asian states.

It does not abolish ASEAN. It stops pretending ASEAN can do everything. ASEAN provides legitimacy and inclusivity. Other coalitions provide speed and capability. Bilateral alliances provide deterrence. Issue-based groups provide standards, financing, technology cooperation and supply-chain resilience. Middle powers provide connective tissue. The question is whether this layered order strengthens ASEAN or sidelines it. If this grows around ASEAN while respecting its regional role, Asia can gain both stability and capability. If it grows over ASEAN, bypassing it entirely, ASEAN becomes ceremonial: honoured at summits, invoked in statements, but absent from the places where consequential decisions are made. That is the real danger. ASEAN will not disappear. It will be politely sidelined.

ASEAN’s leaders know the danger. The ASEAN Community Vision 2045 calls for stronger institutional capacity, more decisive and timely mechanisms and a strengthened ASEAN Secretariat. The 2025 economic integration agenda aims to harmonise trade standards, deepen financial integration, improve mobility, strengthen supply chains, support energy security and enhance transport connectivity. These goals matter because they recognise the central truth: scale must be organised before it becomes power.

Neutrality also needs a harder edge. Active hedging is not waiting. A passive hedge waits for superpowers to define choices. An active hedge builds internal capacity, so choices remain open. If ASEAN wants to avoid choosing between Washington and Beijing, it must become harder for either to divide. That means deeper intra-ASEAN trade, compatible digital rules, stronger regional infrastructure, energy coordination and a clearer collective stance against economic coercion. Economic scale can become leverage, but not by declaration. ASEAN will not become a sanctions machine or a military bloc. It will not bargain like a superpower next year. But it can become harder to bypass. Superpowers listen not only to size. They listen to coherence. ASEAN has size. It lacks enough coherence.

Timor-Leste’s accession reinforces ASEAN’s relevance while also sharpening the question of capacity. States do not struggle for years to join institutions that no longer matter. But a larger ASEAN also makes coordination harder. More inclusion does not automatically mean more power.

It is relevant because Asia still needs a diplomatic floor that includes all of Southeast Asia. Smaller states need coverage. Great powers need a place to meet. The region needs a mechanism for ambiguity. Without ASEAN, Southeast Asia would be more exposed, more divided and more vulnerable to bilateral pressure. It is failing because it cannot convert economic scale into strategic leverage. Its limitations are not accidental. They are built into the same sovereignty-preserving design that keeps it alive. ASEAN was made to manage pressure, not impose it. That was enough for an earlier Asia. It is not for the Asia emerging now.

The Himalayan Knowledge Gap

Ni Feng is not a household name outside Chinese academic circles, and his latest paper in the Journal of the University of the Chinese Academy of Social Sciences will not be excerpted on cable news. That is part of his point. China’s America experts, he argues, are not producing work that matters. They follow research agendas set in Washington. They describe rather than diagnose. They cannot translate what they know into policy. They do not understand the internal fractures — racial, fiscal, populist, institutional — that are remaking the United States from the inside. And the system that produces them (siloed departments, no movement between academia and government, no mechanism for converting research into strategic advice) ensures the failures reproduce themselves.

The argument is unusual not because it is harsh but because of where it is published. CASS is not a dissident institution. It is the party-state’s premier research body. A paper in its house journal calling the national America-knowledge infrastructure inadequate has been cleared at a level that makes it more than one professor’s frustration. It is a signal that Beijing considers its own analytical capacity insufficient for the competition it is in. That self-diagnosis deserves attention — not because China’s problems are our problems, but because India’s version of the same failure is worse, less diagnosed, and further from correction.

Start with what Ni actually identifies. His complaint is not that Chinese scholars lack data on the United States. It is that they lack an autonomous framework for interpreting it. Since the reform era, Chinese America-watchers have operated as translators: they read American sources, attend American conferences, publish in formats legible to American peer review, and report back to Beijing what Washington thinks about itself. That was useful when the relationship was cooperative. It is useless when the relationship is adversarial. You cannot understand a competitor’s structural vulnerabilities using the competitor’s own analytical categories, because those categories are designed to make the vulnerabilities invisible. (No American political scientist publishes a paper titled “The Structural Unsustainability of the American Fiscal Model.” They publish papers about “debt sustainability challenges” — the same content, stripped of strategic implication.) Ni is calling for a framework that starts with Chinese questions, not American ones.

Now transpose the diagnosis to India.

Indian China studies is in a worse position than Chinese America studies, and for deeper reasons. China has at least built the volume: 450 regional studies centres, 20,000 faculty, CASS, Peking University’s School of International Studies, Fudan, Tsinghua’s Institute of International Relations. The analytical output may be derivative — that is Ni’s complaint — but the institutional infrastructure exists. India has almost nothing comparable. There is no major Indian university with a dedicated China studies department that combines language training, political economy, strategic analysis, and field research into a single programme. The handful of scholars who do serious China work are scattered across JNU, ICS Delhi, and a few think tanks, operating without the institutional mass to sustain a research agenda across decades. Most of what passes for China analysis in Indian policy circles is produced by retired military officers, former diplomats, and journalists — people with experience but without the analytical infrastructure to convert experience into structural insight.

The result is that India’s China knowledge is almost entirely borrowed. Indian analysts read American China-watchers (Brookings, CSIS, RAND, the Council on Foreign Relations) and apply their frameworks to Indian strategic questions. The problem is that American frameworks for understanding China are designed to answer American questions: Can China challenge US primacy? Will China invade Taiwan? Is the Chinese economy slowing? These are legitimate questions. They are not India’s questions. India’s questions are different: What does China’s infrastructure build in the Indian Ocean mean for Indian maritime strategy? How does the BRI reshape the political economy of India’s neighbours in ways that constrain Indian influence? What are the structural vulnerabilities of the Chinese economic model that Indian trade policy could exploit? How does China’s party-state make decisions about the LAC, and what does the decision-making architecture tell us about escalation risk?

No American think tank is optimised to answer these questions. They are not paid to. India needs its own China-knowledge infrastructure — original frameworks, original data, original analytical categories — built from Indian strategic questions and staffed by scholars who read Chinese, do fieldwork, and move between academia and government. Ni’s revolving-door proposal for China applies with even greater force to India, where the gap between the academy and the policy establishment is not a crack but a canyon. Indian diplomats who have served in Beijing retire with deep practical knowledge that never enters the academic literature. Indian scholars who study China publish in journals that no policymaker reads. The two populations do not meet, do not exchange methods, and do not build on each other’s work.

This is the problem ASIA was built to address — not for China studies alone, but for the broader project of Indian strategic knowledge production. The Chaos Map framework, the annual foreign policy audit, the work on Pakistan’s fiscal architecture, the VC Discipline Index — all of these are attempts to build original analytical instruments from Indian (and Asian) questions rather than importing frameworks designed for different purposes by different powers. The principle is the same one Ni articulates for Chinese America studies: know who you are, know why you are studying the subject, and let your research agenda be driven by your own strategic requirements rather than by the topics set by someone else’s academy.

But principles are cheap. Institutions are expensive. What would an Indian China studies infrastructure actually require?

First, language. There is no serious China analysis without Mandarin, and India produces almost no Mandarin-competent strategic analysts. The handful who exist are products of individual initiative, not institutional design. A national programme to train fifty Mandarin-proficient China analysts per year — embedded in strategic studies programmes, not language departments — would cost less than a single defence procurement deal and would produce more bang for the buck.

Second, fieldwork. Indian scholars do not go to China. (Chinese scholars, for that matter, rarely come to India for research purposes.) The result is that both sides study each other through texts, satellite imagery, and American intermediaries. A bilateral academic exchange programme — even a modest one, even one that operates under the political constraints of the current relationship — would produce more structural insight in five years than the current system produces in twenty.

Third, the revolving door. Ni’s proposal should be stolen wholesale. Indian Foreign Service officers who have served in Beijing should spend two years at a research institution after their posting, converting operational knowledge into publishable analysis. Scholars who produce policy-relevant China research should spend time inside MEA’s East Asia division or the NSCS. The rotation need not be permanent. It needs to exist.

Fourth, frameworks. India does not need more papers describing what China is doing. It needs analytical instruments that explain why China does what it does, predict what it will do next, and identify the structural pressure points where Indian policy can be effective. The Chaos Map is one such instrument. There should be others — a Chinese decision-making model for LAC escalation, an Indian Ocean infrastructure index tracking BRI port capacity against Indian naval reach, a technology-dependence matrix mapping where Indian supply chains run through Chinese chokepoints. These are the equivalents of what American China-watchers have built over decades. India has not built them because it has not built the institutions that would produce the people who would build them.

Ni Feng’s paper is addressed to Chinese scholars. Its real audience is anyone running a strategic knowledge system that depends on borrowed frameworks to understand an adversary it cannot afford to misread. India is in that category. The gap is not one of talent. Indian analysts are as intelligent as any in the world. The gap is institutional: no language pipeline, no fieldwork infrastructure, no revolving door, no original frameworks, no sustained funding for the kind of deep structural work that converts information into strategic advantage.

China has diagnosed its own knowledge failure and is mobilising resources to fix it. India has not yet diagnosed the equivalent failure. This editorial is the diagnosis. What follows from it depends on whether anyone with institutional authority reads it and decides that understanding China through American intermediaries is a luxury India can no longer afford. The intermediary’s interests are not India’s interests. The intermediary’s questions are not India’s questions. And the intermediary, as the Iran war and the Pacific carrier gap have demonstrated, has its own problems to attend to.

The Hormuz Blockade Is a China Problem. Here's Why.

The current conflict involving Iran and the blockade of the Strait of Hormuz has transcended a mere regional issue; it poses a significant shock to the global economic framework, with China being a key player.

At the core lies energy dependence. Approximately 38% of China’s crude oil (1.38-1.55 million barrels per day) imports pass through Hormuz, rendering it the most vulnerable major economy to any disruptions in this shipping route. However, since 2022 Beijing has not disclosed its oil imports from Iran, the data is from the third-party sources. Also, 90 percent of Iran’s crude oil exports ends up in China. When hostilities compromised shipping safety and the United States enforced a blockade, oil supply significantly contracted, resulting in prices surging above $120 per barrel and instigating inflationary pressures across the globe.

Escalating energy expenses directly impact China’s industrial sector & manufacturing sector by raising production costs and diminishing its export competitiveness. As the largest manufacturing nation worldwide, disruptions within China reverberate throughout international supply chains, exacerbating inflation and decelerating growth well beyond Asia. On the other hand, the 14th 5-year plan of China claim country’s energy self-sufficiency is as high as 80 percent. Also, it produces 30 percent of crude oil which China consumes at domestic level. To note, the China also rapidly moving towards reducing its reliance on imported oil and expanding its use of renewable and electrification.

However, the war crisis highlights an underlying structural weakness: China’s dependence on foreign maritime security. Despite its economic supremacy, China lacks sufficient naval capability to ensure critical shipping routes during high-intensity conflicts independently. The blockade illustrates that control over trade routes is fundamentally a geopolitical issue rather than solely an economic one.

Moreover, there exists a strategic paradox. China heavily relies on Iranian oil often obtained through indirect or less transparent methods like reflagged ships, disguised cargos, ship to ship sea transfers (shadow networks) even as U.S. pressure mounts and these supplies grow riskier. This creates dual vulnerabilities involving exposure to geopolitical instability and sanctions.

Ultimately, this crisis reflects a broader transformation. The global economy, previously thought to be robust due to interdependence, is revealing its fragility when crucial chokepoints are threatened. With nearly 87% of oil from Hormuz heading towards Asia, such disruptions have an outsized effect on Asian economies, particularly affecting China questioning its open and predictable global trade.

The Stockpile That Started a War

From the Treaty of Non-Proliferation of Nuclear Weapons (NPT) in 1968 to the Joint Comprehensive Plan of Action (JCPOA) deal, Trump’s exit, Soleimani’s killing, and the February 2026 attack.

Pakistan’s current diplomatic moment is built on a contradiction. Even as Islamabad tried to make itself the venue for renewed U.S.-Iran engagement, the country was experiencing a power shortfall severe enough to leave cities in the middle of a punishing summer without power. The figures were not abstract: a 4,500-megawatt gap during peak hours, emergency reliance on spot LNG purchases, and a system in which hydropower was underperforming because reservoir releases had been calibrated around irrigation rather than electricity demand. Pakistan was not brokering peace from strategic comfort. It was trying to do so while struggling to keep the lights on.

Pakistan is trying to act as a pivot power while still living like a vulnerable one. Its diplomacy is not proof that it has overcome its old economic and infrastructural weaknesses; it is proof that it is trying to turn those weaknesses into leverage. A state exposed to Gulf energy shocks, dependent on maritime stability, and vulnerable to price spikes has every reason to shorten the war and every incentive to make itself useful in the process. The mediation push is therefore not separate from Pakistan’s fragility. It is produced by it.

For a brief moment, that strategy looked plausible. Pakistan had already emerged as one of the more visible intermediaries in the crisis, alongside Turkey and Egypt, because it had channels to Tehran and improving access to Washington at the same time. The effort was tied closely to Field Marshal Asim Munir, whose diplomatic visibility helped recast Pakistan from a recent outlier into a state others were willing to use. That shift mattered because it fed an old Pakistani aspiration: to be more than a frontline state or a supplicant, to matter. After all, it can connect South Asia, the Gulf, Iran, and the West. In a region suddenly short of trusted go-betweens, Islamabad briefly looked as though it might make that aspiration real.

Munir moved through Tehran, where his visit was described in public as reflecting a “deep and great bilateral relationship”. Shehbaz Sharif was in Doha and Riyadh. Pakistani officials spoke of “sincere efforts” to keep diplomacy alive. Islamabad itself was repeatedly put on standby for another round of talks. All of this created the impression of a state suddenly central to the management of a regional war. But leverage built on crisis always has a ceiling, because the very actors who make the mediator useful can also decide, without warning, that they no longer need the mediator in the same way.

This is exactly what makes Pakistan’s leverage fragile rather than transformative. It depends on being useful to others, and usefulness is never sovereign. This vulnerability becomes unmistakable after Iranian Foreign Minister Abbas Araghchi left Pakistan without meeting U.S. representatives, Donald Trump cancelled the expected visit by Steve Witkoff and Jared Kushner. He said his envoys would not make “any more 18-hour flights” and suggested that Tehran could reach Washington directly if it wanted to negotiate. Islamabad may have helped open a channel, but it could not guarantee that the channel would remain central once Washington recalculated the costs and optics of using it. Pakistan can make itself useful. It cannot make itself indispensable.

This is the structural condition of Pakistan’s diplomacy. It can offer access, venue, military credibility, and political flexibility. It cannot own the process. The U.S. and Iran can downgrade, bypass, or reroute the Islamabad track for reasons of their own, and Pakistan is left with the consequences of a crisis it did not create but cannot escape. That is why the country’s relevance rises with the war and becomes most precarious at the same moment. The more valuable Pakistan becomes as a middle power intermediary, the more exposed it is to being reminded that middle powers mediate on sufferance, not on entitlement.

The domestic side of this matters just as much. Mediation offers the state a way to perform competence and significance at a time when ordinary Pakistanis are living through the visible signs of institutional fragility. Blackouts tell one story: an exposed state, improvising around shortages and administrative missteps. High diplomacy tells another: a connected state, trusted enough to carry messages between enemies. The effort to hold those two stories together explains much of Islamabad’s current posture. Pakistan is not simply seeking peace between two adversaries. It is trying to show that geography can still be translated into political value even when the economy underneath that geography remains shaky.

It is better understood as crisis diplomacy in its most compressed form: an attempt to turn vulnerability into leverage before vulnerability becomes unmanageable. That is a rational strategy. It may even be the only strategy available to a state whose geography ensures that it is always near the fire, but rarely in control of it. Yet the setback over the Islamabad talks revealed the ceiling as clearly as the opportunity. Pakistan can open doors, but it cannot decide who walks through them. It can briefly look central, but it cannot stabilise that centrality on its own. The country is not emerging here as a confident pivot power. It is manoeuvring, but precariously, as a fragile one.

Japan Is No Longer a Pacifist State

For eighty years Japan made the same bargain. It would host American bases, buy American weapons, and keep its own defence industry on a short lead. In return, the United States would guarantee the security of the western Pacific. The arrangement suited everyone. Japan got to spend its money on semiconductors and cars rather than aircraft carriers. America got an unsinkable platform off the Asian mainland. The constitution, which renounced war, was less a constraint than a convenience: it gave Tokyo a permanent excuse not to do what it did not wish to do anyway.

Sanae Takaichi’s cabinet will this week announce that the convenience has expired. Japan is lifting its postwar ban on the export of lethal weapons. Destroyers, missiles, and advanced frigates will be offered to seventeen countries with which Tokyo already has defence-cooperation agreements. The first deal is already done: eleven Mogami-class stealth frigates to Australia for $6 billion, the largest Japanese defence contract since 1945. The Philippines, which faces Chinese coastguard vessels in the South China Sea with a navy built for a smaller era, is next in line. Indonesia and Vietnam are said to be interested. Mitsubishi Electric, whose defence division has until now relied on the domestic budget, reports that “offers are coming from everywhere” and is hiring staff in London and Singapore to handle the traffic.

The proximate cause is China. Beijing’s island-building in the South China Sea, its military pressure on Taiwan, and its grey-zone operations against the Philippines have concentrated minds in Tokyo as no amount of American encouragement could. But the deeper cause is the growing suspicion that American security guarantees are subject to a prior claim. The Iran war consumed two carrier strike groups, 50,000 troops, the largest air deployment since Iraq, and the full political bandwidth of the administration. While the Strait of Hormuz was closed and American marines were sailing toward Kharg Island, no American carrier was present in the western Pacific. It was the fifth such gap in two years. China built an island during it. Japan noticed.

The phrase that best describes what Japan is doing comes not from a diplomat but from a defence-industry adviser in Tokyo. Andrew Koch observed that Japan “has stopped being a consumer of security and is poised to become a producer of it.” The distinction matters. A consumer depends on the supplier’s capacity and attention. A producer shapes the market. Japan is positioning itself as the second production node in the allied defence-industrial network — the one that does not depend on the Pentagon’s backlog or the American Congress’s mood. For European states whose own arsenals are drawn down by Ukraine, and for Southeast Asian navies that cannot wait three years for an American frigate, Japan offers something Washington currently cannot: availability.

Ms Takaichi is known in the Japanese press as the country’s Iron Lady, a comparison she does not discourage. Her mentor was Shinzo Abe, who began the slow work of loosening the export restrictions before his assassination in 2022. Abe understood that the constitution’s pacifist clause, Article 9, was a political artefact of 1947 that had hardened into national identity. He chipped at it carefully. The first postwar lethal export — Patriot missiles sent back to the United States — took place in December 2023, a transaction so circular it barely registered. Each step looked incremental. Taken together, they amount to a reversal.

Ms Takaichi intends to go further. At her party’s annual conference she suggested that proposals for constitutional amendment could be put forward in 2027. She has the parliamentary votes: a three-quarters majority in the lower house, secured through her landslide in February. What she does not yet have is the social consensus. The Japanese public’s attachment to pacifism is not a policy preference. It is a post-traumatic settlement. Hiroshima, Nagasaki, the fire-bombings, the imperial catastrophe — these are not abstractions in Japanese public memory. They are the reason the constitution says what it says. Ms Takaichi is shrewd enough to know that the export ban can be sold as industrial policy (Mitsubishi expects defence revenues to triple by 2031) whereas constitutional revision can only be sold as what it is.

The harder question is whether Japan’s defence sector can scale to meet the demand it is about to invite. Eighty years of domestic-only procurement have produced an industrial base that is technically advanced but operationally narrow. Mitsubishi, Kawasaki, and IHI build excellent systems in small quantities for a single customer. Building them in volume for a dozen customers across Southeast Asia and the Pacific requires factory expansion, supply-chain diversification, and a workforce pipeline that does not yet exist. The political will has arrived. The production capacity has not. Whether the second follows the first in time to matter is the variable on which the whole enterprise depends.

There is a final irony worth noting. The system Japan is building — a network of defence partnerships radiating outward from Tokyo to Manila, Canberra, Jakarta, Hanoi, and London — resembles nothing so much as the alliance architecture the United States built after 1945, when it was the sole power capable of producing and exporting security at scale. Japan is not replacing America. It is doing what America did, for the same reason America did it: because a single guarantor cannot be everywhere, and the states that depend on the guarantee have begun to understand that fact. The sun has not set on Japanese pacifism because of ideology. It has set because the conditions that made pacifism sufficient no longer obtain. When the umbrella develops holes, the sensible response is not to stand in the rain. It is to start making umbrellas.

China Criticises Local Governments for Imprudent Public Spending

The central government of China has publicly criticised several local authorities for spending public money in what it called an “imprudent” and unnecessary manner. This is the first time Beijing has openly criticised local governments as part of a larger drive to ensure authorities prioritise real results over spectacular initiatives.

One of the examples highlighted was Zhaojue county in Sichuan, which was once one of China’s poorest areas. Authorities claim that the county spent 1.49 million yuan (about US$210,000) on three songs to promote tourism using funds from higher levels of government. In another instance, a local arts college and representatives of Hubei’s culture and tourist department allegedly approved 3 million yuan for a promotional song.

The criticism is part of a nationwide campaign that runs from February to July, urging authorities at the county and higher levels to follow normal performance evaluation rules. According to state media, the authorities continued these programs after the campaign began, without fully assessing their usefulness.

Beijing claimed that such spending was unrelated to realistic public requirements and represented a tendency among some authorities to emphasise high-profile projects that provide little genuine value to citizens. The action is also linked to China’s broader push to control local government debt and eliminate wasteful expenditure, particularly when land-sale income are declining and government finances are under strain. With state revenue expected to fall 1.7% in 2025, officials have been urged to spend public monies more wisely and prioritize critical requirements.

How India and China Are Quietly Rewriting the Rules of Engagement

Relations between India and China are being recalibrated slowly from some cautious perspective with both sides trying harder than ever to separate issues of border tension from economic and multilateral relations. Recent consultations in New Delhi at the first ever Shanghai Cooperation Organisation (SCO) on 16-17 April indicate both sides’ common preference to stabilize relations via what some analysts have called the structured compartmentalisation. Through deepening trade, security and regional diplomacy cooperation, the two countries seem like hedging against global uncertainty while protecting their strategic interests and reducing inter-state friction. But this interaction is structurally bound, and very cautious in its facilitation.

The shadow of the 2020 clash in the Galwan Valley continues to haunt mutual distrust, while substantial troop deployments along the Line of Actual Control have showed how tenuous any thaw can be. Though withdrawal at the right friction points has allowed for some diplomatic rapprochement, the fundamental boundary dispute remains unresolved, constraining the depth of rapprochement. That trajectory gets further complicated by economic realities. India’s expanding trade deficit with China — now exceeding $100 billion — reveals both interdependence and asymmetry. Although China regards India as a critical market, New Delhi is concerned about growing economic dependency if it does not make similar progress on security.

The SCO provides in return a pragmatic foundation rather than a transformative one in this sense. It enables both governments to participate without giving in to controversial bilateral disputes. An example is India’s strict stance on the BRI. However, whether the organization can maintain momentum will depend on whether building trust slowly can exceed cycles of geopolitical conflict. Finally, despite the fact that SCO-based engagement reflects efforts to re-establish cooperation, the balance between border tension, economic asymmetry and regional and global strategic orientation will determine whether this phase matures into sustainable cooperation or simply adjustment.

Under baseline assumptions (SSP2-4.5 equivalent), China’s national high-temperature risk index crosses 0.30 — the level currently seen only in provinces like Sichuan and Guangxi — by 2030 with 50% probability. It crosses 0.40 — systemic agricultural disruption territory, currently seen only in Henan (0.746), Zhejiang (0.453), and Guangdong (0.417) — by 2040. The median path reaches 0.486 by 2050. What is now the experience of three or four southeastern provinces becomes the national norm within a generation.

The agricultural transmission. The paper’s regression coefficient (-1.102 on grain production, significant at 99%) converts the heat trajectory into a food security forecast. Baseline: 6.6% grain production loss by 2030, 12.2% by 2040, 16.8% by 2050. Accelerated scenario: 25.5% by 2050. These are not hypothetical. They are mechanical outputs of the relationship the paper already measured in historical data. Cotton and oil crops, which the paper shows are twice as heat-sensitive as grain, would face losses roughly double these figures.

The urbanisation engine. This is the paper’s most structurally interesting finding and the one the MCMC makes visible at scale. The regression shows that rising climate risk increases urban employment (coefficient +0.887, p<0.01) while decreasing rural employment (-1.494, p<0.01). Heat does not just destroy crops. It moves people. The simulation projects 7–10% additional urbanisation pressure by 2050 under baseline — climate-driven migration from rural counties where heat is no longer survivable to cities that can absorb it. Under the accelerated scenario, that figure reaches 15%.

The Chaos Map reading. The paper’s findings map cleanly onto the framework:

The heat risk sits in relational chaos — it is a physical shock that disrupts the lived texture of rural life (crops, employment, habitability). But the paper shows that the response to heat risk sits in conceptual order: it drives industrial production (demand for climate-adaptive equipment), promotes modern agriculture (efficient irrigation, intelligent systems), and accelerates urbanisation. The chaos does not produce only destruction. It produces a forced migration from the relational-chaos quadrant (subsistence agriculture, rural exposure) to the conceptual-order quadrant (urban employment, industrial production, adaptive infrastructure).

The structural danger is that the migration is coerced, not chosen. Rural populations are not moving to cities because cities offer better opportunities. They are moving because the countryside is becoming uninhabitable during peak heat months. The paper’s data on Henan — which already has the highest heat index in China at 0.746 — is the leading indicator. Henan is also one of China’s largest grain-producing provinces. A province that is simultaneously the most heat-stressed and the most agriculturally productive is a system with an internal contradiction the heat trajectory will resolve. The MCMC shows when: by 2040 under baseline, Henan-level heat becomes the norm for most of central and southern China.

What to watch. Three falsification signals. First: if China’s afforestation programme (which the paper credits with reducing wind risk by 80% since 1980) is extended to heat mitigation through urban green infrastructure, the mitigated scenario becomes more probable. Second: if grain imports rise faster than population growth between now and 2030, the agricultural loss channel is already activating. Third: if internal migration statistics show accelerating rural-to-urban flows in Henan, Hunan, and Jiangxi specifically, the climate-urbanisation mechanism is operating at the provincial level the MCMC projects at the national level.

When states collapse, they do not usually get to begin again. They stagger forward through the ruins of legitimacy, trying to make continuity look like recovery. Sri Lanka has attempted something rarer: to convert collapse into a democratic rupture. The old political order was discredited by the 2022 economic meltdown, shortages, and mass protests. In its place emerged Anura Kumara Dissanayake and the National People’s Power, carrying not only an electoral mandate but a moral one: a promise to break with a style of rule associated with dynastic power, elite insulation, and the habits of a state that had finally exhausted public patience. That is what makes Sri Lanka’s moment feel like a hard reset. But hard resets in politics are never clean. A government can change faster than a governing system, and the public can vote out an order without yet escaping the structures that sustained it.

The temptation is to read Sri Lanka’s recent political change as the resolution of a crisis. It is better understood as the opening of a more difficult argument. The Crisis Group’s report is clear on this point: the country has achieved a political reset, but the path ahead remains bumpy because the new leadership must govern through inherited constraints: an IMF-backed recovery framework, debt restructuring, institutional weakness, and unresolved ethnic and constitutional questions. In other words, the reset is real, but it is political before it is structural. What changed decisively was the source of legitimacy. What did not change nearly as quickly was the architecture of power through which legitimacy must now operate.

The distinction matters because the 2024 mandate was not simply a vote for better management. It was a repudiation of an entire political grammar. For years, Sri Lanka’s public life had been shaped by a combination of familial dominance, patronage, corruption, and a deepening distance between rulers and ruled. The economic collapse of 2022 did not create those pathologies, but it stripped them of any remaining protective language. Once the crisis translated into ordinary humiliation, queues, shortages, unaffordable living, and institutional paralysis, the political class could no longer pretend that misrule was survivable. Dissanayake’s rise mattered because he appeared to stand outside that exhausted world. His victory signalled that Sri Lankan voters were not only punishing failure. They were demanding a different basis for the rule.

However, protest legitimacy and governing capacity are not the same thing. It is always easier to mobilise public anger than to turn that anger into administrative coherence. This is the first major test of the hard reset. The new government must demonstrate that anti-elite politics can survive contact with the state. It means maintaining economic credibility while trying not to appear as the latest custodian of pain. It means working inside an IMF-supported recovery process without allowing that process to define the entirety of political imagination. It means governing in a way that convinces people the sacrifices demanded by stabilisation will not once again be distributed downward while protection and opacity travel upward. The problem is not simply that the state is weak. It is that the state has to regain moral intelligibility while still asking for patience.

This is why the language of “reset” has to be handled carefully. In a machine, a hard reset wipes the visible malfunction and restarts the system; in politics, no such purity exists. Debt survives. Bureaucracies survive. Centralised habits of rule survive. So do the expectations of an electorate that wants relief, dignity, and proof that the old culture of impunity has genuinely been broken. Sri Lanka’s new government, therefore, inherits a paradox: it was elected because it seemed different from the old order, yet it must govern through institutions and constraints largely made by that old order. The result is a dangerous compression of time. Public expectations move quickly; institutional change moves slowly. If the gap between the two widens too far, disillusionment can arrive faster than reform.

The economy is the most immediate site of that pressure, but it is not the only one. Much of the international conversation about Sri Lanka now treats the country through the grammar of stabilisation: debt deals, IMF reviews, fiscal discipline, signs of renewed growth, the return of tourism, and the possibility that the worst has passed. Those things matter, and the report does not deny them. But a country can regain macroeconomic footing without yet rebuilding the political trust that makes recovery durable. Sri Lanka’s crisis was never only fiscal. It was also a crisis of representation, of institutional credibility, and of whether the state could still appear to ordinary people as something other than an extraction machine for the connected. A hard reset that ends at macroeconomic repair will therefore remain partial. The old order did not fail only because it mismanaged money. It failed because it hollowed out legitimacy.

The report’s warnings about minority relations become especially important at this juncture. It notes that distrust among Tamils and Muslims toward the new administration remains significant and argues that Dissanayake’s government will need to address long-standing grievances to build a durable new order. This matters because Sri Lanka’s political crisis cannot be separated from the longer afterlives of majoritarianism and postwar centralisation. For decades, Sri Lanka’s democracy has been burdened by a concentration of power at the centre that outlives particular governments and reproduces crises across political cycles. The issue is not only whether Dissanayake governs more honestly than his predecessors. It is whether Sri Lanka can begin to loosen the deeper architecture that made the old order so durable: the overcentralized executive, weak accountability, and the asymmetry between democratic mandate and executive control. A hard reset that leaves that structure substantially intact risks becoming little more than elite replacement under a new moral vocabulary. The personnel change; the grammar of the rule survives. A new ruling coalition can inherit democratic energy and still leave intact the structures through which minorities have historically experienced the state as distant, coercive, or exclusionary. Anti-corruption alone will not solve that problem, nor will administrative efficiency. If the hard reset is to mean more than a turnover of elites, it has to alter not only who governs but the terms on which belonging, representation, and state power are organised.

That is why this moment is so difficult to narrate. Sri Lanka is neither a recovery success story nor a country trapped in permanent crisis. It is something more unstable and therefore more interesting: a society trying to convert democratic anger into durable governance while still living inside the economic and institutional disciplines produced by collapse. That makes the new government’s advantage and vulnerability inseparable. Its advantage lies in its distance from the old political class and the moral force of that distance. Its vulnerability lies in the fact that this very distance raises the bar for what counts as success. The old parties could survive disappointment because they were already understood as compromised. A government elected on the promise of rupture has less room for ordinary failure. The deeper the hope, the quicker the punishment can be.

So the question now is not whether Sri Lanka has changed. It has. The old political order has been electorally repudiated, and that alone is historically significant. The harder question is whether the country can reset the state, not only the government. Can democratic renewal be made compatible with fiscal discipline? Can anti-establishment legitimacy be translated into institutional reform rather than moral theatre? Can a public exhausted by crisis be asked to endure further pain without once again losing faith in politics itself? These are not secondary questions to the reset. They are the reset. Sri Lanka has altered the terms on which power is claimed. The next phase will determine whether it can alter the terms on which power is exercised.

Sri Lanka’s hard reset should not be mistaken for a clean restart. It is better understood as a rare democratic opening produced by crisis: real, consequential, and fragile. The old order has been dislodged. The new one has not yet become settled. Between those two facts lies the country’s present: a political break without a finished settlement, an electoral rupture still trying to become a governing order. Sri Lanka has reset its politics. The harder task is to reset the state.

On the shift of civilisational gravity, the lesson of the Ming withdrawal, and what the Chaos Map tells us about who inherits the order that is ending.

The most important thing about a world map is not what it shows. It is what it assumes. A map drawn with Europe at the centre does not merely place Europe in the middle of the page. It places Europe at the middle of the story. The projection, the naming conventions, the orientation, the zero meridian — all of it is a statement about who the protagonist of history is. For five centuries, the answer has been Europe and its civilisational extension, the United States. The map said so. The institutions said so. The textbooks said so. But maps can lie by omission. And the omission that is now being corrected — not by polemic but by the sheer gravitational weight of economic, technological, and strategic reality — is the absence of Asia from the centre of the story it was always at the centre of.

Sheng-Wei Wang’s research on the Kunyu Wanguo Quantu — the 1602 world map published by Matteo Ricci in Beijing — makes a provocative cartographic claim: that Chinese explorers mapped the world before the European Age of Discovery, and that Ricci’s map was not a European gift to China but an editorial reworking of Chinese source maps with European names layered on top. The mainstream academy has treated this with scepticism, and some of Wang’s evidentiary chains rely on secondary sources and archaeological claims that have not been independently verified. That matters. Analytical honesty requires saying so.

But what also matters — and what the sceptics rarely engage with — is the structural question Wang’s work opens up. Even if one sets aside the strongest versions of her claim, the underlying fact is not in dispute: in the fifteenth century, China possessed the world’s largest navy, roughly a third of global GDP, the most advanced navigational technology, and the institutional capacity to project power across oceans. It chose not to. The Xuande emperor burned the ships, burned the records, and withdrew. Europe, emerging from the Dark Ages with Chinese-origin technology in hand, filled the vacuum. That sequence — withdrawal, vacuum, replacement — is not an argument about maps. It is an argument about the structure of civilisational transition. And it is happening again.

The spiral and the arrow

The framework I have been developing at ASIA — the Chaos Map — distinguishes between two kinds of motion through which actors bring chaos to order. Arrow motion is integrative: it aims at a specific endpoint and builds infrastructure to reach it. Spiral motion is exploratory: it follows what seems timely, hones in on what sparks attention, and moves on without necessarily integrating what it found into a lasting system.

Zheng He’s Treasure Fleet was spiral motion at civilisational scale. It explored, traded, made contact, mapped — and returned home. It left no colonies, no garrisons, no permanent administrative infrastructure. Wang frames this as a virtue: Zheng “emphasised peace, trade and diplomacy.” That is true. But it is also the reason China lost the cartographic and narrative contest that followed. The spiral explorer produces voyages. The arrow coloniser produces order. When the spiral explorer withdraws, the arrow coloniser inherits the map — literally, in Wang’s account — and writes the story.

Europe’s post-Columbian expansion was arrow motion. Vasco da Gama did not arrive in Calicut to look around and go home. He arrived to establish a node in a commercial and military network that would eventually span the globe. The Portuguese in Melaka, the Spanish in Manila, the Dutch in Batavia, the British in Calcutta — each was an arrow aimed at a specific endpoint: permanent extraction, permanent control, permanent narrative authority. The names they gave to places were not labels. They were title deeds. To name a place is to claim the conceptual order over it. Europe did not discover Asia. It overnamed Asia. And for five centuries, the overwriting held.

The spiral explorer produces voyages. The arrow coloniser produces order. When the spiral explorer withdraws, the arrow coloniser inherits the map and writes the story.

The Chaos Map clarifies why. Conceptual order — the lower-right quadrant, where institutions, law, naming systems, and knowledge infrastructure sit — is the quadrant that persists. Relational chaos — the upper-left, where wars, revolutions, and disruptive contact happen — is the quadrant that burns itself out. Europe’s genius, if that is the word, was not exploration. It was the conversion of exploration into conceptual order: maps, treaties, legal doctrines (terra nullius, the Doctrine of Discovery), institutional architectures (the East India Companies, the colonial civil service), and narrative monopolies (the textbooks, the museums, the Mercator projection). China explored in the chaos quadrant and withdrew. Europe built in the order quadrant and stayed. That is why Europe wrote the story.

The pattern repeats

The reason Wang’s interview matters for Decypher’s readership is not antiquarian. It is structural. The pattern she describes — a dominant power withdraws or overextends, a vacuum opens, a rising power fills it with a different motion type — has repeated three times in six centuries. We are inside the third repetition.

The first cycle ran from the fifteenth century to the nineteenth. China withdrew from maritime exploration. Europe filled the vacuum in arrow motion and built the colonial order. That order lasted roughly four centuries. The second cycle ran from the early twentieth century to the early twenty-first. The European colonial order collapsed through two world wars and decolonisation. The United States filled the vacuum — again in arrow motion: NATO, the Bretton Woods system, the hub-and-spoke alliance architecture in Asia, the forward-deployed carrier groups, the institutional grammar of the “rules-based international order.” That order lasted roughly seventy-five years. The third cycle is the one we are living inside. The American order is not collapsing. It is overextending. The distinction matters. Collapse is sudden. Overextension is gradual, and it is compatible with continued strength in individual theatres. The US can still destroy Iran’s military in thirty-eight days. It simply cannot do that and maintain carrier presence in the western Pacific at the same time. The order is intact in its parts. It is failing in its simultaneity. And that failure of simultaneity is the vacuum that the next order is being built inside.

The American order is not collapsing. It is overextending. Collapse is sudden. Overextension is gradual, and it is compatible with continued strength in individual theatres.

The lesson China learned

Here is where the Wang interview becomes genuinely illuminating, rather than merely interesting. She notes that contemporary Chinese interest in Zheng He and the Ming maritime legacy is partly nationalist and partly a “historical awakening.” She frames the Belt and Road Initiative as a modern continuation of Zheng’s peaceful voyages. That framing is politically convenient and analytically incomplete. But it contains a structural truth that is worth extracting.

The structural truth is this: China has changed its motion type. Zheng He was spiral. Xi Jinping is arrow.

The Belt and Road Initiative is not exploration. It is infrastructure. Ports, railways, fibre-optic cables, industrial parks, development finance institutions — each is an arrow aimed at a specific endpoint within an integrative system. Antelope Reef — 1,490 acres of reclaimed land in the Paracels, built in five months while the world watched Tehran burn — is not a voyage. It is a runway, a radar platform, and an area-denial node designed to persist. China’s mediation of the Afghanistan-Pakistan conflict through the Urumqi talks is not disinterested benevolence. It is the construction of a diplomatic architecture in which China is the indispensable broker — a permanent institutional position, not a one-off intervention. The BRICS expansion, the Asian Infrastructure Investment Bank, the internationalisation of the renminbi — all arrow motion, all aimed at endpoints, all building conceptual order.

The lesson China drew from the Ming withdrawal is the lesson the Chaos Map makes legible: spiral motion creates beautiful histories but no lasting authority. The explorer who returns home gets written out of the record by the coloniser who stays. If China wants to avoid a second overwriting, it must not merely explore or trade or mediate. It must build the institutional architecture — the conceptual order — that makes its presence the operational reality rather than a historical footnote. That is what it is doing. Whether it is doing it well, or justly, or sustainably, is a separate question. That it is doing it structurally is not.

The gravity shift

The shift of civilisational gravity from the Atlantic to the Indo-Pacific is not a prediction. It is a measurement. The arithmetic has been visible for two decades: the share of global GDP generated east of the Urals, the share of global manufacturing, the share of global R&D output, the share of global patent filings, the share of global internet users. By every material metric, the centre of gravity has already moved. What has not yet moved is the narrative. The institutions of global discourse — the major wire services, the prestige media, the university ranking systems, the Nobel committees, the Bretton Woods architecture, the UN Security Council’s permanent membership — still reflect the distribution of power as it existed in 1945. The map still has Europe at the centre.

Wang’s argument, stripped of its most speculative claims, is that this has happened before. There was a period when China was the world’s leading maritime, economic, and technological power, and the maps of the world reflected that knowledge. Then China withdrew, Europe took the maps and the narrative, and for five centuries the story was told as though Europe had discovered a world that was already known. The correction of that story is not merely an academic exercise in Asian self-regard. It is a re-reading of the structural pattern by which civilisational orders rise, overextend, withdraw, and get replaced.

The West-centric world is not ending because the West is weak. It is ending because the structural conditions that produced it — European technological monopoly in the sixteenth century, American industrial and military supremacy in the twentieth — no longer hold. What holds instead is a world in which multiple civilisational centres possess advanced technology, significant military capability, large consumer markets, and the institutional ambition to build their own versions of conceptual order. China is the most consequential of these, but India, Indonesia, the Gulf states, and a consolidating ASEAN are all part of the rebalancing. The shift is not from West to East. It is from a unipolar centre to a multipolar field. The map is being redrawn not because the old centre was wrong, but because it was a centre, and centres do not survive the diffusion of the capabilities that created them.

The West-centric world is not ending because the West is weak. It is ending because the structural conditions that produced it no longer hold.

What the map warns

The Chaos Map tells us one thing about transitions between orders that no amount of diplomatic optimism can override: they are dangerous. The transition from Ming maritime supremacy to European colonial order produced centuries of imperial violence, the Atlantic slave trade, and the near-total subjugation of the Global South. The transition from European colonialism to the American order produced two world wars, the Holocaust, and the nuclear threshold. Every transition between dominant orders has been catastrophic for the people caught in the gap between the old arrow and the new one.

The current transition has, so far, been less violent than its predecessors. That is partly because nuclear deterrence constrains the upper end of escalation and partly because the economic interdependence between the declining and rising orders is deeper than in any prior cycle. But it is also true that the Iran war has just demonstrated what American force projection looks like under stress, that Antelope Reef has just demonstrated what Chinese infrastructure-building looks like inside the vacuum, that the Af-Pak border war is killing civilians on an unfinished frontier while China mediates and the world looks elsewhere, and that the European order is fragmenting under the weight of a land war it cannot end. The transition is not hypothetical. It is underway.

Wang ends her interview with a hopeful note about outer space, shared rules, and the possibility of a more cooperative global order. I would like to share that optimism. But the Chaos Map is not an optimistic framework. It is a structural one. And structurally, what it shows is that the period between orders — when the old arrow has lost coherence but the new arrow has not yet established its endpoint — is the period when the world is most fragile. We are in that period now. The maps are being redrawn. The question is not whether the centre of gravity will shift. It already has. The question is whether the shift can complete itself without the catastrophe that has accompanied every prior completion.

The Kunyu Wanguo Quantu, if Wang is right, was a Chinese map that an Italian priest Ricci renamed and published as his own in 1602. Four centuries later, the renaming is being reversed. Not on parchment but in steel, concrete, fibre optics, and institutional architecture. The eastern horizons are not rising. They have been there all along. What is changing is who gets to draw the map.

Behind Walls, Below Potential

Pakistan’s agricultural crisis, the gender question at its centre, and what the Chaos Map reveals about a sector trapped between labour and agency.

Pakistan’s agricultural crisis is usually narrated through weather, water, and weak logistics. Floods destroy crops, input costs rise, cold chains remain thin, exports stay concentrated, and the rural economy struggles to move up the value chain. All of that is true. But it does not get to the centre of the problem. One of the deepest constraints on Pakistan’s agricultural future is that the sector depends heavily on women’s labour while systematically denying women economic agency. Women work, but too often do not own. They produce, but too often do not price, borrow, transport, formalise, or scale. That is not merely a social wrong. It is a structural economic drag. Pakistan cannot seriously talk about agricultural modernisation while keeping much of the sector’s productive base behind social and institutional walls. ADB’s Asian Development Outlook April 2026 chapter on Pakistan lays out the sector’s fragility, while the World Bank’s report on women’s economic empowerment in Pakistan shows how deeply women remain excluded from the institutional side of the economy.

This matters because agriculture is not a residual sector Pakistan can afford to neglect. According to the ADB, agriculture still accounts for about 20 per cent of GDP and 38 per cent of employment. Yet in FY2025 the sector grew by only 1.5 per cent, down sharply from 6.4 per cent in FY2024, as higher input costs, excessive rain, and monsoon flooding cut wheat, sugarcane, and cotton production. Agriculture’s contribution to GDP growth fell from 1.5 percentage points to just 0.4. That is not a small deceleration inside a marginal corner of the economy. It is a weakness in one of Pakistan’s foundational sectors at the very moment the country is trying to stabilise inflation, revive investment, and guard against fresh external shocks.

The broader macroeconomic picture makes that weakness more consequential. The same ADB chapter projects GDP growth of 3.5 per cent in FY2026 and 4.5 per cent in FY2027, but also warns that a prolonged Middle East conflict could slow growth by raising energy and fertiliser costs, disrupting trade, curbing remittances from the Gulf, lifting inflation, and widening the current account deficit. Inflation is projected to rise to 6.4 per cent in FY2026 and 6.5 per cent in FY2027. The point is not that Pakistan is already back in crisis. Its recovery remains narrow and exposed. When a country is trying to consolidate stability under those conditions, agriculture cannot remain weak without wider consequences for prices, exports, household consumption, and rural demand.

The gender question enters here not as an ethical add-on but as a core economic fact. The same ADB chapter says women account for an estimated 65 per cent of the agricultural labour force, while remaining largely excluded from formal agribusiness ownership, access to finance, and market linkages. That single contrast should reorder how the sector is understood. Pakistan does not suffer from a lack of women in agriculture. It suffers from a lack of women’s authorship within agriculture. Women are present as labour but absent as agents. They plant, transplant, harvest, sort, tend livestock, and sustain household food economies, yet too often do so without land title, commercial visibility, bargaining power, or direct control over income. The economy accepts women’s work while rationing women’s power.

The glass wall

That is where the argument about glass walls becomes more useful than the usual language of empowerment. A wall is obvious; you can point to it. A glass wall is harder to name because it often looks like custom, modesty, family authority, or “protection” rather than exclusion. Its force lies precisely in that ambiguity. Women are not always formally barred from economic life; instead, they are allowed to participate in ways that keep them indispensable but subordinate. They may work in fields, manage livestock, process food, and sustain rural households, yet still require male permission to travel, market produce, open accounts, access credit, or convert labour into enterprise. The wall is “glass” because it does not remove women from the economy altogether; it lets them be seen working while stopping them from becoming fully legible as economic actors. It keeps labour visible and agency out of reach.

The effect is not merely social containment. It is a political economy of controlled usefulness: women are permitted to sustain production, but not easily to command value. Once seen that way, the familiar list of agricultural inefficiencies looks different. Pakistan’s value chains are weak not only because of bad storage, low mechanisation, thin certification systems, or poor processing capacity, though all of those matter. They are also weak because those doing a large share of the work are blocked from the institutions that would allow them to upgrade the chain itself. A value chain cannot deepen when much of the labour base remains outside ownership, finance, market access, and formal enterprise. A sector cannot diversify when those doing the work are excluded from the decisions that determine what gets grown, stored, processed, certified, and sold. This is why gender disparity is not one more problem on the list of agricultural inefficiencies. It is one reason the list persists. Pakistan’s post-harvest losses, weak agribusiness scale, and shallow market integration are technical failures, yes. They are also failures of agency.

Field-level accounts make the same point more vividly. An ITC account from rural Pakistan describes women as the driving force behind livestock and farm work while receiving little training, little recognition, and limited access to the formal side of commerce. A 2025 study on the socio-economic problems faced by rural women in agricultural activities in Pakistan similarly portrays women as deeply involved in planting, harvesting, and income support, yet burdened by unpaid work, domestic responsibilities, restricted mobility, and limited authority. These accounts matter not because they are dramatic, but because they show how the rural economy actually functions: women are most indispensable where their labour is least formalised and least rewarded. That is a poor foundation for productivity growth.

The risk is not abstract

This is why the risk of a slowdown is not abstract. Pakistan’s agricultural value chains are already under pressure from climate shocks, rising input costs, weak market integration, and thin private investment. The ADB notes that the 2022 floods destroyed 4.4 million acres of crops, that less than 1 per cent of climate finance in Pakistan is directed to agriculture, and that agribusiness accounts for only 5 per cent of private-sector investment. It also estimates that Pakistan needs an additional $220 million in agriculture-related investment to meet its nationally determined contribution commitments by 2030. A country facing those pressures should be widening the set of people who can adapt, invest, formalise, and sell. Instead, it continues to narrow that set by treating women as labour reserves rather than economic actors. That makes the rural economy less resilient exactly when resilience is most needed.

There is also a macroeconomic irony here. Pakistan’s recent stabilisation story has relied on lower inflation, improved reserves, stronger remittances, and recovering investment. But the lower farm incomes slowed private consumption growth in FY2025 even as the broader economy stabilised. That matters. It suggests agriculture is not simply lagging while the rest of the economy recovers; it is actively constraining how broad-based that recovery can become. If lower farm incomes and weak agricultural performance already weigh on consumption in a year of stabilisation, then continued underperformance under harsher external conditions will matter even more. In that setting, denying women agency is not some cultural cost the economy can absorb. It is a productivity loss that the economy is already paying for.

Pakistan’s agricultural problem, then, is not only that the weather is worsening or infrastructure is inadequate. It is that the country is trying to modernise a sector while preserving a social order that denies economic agency to many of the workers on whom that sector depends. There is no serious path to resilient growth in agriculture that does not pass through women’s mobility, ownership, finance, training, and market access. The walls are not only around women. They are around the economy itself.

Reading the Chaos Map

The essay’s argument becomes spatially visible when plotted on the Chaos Map — the framework for locating actors between order and chaos (vertical axis) and relational and conceptual pattern-making (horizontal axis). The map below plots every major actor in Pakistan’s agricultural system by its gravity point and motion type.

The glass wall runs down the centre of the map. It is the essay’s core structure, and on the Chaos Map it is visible as a barrier that severs the relational left from the conceptual right. Women’s labour (65% of the agricultural workforce) sits deep in relational space: present, productive, indispensable. Women’s agency — ownership, finance, market access, formal enterprise — sits in conceptual order on the other side of the wall. The green blocked-pathway lines trace what should connect them. The wall is what doesn’t let it.

The left side is full. Women’s labour, rural households, farm consumption, the agricultural sector itself — all cluster in relational space. This is a sector sustained by relational energy (people working, households managing, crops planted and harvested) but structurally prevented from converting that energy into conceptual infrastructure (titles, credit, value chain position, enterprise). The labour is visible. The agency is unreachable. That is what a glass wall does on a map: it lets you see across but not move across.

The right side is hollow. Women’s agency sits in conceptual order as the thing that should exist but doesn’t. Agribusiness is there but starved (5% of private investment). Climate finance is there but negligible (less than 1% to agriculture). Macro stabilisation is there but can’t reach the agricultural cluster because the sector’s relational base — households, women, consumption — is trapped on the other side of the wall.

Value chains and post-harvest loss sit in conceptual chaos — the upper right. They should be in conceptual order (functioning systems, certification, processing, cold chains). They are instead chaotic, and the map shows why: the people who do 65% of the work are blocked from the institutions that would let them upgrade the chain. The technical failures are real. But they persist because the agency failures are structural.

The macroeconomic irony is visible in the tension line from farm consumption to macro stabilisation. The ADB projects 3.5% growth in FY2026, but lower farm incomes already dragged private consumption in FY2025. The recovery is narrow precisely because the sector that employs 38% of the population — and where 65% of the workers are women without economic agency — cannot contribute purchasing power to the broader economy. The stabilisation sits in conceptual order. The consumption it needs sits in relational order, behind the wall.

After Orbán, but what does it mean for Russia, and China?

Viktor Orbán did not lose an election on Sunday. He lost a franchise.

Péter Magyar’s Tisza party took 138 of 199 parliamentary seats — a constitutional supermajority — on 53.6 per cent of the popular vote, at a record turnout of nearly 80 per cent. Orbán conceded on election night. Fidesz, which held a two-thirds majority for three consecutive terms, was reduced to 55 seats. The margin was not close enough to contest, not narrow enough to spin. The system Orbán built over sixteen years — the captured judiciary, the oligarchic economy, the rigged electoral map — could not absorb the popular deficit of trust. The machine broke under the weight of its own corruption.

This is consequential well beyond Central Europe. Orbán was not merely a right-wing prime minister. He was the operating system. Budapest was the capital of a transnational illiberal project — the node through which American MAGA networks, European national-conservative parties, and Russian soft-power operations ran their wiring. That node is now offline.

The illiberal international loses its server room

The standard reading of Orbán’s defeat is ideological: illiberalism has been repudiated. This is only partly right. What has actually been dismantled is infrastructure.

Budapest hosted annual CPAC satellite conferences. Fidesz-aligned foundations ran fellowship programmes that brought American and European conservatives to Hungary for ideological formation. Orbán funded think-tanks across the continent. He provided something no other illiberal leader could: a working government inside the European Union that proved you could hollow out democratic institutions, consolidate media, build a patronage economy, and still win elections. Salvini, Le Pen, Wilders, the AfD — none of them were in power long enough or structurally enough to offer that proof. Orbán was the demonstration model.

Magyar has no interest in inheriting this role. He is a centre-right pragmatist running on corruption, healthcare, and EU re-engagement. The institutional scaffolding of the illiberal international — the conferences, the talking points factory, the prestige of a sitting head of government endorsing the programme — will be wound down. The ideas will persist in Paris, Amsterdam, and Berlin. The infrastructure will not.

The American dimension is worth isolating. JD Vance held a rally in Budapest’s MTK Stadium days before the vote. Rubio visited. Trump was beamed in live. This was real political capital, deployed visibly, and it produced nothing. Magyar’s response was elegant and lethal: this election will be decided by Hungarians. The result suggests that American backing cannot rescue a domestic record that voters have turned against. The global right now has data on the limits of external endorsement — and it is not encouraging data.

The Ukraine corridor opens

Orbán’s foreign policy was, at its core, a blocking operation. Hungary vetoed or delayed EU sanctions packages against Russia, obstructed military aid to Ukraine, and ran a campaign premised on the claim that Brussels and Kyiv would drag Hungarian soldiers into war. He maintained a close energy relationship with Moscow, leveraged Hungary’s border with Ukraine to stoke fear, and positioned himself as Europe’s lone voice for peace — while cashing Russian oil cheques.

That obstruction is now removed. A Magyar government will not immediately reverse every Orbán-era position — Hungarian energy infrastructure still runs partly on Russian supply, and unwinding that dependency is a multi-year project. But the veto is gone. EU sanctions packages, military aid frameworks, and Ukraine’s accession process no longer face a guaranteed Hungarian block. The European Commission has already signalled that approximately €17 billion in frozen funds — withheld over rule-of-law concerns — could be released under a cooperative Hungarian government. Von der Leyen’s response was immediate: “Hungary has chosen Europe.”

For Putin, this is the loss of his last institutional ally inside the EU. The significance is not sentimental. Hungary’s veto power gave Russia a structural lever within European decision-making — a single member state that could slow, dilute, or block collective action. That lever is broken. Reports in the final days of the campaign — GRU political technologists operating from the Russian embassy in Budapest, coordinated Telegram bot farms pushing pro-Fidesz narratives — suggest Moscow understood exactly what was at stake and could not prevent it.

The China problem nobody is discussing

The Orbán defeat has a third dimension that most Western commentary has so far missed. Hungary was not only Russia’s door into European institutions. It was China’s.

Orbán was Beijing’s most reliable European partner. Hungary was the first EU member state to sign onto the Belt and Road Initiative. The Budapest–Belgrade railway, a flagship BRI infrastructure project, was designed to give Chinese goods a fast rail corridor from the Greek port of Piraeus into the heart of Central Europe. Orbán welcomed Fudan University’s plan to build a campus in Budapest — a project that drew mass protests in 2021 but which the government pushed forward regardless. He blocked or diluted EU statements critical of China on Hong Kong, Xinjiang, and Taiwan with reliable consistency. When the EU attempted to develop a common China strategy, Hungary was the wedge that prevented consensus.

This was not ideology. Orbán did not share Beijing’s political model in any meaningful sense. It was transactional alignment. China provided investment and infrastructure financing; Orbán provided diplomatic cover inside the European institutional machinery. The relationship was structurally identical to the Russian one — a single member state leveraged as a blocking mechanism against collective European action.

Magyar’s EU pivot dismantles this arrangement. A government seeking to re-enter the European mainstream cannot simultaneously function as Beijing’s institutional proxy. The Fudan campus project, already deeply unpopular domestically, is likely dead. Hungary’s BRI commitments will be reviewed. The reliable veto on China-critical EU positions disappears.

This matters for Beijing’s European strategy at a moment when it can least afford the loss. The EU has moved decisively toward economic de-risking — tariffs on Chinese EVs, investment screening mechanisms, critical raw materials diversification. China’s ability to slow or fragment that process depended partly on maintaining sympathetic voices within member-state governments. Orbán was the loudest and most structurally useful of those voices. His removal forces Beijing to find a new approach to a Europe that is consolidating, not fragmenting, on China policy.

What Asia should read in Budapest

There is a temptation to draw a straight line from Budapest to every illiberal or authoritarian-adjacent government in Asia. Resist it. The Orbánist model was specific: it was ideological, networked, conference-based, and embedded within a democratic institutional framework that it parasitised but did not replace. Asian authoritarianism operates on entirely different structural foundations.

China’s governance model is not exportable as ideology — Beijing does not host CPACs or fund think-tanks promoting “illiberal democracy with Chinese characteristics.” It exports infrastructure, surveillance technology, and debt relationships. The intellectual scaffolding is minimal by design. What China built in Hungary was not ideological alignment but transactional leverage, and that kind of leverage can be rebuilt elsewhere — in Serbia, in parts of the Western Balkans, in Central Asian states that answer to no EU framework.

The more relevant Asian reading is about regime durability. Orbán did everything the playbook demands: captured the judiciary, consolidated media, built an oligarchic support base, rigged the electoral map in his favour, secured external great-power backing from both Washington and Moscow. He still lost — to a candidate who had been in his side of politics and was independent following his wife dismissal as justice minister barely two years ago. The mechanism of failure was prosaic: inflation, crumbling hospitals, visible corruption. The regime’s own supporters switched when material conditions declined enough.

This has direct relevance for governments in the region that rely on similar combinations of institutional capture and economic performance for legitimacy. Populist incumbents across Southeast Asia like Indonesia — and some in South Asia like Pakistan — should note that electoral authoritarianism has a performance threshold. Below it, no amount of media control or foreign endorsement holds. The Hungarian electorate did not vote for liberalism. They voted against a declining standard of living. That is a universal pressure, and it does not require a democratic tradition to be electorally devastating.

The structural question

The mistake now would be to call this the end of right-wing populism. It is not. The conditions that produced Orbánism — economic anxiety, cultural displacement, resentment of distant technocratic governance — are structural features of globalisation, not contingent features of Hungarian politics. Le Pen does not need Budapest to run her next campaign. The AfD’s strength in eastern Germany has domestic roots. Trump’s movement is self-sustaining.

What has ended is the proof of concept. The one government in the democratic world that demonstrated you could build an illiberal state inside a liberal institutional framework and keep winning has been demolished from within — not by the left, not by Brussels, not by civil society, but by a centre-right challenger running on hospitals and potholes. The ideological case for Orbánism survives. The empirical case does not.

Magyar now holds a supermajority capable of rewriting the constitution, dismantling Fidesz’s institutional architecture, and restoring judicial independence. Whether he uses it is the open question. Orbán’s parting shot — “we are not giving up; never, never, never” — was a promise, not a concession. He is sixty-three. He has staged comebacks before. The illiberal international is watching to see whether its capital can be recaptured, or whether the new government will burn the infrastructure to the foundation.

For the global right, for Moscow, for Beijing — and for every government that looked at Budapest and saw a model worth emulating — that question is now the only one that matters.

Pakistan is set to repay $3.5 billion to the UAE by month-end, including a $2 billion deposit extended in 2018, a $1 billion loan provided in 2023, and an older $450 million loan dating back to 1996–97. The 2018 facility had been rolled over annually after Pakistan was unable to repay it on schedule.
